Job Description


Overview:


Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care


In Ethiopia, pneumonia is a major cause of under-five childhood morbidity and mortality. Annual episodes of pneumonia among under five children are 3,370,000, of which 390,000 become severe cases, resulting in 35,000 deaths. In addition to disease-specific risk factors, there are avoidable/preventable factors which contribute to unnecessarily high numbers of pneumonia-related deaths among children, including poor availability of commodities to treat these diseases.


Amoxicillin DT (Amox DT) is the WHO-recommended first-line treatment for pneumonia, but is only available in a very limited number of regions in Ethiopia. Local manufacturing of Amoxicillin DT (Amox DT) requires an independent, cost competitive, high-quality ß-lactam plant.


Position Overview:


CHAI is seeking a Senior Associate to lead the assessment of the feasibility and recommended next steps for launching local manufacturing of Amox DT in Ethiopia. This assessment will be a framework to ensure future domestic manufacturing of Amox DT leverages best practices and encourages a price-competitive focus along with high quality production.


This is a challenging though rewarding position that directly impacts the quality and cost of pharmaceutical products in Ethiopia. Further, it will build local industry and technical capacity for continued advancement in the manufacturing sector. It is an opportunity to assess the potential for a unique market transformation, and collaborate closely with partner governments, private sector entities, and international agencies.


Responsibilities:


  • Supplier engagement – Assess the capacity of existing local manufacturers (LM) to produce high-quality/low-cost Amox DT – ultimately producing a report with a short list of recommended supplier(s), suggested next steps, projected costs, and estimated timeline for launching local production. As part of this process, engage technical experts to conduct assessment of infrastructure, operations, and quality control requirements/capacity of viable LM candidates.

  • Market research – collect and analyze relevant pricing, volumes data for Amox DT and product segments of high interest to viable local manufacturers; develop realistic market-size projections for ß-lactam and other priority product segments.

  • Cost analysis – Develop robust investment case through analysis of direct, indirect, and capital manufacturing costs, including opportunities for cost savings (through API sourcing, manufacturing efficiencies, etc.). Assess operations of multiple pharmaceutical manufacturers in Ethiopia and diagnose cost-reduction strategies.

  • Buyer engagement – Create robust market projections for medium term domestic/regional procurement of Amox DT, and establish international buyer needs (commercial/quality). Provide direct support to manufacturers in developing work plans that aggressively target areas for cost-reduction and increase access to market opportunities. Independently develop a report on how to best support local pharmaceutical manufacturers in Ethiopia. This will be used for future industry engagement.

Qualifications:


  • An advanced degree in Process/Industrial Chemistry, Pharmacy, Engineering, Biochemistry, or a Business background and 5+ years of experience in a private or public sector enterprise.

  • Deep knowledge of and strategic perspectives on supply-side issues pertaining to drug pricing, drug manufacturing, regulatory issues, and procurement practices.

  • Deep technical expertise and experience with manufacturer engagement on strategy and operations, preferably with experience at ß-lactam plants and developing markets.

  • Previous experience in cost-reduction and business optimization initiatives.

  • Exceptional interpersonal skills, including experience managing senior clients/sensitive relationships and the ability to work collaboratively and creatively with a wide range of stakeholders to influence change and achieve results.

  • Ability to absorb and synthesize a broad range of information, including financial, regulatory, clinical and scientific information.

  • Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities. Detail-oriented with strong organization skills.

  • Exceptional analytical (qualitative and quantitative) and communication (written and verbal) skills. Ability to communicate effectively with people of varied professional, cultural, and educational backgrounds.

Advantages:
Preference will be given to candidates with a background in business optimization activities and demonstrated experience in the pharmaceutical industry, and an MBA or equivalent post-graduate qualification. Candidates with work experience in pharma industry, management consulting, private equity, or Government/Regulatory authorities in the pharmaceutical industry, and familiarity with global health issues will also be given serious consideration.
