JOB CONTEXT:



HI launched an initial assessment in March, 2021, a period when the ENDF were controlling the key cities and the main road axes.



Based on the field assessment findings, HI confirmed its engagement in the Tigray Humanitarian Response. HI therefore designed a global strategic operational framework to address the identified needs:



PILLAR 1: Integrated approach between MHPSS, Protection, IHA and Functional & Physical Rehabilitation, to improve access to services and wellbeing of the conflict affected populations including the most vulnerable and persons with specific needs



PILLAR 2: Contribute to improve access and ensure delivery of assistance to the most vulnerable living in Tigray while limiting the use of logistics negative coping mechanisms.



An Emergency Area Manager (from HI Emergency Pool in Lyon) was deployed beginning of April, 2021, in charge of the operational launching in Tigray and securing funding, as well pursuing the external coordination/liaison with all key stakeholders. A dedicated HI Operations Manager for Tigray took over early June. Activities started again between August and October.



HI is currently re-launching activities in Tigray with grants from ECHO, EHF and PRM. Although requirements to enter Tigray are still very restrictive (through UNHAS flights), HI needs an Operations Manager to ensure rapid uptake of activities as soon as possible.



YOUR MISSION:



Under the responsibility of the Program Director, you as the Operations Manager for Tigray contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact of the projects implemented in the area, through a delegation system with appropriate control mechanisms. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.



Specifically, the Operations Manager for Tigray region will ensure uptake of HI activities after a long stand-by period in a very volatile context, with significant access and security issues. Your objective include project implementation in complex setting, external liaison, fundraising, project proposal development, project launch (operations, log, HR, etc.), your main responsibilities are:



1) Influence



  • You develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media)**

2) Contribution to the Programme’s Operational strategy and HI frameworks & regulations



  • You contribute to the development of the Programme’s Operational Strategy in a new Region of intervention, and to its implementation.


  • You implement the project part of the Programme’s Operational Strategy:


  • With both operational opportunities and risks in mind, you contribute to the monitoring and analysis made by the line Manager, and propose mitigation measures when relevant


  • You support the Director in monitoring the security of the area and ensure adequate resources for employees according to the context



    • You ensure the deployment of and compliance with HI global frameworks, institutional policies and standards.
      You ensure sound management and monitoring of any new project under his/her responsibility:


3) Management



  • You are the manager (direct report) of the Project managers’ team in the area of assignment


  • You steer organization transformation, in particular through managerial and work practice change and continuous improvement of working processes.


  • You ensure the functional animation of the teams on its area


YOUR PROFILE:



• You have at least 4 years’ experience in humanitarian contexts;



• You have previous project coordination experience, and proven managerial and representation experience



• You have strong team management skills; strong communication and diplomacy skills;



• You have strong writing and reporting skills;



• You have good knowledge and experiences on risk management (safeguarding of beneficiaries, security, finance, donors, etc.)

Job Summary:
As Chief of Party I you will provide leadership and overall management of the Highlands Resilience Activity(HRA) to serve the poor and vulnerable. Your leadership, management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in livelihoods’ field. You will ensure consistency of implementat ion, strategies and approaches; oversee monitoring and evaluation; and lead the technical coordination of the selected value chains and microfinance interventions of the Project. The successful candidate will have a proven track record leading US government projects and working with CSOs, FBOs and host governments to help develop and support different value chains.

Context:



Adopted in 2015 by African Union (AU) Member States, the AU/ILO/IOM/UNECA Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP) is a long-term joint undertaking among the four organizations in coordination with other relevant partners operating in Africa, including development cooperation actors, private sector organizations and civil society representatives. The objective of the JLMP is to contribute to strengthening effective governance, and regulation of labour migration and mobility, for enhanced sustainable development, for inclusive economic growth and regional integration of the African Continent. It is the programme dedicated to the implementation of the 5th Key



Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development which was adopted by the Assembly of Heads of States and Governments (AU/Assembly/AU/20(XXIV)/Annex 3, January 2015) in Addis Ababa, Ethiopia as well as labour mobility components of the Migration Policy Framework (MPFA) and Plan of Action for Africa (2018-2030).



