Background



The HCDExchange is a community of implementers, funders, designers, evaluators, and youth committed to advancing learning and practice related to the integration of human-centered design (HCD) and adolescent sexual and reproductive health (ASRH) in low-resource settings, with a particular focus on countries in Sub Saharan Africa and South Asia. The HCDExchange aims, through our learning community, to accelerate the field of HCD+ASRH and thereby elevate young people’s agency and transform sexual and reproductive health outcomes for youth and adolescents.



In 2018, The Bill & Melinda Gates Foundation, William & Flora Hewlett Foundation, and the Children’s Investment Fund Foundation (CIFF) funded a convening in Tanzania bringing together people and organizations working at the intersection of HCD in ASRH. This gathering showcased best practices, generated interest, and resulted in the launch of working groups to advance this field. More importantly, those involved started to see themselves as a community with a shared agenda.



The first phase of this work built a more cohesive, and globally accessible, and representative body of practitioners and policy makers, expanded HCD+ASRH skills and capacity of practitioners and institutions in sub-Saharan Africa and South Asia; and begun to generate a well-curated and researched body of evidence and learning that is accessible to the entire global health community in one location and tailored to different audiences.



The HCDExchange will transition from building a broad-based learning community to accelerating access to knowledge and evidence on HCD+ASRH for a focused set of actors, particularly among professional and institutional stakeholders and specific geographies. It will continue strengthening youth engagement through capacity development of the Youth Leadership Hub using a “learning by doing” model to increase the Youth Associates’ knowledge and skills around curating and sharing learning and raising awareness about the practice of HCD+ASRH. The Youth Associates will also continue engaging youth members, youth networks, and youth-led organizations who are part of the CoP, with the goal of bringing the youth perspective to the center of community building, learning, and application.

Purpose of the role



As an integral member of HCDExchange team and an experienced youth ASRH professional, the Youth Engagement Officer (YEO) will lead HCDExchange’s charge in the practical integration and meaningful engagement of youth towards our main focus of building an HCD+ASRH learning community. The YEO will be dedicated to increased youth engagement and capacity in HCD+ASRH program design and implementation. She/he will coordinate the activities of the youth leadership hub (YLH) to ensure integration with the broader priorities of learning and community building. The YEO will increase the voice of youth within HCDExchange, and in the community of practice and will champion the value of HCD approaches and the mission of the HCDExchange.



Key Relationships



The YEO will work under the direction and supervision of the HCDExchange Director based in Nairobi. The Officer is expected to work closely with the Youth Leadership Hub, HCDExchange Secretariat, Advisory Committee and various HCDExchange working groups established to advance community building and the learning agenda. S/he is also expected to collaborate with a team of advisors, staff, and consultants based in East Africa, Southern Africa, West Africa, South Asia, and Washington DC.



Roles & Responsibilities:



  • Work with the Senior Community Manager, Monitoring and Evaluation Lead, and HCDExchange Director to develop an activity schedule for 2022 that contributes to increased learning and networks related to HCD+ASRH among the COP through youth engagement. Key references will be: the youth leadership hub Strategic Plan and other HCDExchange strategic and operational documents. Key metrics from the results framework to observe and include will be:


  • Networks and connections being made between youth/youth organizations and ASRH organizations by Youth Leadership Hub and HCDExchange


  • HCDExchange youth-targeted communication materials/events are being created


  • HCDExchange youth-targeted communication materials/events are being accessed by youth


  • Curated and co-created HCD/ASRH tools, resources & standards to guide and facilitate the application of HCD in ASRH among youth


  • Support the HCDExchange Secretariat to raise awareness of and learn about the integration of HCD into ASRH programming by using HCD approaches and creating space for learning and experience.


  • Work with the ASRH Advisor and the communications specialist to create resources towards establishing a better understanding of HCD, ASRH, and MYE for different stakeholders targeted by the HCDExchange community of practice.