The JLMP objective is implemented through several interventions led by the AU, notably: the JLMP Priority (2018-2021) and the JLMP Action (2021-2024) projects. In 2020, after five years of the implementation of the JLMP, the AU, in collaboration with JLMP Implementing Partners (ILO and IOM), adopted the JLMP Strategic Framework and Monitoring and Evaluation Plan for the JLMP (2020-2030). The JLMP Strategic Framework provides a 10-year-strategic vision while consolidating results of the implementation of the first five-years’ period of the JLMP. Its implementation strategy continues to focus on intra-African labour migration management, while addressing emerging issues related to African migrant workers to other regions to ultimately support African migrant workers and their families to live satisfied and dignified lives and contribute to Africa’s development. The sustainability of JLMP interventions hinges on close collaboration among the AU, ILO, IOM and ECA, in cooperation with Regional Economic Communities (RECs), AU Member States and relevant stakeholders, to support activities at national level aiming to enhance the adoption and implementation of gender responsive legal instruments and promote binding commitments to ongoing actions. The African Union Commission (AUC) hosts the JLMP Programme Support Unit (PSU) within the Health, Humanitarian Affairs and Social Development. The PSU is the JLMP’s Secretariat to support programmatic and technical coordination and coherence, and quality assurance of the JLMP, under the leadership of the Program Coordinator.



Under the direct supervision of the Head of Special Liaison Office, and Chief of Mission and technical supervision of AUC Director of Social Affairs, the successful candidate will coordinate the implementation of the JLMP.



Core Functions / Responsibilities:



  1. Facilitate joint implementation processes between AUC-ILO-IOM and UNECA by clearly defining roles and responsibilities through joint operational arrangements.


  2. Recruit experts for the Program Support Unit at AUC by preparing job description/Tors for the staffs to be in place and organize proper induction and orientation for the new staff, ensuring linkage with other ongoing related AUC’s initiatives. Also, familiarize new staff with AUC partners /donors to maintain existing good partnerships.


  3. Facilitate training on Labour Migration to the new staffs at the project support unit and other staff from other AUC Departments and participate as a resource person in training seminars and workshops.


  4. Participate in advisory missions, including providing technical and administrative support, guidance and assistance to Labour Migration Advisory Committee to identify and document good practices, lessons learned and relevant experiences for sharing through all relevant means for coordination and coherence with AUC policy frameworks.


  5. Provide technical guidance in designing, monitoring, evaluation and reporting of project activities at national and regional levels and contribute to periodic and ad hoc reports on the status of project implementation, including participating in regular briefings with relevant parties.


  6. Represent the AUC, prepare and present reports to AUC and AU policy organs, and provide technical elements for AUC documents.


  7. Develop terms of reference and supervise external collaborators and service providers and provide technical advice and guidance to key stakeholders at all levels on JLMP towards regional and continental policy and operations coherence.

  10. Conduct advocacy activities towards Member States for ratification of key international instruments regulating Labour migration management.


  11. Promote Labour migration knowledge through the Intra-African Technical Cooperation Platform in alignment with the AUC approach.


  12. Coordinate with the AUC relevant directorates, services, and African Union Development Agency (AUDA-NEPAD) for resource mobilization as required for the implementation of the project and of the JLMP.

Liaise closely with JLMP implementing partners to identify entry points for, and facilitate their comprehensive support to (i.e. over and beyond their engagement through the JLMP), improving labour migration governance for development and integration in Africa in general and the operationalization of the JLMP Strategic Framework and Monitoring and Evaluation Plan for the JLMP (2020-2030) in particular.


  14. Facilitate organization of and participate in continental and interregional meetings on Labour migration, including tripartite meetings, in close collaboration with Member States, RECs, and continental and regional social partners’ organizations such as Business Africa, Organisation of African Trade Union Unity (OATUU) and International Trade Union Confederation (ITUC) Africa, the diaspora.

Required Qualifications and Experience:



Education



• Master’s Degree in Labour Economics, Law, Management, Social Sciences or in Public Administration Management or a related field from an accredited academic institution with seven years of relevant professional experience; or



• University degree in the above fields with nine years of relevant professional experience.



Experience



• Proven experience in Labour, employment, and social protection policies at continental level, coordinating with the AU RECs, coordinating continental policy frameworks, monitoring and evaluation.



• Familiarity with AUC, IOM and ILO policies and procedures.

This selection process may be used to staff similar positions in various duty stations. Recommended candidates endorsed by the Appointments and Postings Board will remain eligible to be appointed in a similar position for a period of 24 months.



The list of NMS countries above includes all IOM Member States which are non-represented in the Professional Category of staff members. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.



Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