  • Encourage and advance Meaningful Youth Engagement (MYE) across HCDExchange’s activities


  • Work with the secretariat team to adapt the YLH program by embedding associates into work streams of the HCDExchange secretariat


  • Support the recruitment and oversee the mentorship of the YLH members

Qualifications



  • Bachelor's degree in a relevant field, such as public health, development studies, international development, or nonprofit management, experience in Human Centered Design is a plus.

Organizational Setting and Work Relationships



The Senior Public Health Officer is a member of a multidisciplinary team and will ensure that UNHCR's public health programmes meet minimum UNHCR and global health standards in order to minimise avoidable morbidity and mortality among populations of concern (POC) and towards the achievement of the Sustainable Development Goals (SDGs).
The incumbent provides strong and timely technical and strategic guidance to UNHCR senior management and partners including on the design and scope of UNHCR's responses in health and nutrition, catalyses the engagement of other actors, supports resource mobilisation efforts including with the private sector and monitors the response. The incumbent has close contacts with internal and external stakeholders such as government counterparts, UN Agencies and embassies/donors.
At the country level, the Senior Public Health Officer plays a crucial role in coordination, planning, and monitoring of public health programmes and responses including support to the collection and use of health and nutrition-related data, design of public health programmes, capacity building of UNHCR personnel and partners, advocacy, information and communication on public health-related issues. In the Field, the Senior Public Health Officer is a member of the senior management team coordinates and provides technical support to a regional network of country-level public health, nutrition and food security and HIV focal points as well as Protection and Programme Officers.
At the regional level, the Senior Public Health Officer plays a crucial role in providing strategic guidance to country public health programmes and responses including support to the development of country health strategies and Refugee Response Plans, design of public health programmes, fostering inclusion of refugees in national policies and strategies and health systems, emergency response, public health data analysis, capacity building of UNHCR personnel and partners, advocacy, information and communication on public health-related issues. The Senior Regional Public Health Officer is a member of the senior management team and coordinates and provides technical support to a regional network of public health, nutrition and food security and HIV focal points, engages closely with senior management in the development of regional strategies and coordinates closely with other regional units such as Protection, and Programme s.
The incumbent should also ensure consultation with communities seeking the diverse views of men, women, girls and boys, adolescents, youth, older persons, LGBTQI persons, persons with disabilities, including people with psychosocial and intellectual disabilities, in assessing needs, designing, implementing and monitoring responses in line with UNHCR's policy on age, gender and diversity mainstreaming.
Public Health programmes include primary health care, secondary health care, community health, reproductive health (including HIV), nutrition, MHPSS and health information systems. In addition to public health staff, major operations may also have dedicated staff focusing on any of these components but public health officers are expected to be very conversant with reproductive health programming and ensure that minimum standards are met. Depending on the size of the operation the incumbent may be expected to have major responsibilities for nutrition and MHPSS responses. Senior Public Health Officers will work with the Senior Programme Officer (or other designated staff member) to support operational collaboration and joint programming with WFP on nutrition and food security.
The Senior Public Health Officer is normally supervised by a Senior Operations/ Assistant Representative in the Field or by Head of Public Health Section (PHS) at Headquarters. The incumbent in the Field has a functional line with the Public Health Section in Geneva regarding authoritative guidance and support in technical matters and is expected to maintain regular contact with the PHS.

Duties



Coordination, Leadership and Partnership



  • Co-ordinate public health, reproductive health, nutrition and HIV activities in support of the government¿s responses and in conjunction with other UN agencies, non-governmental organisations (NGOs) and other partners, including development actors to ensure delivery of public health and nutrition services to beneficiaries ( (POC) and host community) meet UNHCR and /or nationally recognised and most up-to-date standards and policies.

  • Support operations to define the level and scope of UNHCR's involvement in public health and nutrition responses in terms of overall and operational objectives during emergency situations and beyond.

  • Support the Operation¿s engagement in the public health related aspects of contributions of major donors to refugee responses, including the World Bank; taking part in assessments, design of projects, monitoring and evaluation.

  • In line with the Global Compact on Refugees, work with governments, humanitarian and development partners to ensure a whole-of-government (i.e. relevant national and local authorities for health and nutrition response) multi-stakeholder approach and planning to harness the comparative advantages of different actors to meet the health needs of POC.

  • Engage in relevant partnership fora, including in line with UNHCR's role as a UNAIDS co-sponsor of the Joint Programme on AIDS and co-lead with WFP of the Division of Labour area of HIV in Humanitarian Settings.

  • Support countries to respond and catalyse engagement of other actors in line with Memoranda of Understanding with major partners; this includes the development or updating of country-specific plans of action to delineate the roles, responsibilities and contributions of other actors.

  • Ensure regular updates and share information within UNHCR as well as with the government, UN and NGO partners and donor communities on the health status and needs of the refugee including in support of UNHCR's role in advocacy for the wellbeing and rights of refugees and other POC to UNHCR.

  • Support robust and timely emergency responses to new refugee influxes, outbreaks or other situations in line with the Public Health Emergency Toolkit, UNHCR1s Emergency Handbook and the SPHERE Handbook.

  • Contribute to development and implementation of UNHCR's Strategic Plan for Public Health and adaptation at country or regional level.
    At country level

  • Represent UNHCR in Health Coordination and other meetings including inter-sectoral groups such as Technical Working Groups for MHPSS and nutrition.

  • Support operational collaboration with WFP including the design and implementation of Joint Assessment Missions and corresponding Joint Plans of Action in line with global commitments on targeting of assistance to meet basic needs and data sharing to support assistance distribution (in collaboration with programme and protection colleagues).
    At regional level

  • Provide strategic guidance to country public health teams on public health, reproductive health, nutrition and HIV programmes in support of national government¿s responses and in conjunction with other UN agencies, non-governmental organisations (NGOs) and other partners, including development actors to ensure delivery of public health and nutrition services to beneficiaries ( (POC) and host community) meet UNHCR and /or nationally recognised and most up-to-date standards and policies.

  • Coordinate at regional level with key partners such as WHO and UNICEF and bring the perspectives of UNHCR¿s POCs to regional fora including on inclusion into national health systems. Engage with other relevant stakeholders such ILO on social health protection and World Bank (in cooperation with other relevant units)

  • Monitor the progress for health and nutrition related pledges and provide targeted support to country operations to advance concretisation, implementation and reporting of pledges.

  • Foster a culture of knowledge sharing, harmonisation of practises and cross-country learning among public health staff in the region through regular meetings and exchanges.

  • Engage with WFP at regional level on global commitments for targeting of assistance to meet basic needs and overall food assistance (in collaboration with programme and protection colleagues). Support country operations in the planning of Joint Assessment Missions and review of corresponding Joint Plans of Action.

Strategic planning and development



  • Work with others in UNHCR to advocate for refugees, returnees and other POC's access to local public health, reproductive health (RH) and HIV, MHPSS and nutrition services (including food assistance where relevant) and lobby for inclusion of refugees, returnees and other POC as a specific group in government policies and plans related to health, RH and HIV as well as major donor programmes such as the Global Fund for HIV, TB and Malaria.

  • Provide guidance and make recommendations on the overall strategy and focus of Public Health and Nutrition programmes including ensuring public health strategic approaches are developed in a multi-sectoral and co-ordinated manner in co-operation with government, UN agencies, NGOs and other humanitarian partners with due consideration to the approaches outlined in the Global Compact on Refugees and in support of the Sustainable Development Goals, including SDG3.

  • Ensure public health strategies address known gaps in health and nutrition programming based on country-specific needs assessments with due consideration to neonatal and maternal health care, TB and viral hepatitis, palliative care, health services for LGBTQI individuals, health and protection services for persons selling sex and programming for persons with disabilities including access to assistive technologies and appropriate associated services.

  • Ensure public health strategies inform and are included in multi-year, multi-partner solutions strategies and in funding appeals such as regional refugee response plans or other humanitarian appeals.

  • Work with stakeholders, including UN agencies, NGOs, Ministries of Health and academic institutions in the development of public health response plans associated with refugee movements (including in repatriation programmes).
    At country level

  • Develop and monitor country specific medium to long term inclusion plans in support of the Ministry of Health and other relevant Ministries (e.g. Social Welfare) and in partnership with development and other actors.

  • Maintain and update contingency plans for potential epidemics, refugee and returnee movements.
    At regional level

  • Lead the development, roll-out and monitoring of the regional public health strategy (where relevant) and support the development/revision and updating of relevant country public health strategies. Contribute to the development, implementation and monitoring of Regional Refugee Response Plans and support operations in developing the health and nutrition components of country specific Refugee Response Plans.

  • Support country operations in the development and monitoring of country specific medium to long term plans for inclusion of refugees in national policies, strategies, services and social protection schemes in support of the Ministry of Health and other relevant Ministries (e.g. Social Welfare) and in partnership with development and other actors.

  • Ensure country operations maintain and update contingency plans for potential epidemics, refugee and returnee movements.

Technical integrity and risk mitigation



  • Support the prioritization of primary health care (including preventive, promotive, curative, rehabilitative and palliative care)

  • Monitor and support compliance with, and integrity of, all Public Health standard operating procedures in conjunction with Project Control and Programme staff and in line with delegated authorities, including flagging to senior managers when these are not in line with global guidance or not being followed.
    At country level

  • Update and disseminate standard practices on public health, MHPSS, nutrition, HIV and reproductive health among partners.

  • Establish and/or adapt UNHCR internal operating procedures to ensure they are in line with UNHCR and/or international standards and improve efficiency of programme activities; this includes - but is not limited to - referral health care, medicines and medical supplies procurement and management, medical resettlement and resettlement of persons with health needs, cash-based assistance for health care coverage and referral between units and inter-sectoral collaboration.

  • Ensure pharmacy management including orders for medicines and medical supplies are inline with UNHCR standards.
    At regional level

  • Ensure coherent and consistent approaches in the implementation of public health and nutrition programmes, policies, and SOPs in the region in line with UNHCRs policies, adopted to national contexts.

  • Ensure dissemination of standard practices on public health, MHPSS, nutrition, HIV and reproductive health among country operations.

  • Ensure UNHCR internal operating procedures are updated regularly, are in line with UNHCR and/or international standards and harmonised across country operations; this includes - but is not limited to - referral health care, medicines and medical supplies procurement and management, medical resettlement and resettlement of persons with health needs, cash-based assistance for health care coverage

  • Oversight of pharmacy management in countries including timeliness of orders and technical validation of orders.

  • Document and share lessons learnt across country.

Collaboration



  • Work closely with UNHCR programme, field and protection staff to identify priority health issues and key data requirements for programme planning and monitoring to ensure that minimum UNHCR and international standards are being met.

  • Support linkages of public health to WASH programmes throughout all stages of the programme cycle including in outbreak preparedness and response, emergency responses to refugee influxes, WASH in health facilities, and menstrual hygiene management.

  • Support inter-sector collaboration throughout all stages of programme cycle between public health and nutrition with WASH, education, environment, shelter, and protection in order to promote synergies and maximise impact.

  • Ensure consultation with communities seeking the diverse views of men, women, girls and boys, adolescents, youth, older persons, persons with disabilities and LGBTQI in assessing needs, designing, implementing and monitoring responses in line with UNHCR¿s policy on age, gender and diversity mainstreaming.

  • Ensure implementation of the UNHCR Health Information System and other relevant data collection tools including the balanced scorecard, maternal and neonatal death audits, Health Access and Utilisation Survey and other corporate tools where relevant; support the analysis, interpretation and use of public health data.

  • Advocate for the inclusion of refugees and other POC in national surveys such as demographic and health surveys, multi-indicator cluster surveys, AIDS indicator surveys including where possible a separate sample for refugees allowing for comparisons and trend analysis over time.

  • Support national health systems to disaggregate data by refugee and nationals in key areas based on country specific needs in line with the 2030 Agenda for Sustainable Development.

  • Monitor public health and nutrition programmes against standard UNHCR and international indicators, to ensure that programmes are evidence-based and implemented in a comprehensive and cost-effective manner.

  • Promote applied research and programme evaluation to enable the identification of gaps in programme implementation and standards, and to further promote evidence-based activities and guidance.

  • In line with policies for Accountability to Affected Populations (AAP), ensure POC have access to feedback and accountability mechanisms relating to public health and nutrition services including the collection and analysis of data on their satisfaction with regards to public health and nutrition services.

  • Prepare regular sectoral and global reports and submit material for preparation of periodic project monitoring reports as required.
    At country level

  • Support health focal points to participate in the review and analysis of relevant project proposals and budgetary submissions presented by UNHCR partners within the context of the UNHCR programming cycle.

  • Ensure that project plans or proposals submitted to UNHCR for funding adhere to internationally accepted standards, and are based on a comprehensive PHC strategy, rights based and meet the needs of vulnerable persons.

  • Support the planning, implementation, analysis, dissemination and use of nutritional surveys (Standardized Expanded Nutrition Surveys, SENS), health-related surveys and post-distribution monitoring exercises (in collaboration with WFP).
    At regional level

  • Support the planning, analysis, dissemination and use of nutritional surveys (Standardized Expanded Nutrition Surveys, SENS) and health-related surveys in cooperation with relevant colleagues.

Capacity Building



  • Support capacity strengthening of UNHCR and its implementing partners to address public health, nutrition, reproductive health, HIV, MHPSS programming in a co-ordinated, multi-sectoral way and disseminate relevant guidelines and information materials. This should include capacity building on health information systems ensuring quality of public health and nutrition data and the effective management of medicines and medical supplies.

  • Undertake and/or support capacity building needs assessments of UNHCR staff and partners and develop approaches to address capacity gaps including identifying internal and external training opportunities.

  • In conjunction with the Public Health Section in HQ, Global Learning and Development Centre (GLDC) and external actors, support development of capacity strengthening tools and materials including webinars, e-learning materials and online learning tools.

  • Plan, organise, facilitate and participate in workshops in conjunction with Bureaux, Public Health Section in HQ, GLDC and external actors.

  • Perform other related duties as required.

Organizational Setting and Work Relationships



The Senior Public Health Officer is a member of a multidisciplinary team and will ensure that UNHCR's public health programmes meet minimum UNHCR and global health standards in order to minimise avoidable morbidity and mortality among populations of concern (POC) and towards the achievement of the Sustainable Development Goals (SDGs).
The incumbent provides strong and timely technical and strategic guidance to UNHCR senior management and partners including on the design and scope of UNHCR's responses in health and nutrition, catalyses the engagement of other actors, supports resource mobilisation efforts including with the private sector and monitors the response. The incumbent has close contacts with internal and external stakeholders such as government counterparts, UN Agencies and embassies/donors.
At the country level, the Senior Public Health Officer plays a crucial role in coordination, planning, and monitoring of public health programmes and responses including support to the collection and use of health and nutrition-related data, design of public health programmes, capacity building of UNHCR personnel and partners, advocacy, information and communication on public health-related issues. In the Field, the Senior Public Health Officer is a member of the senior management team coordinates and provides technical support to a regional network of country-level public health, nutrition and food security and HIV focal points as well as Protection and Programme Officers.
At the regional level, the Senior Public Health Officer plays a crucial role in providing strategic guidance to country public health programmes and responses including support to the development of country health strategies and Refugee Response Plans, design of public health programmes, fostering inclusion of refugees in national policies and strategies and health systems, emergency response, public health data analysis, capacity building of UNHCR personnel and partners, advocacy, information and communication on public health-related issues. The Senior Regional Public Health Officer is a member of the senior management team and coordinates and provides technical support to a regional network of public health, nutrition and food security and HIV focal points, engages closely with senior management in the development of regional strategies and coordinates closely with other regional units such as Protection, and Programme s.
The incumbent should also ensure consultation with communities seeking the diverse views of men, women, girls and boys, adolescents, youth, older persons, LGBTQI persons, persons with disabilities, including people with psychosocial and intellectual disabilities, in assessing needs, designing, implementing and monitoring responses in line with UNHCR's policy on age, gender and diversity mainstreaming.
Public Health programmes include primary health care, secondary health care, community health, reproductive health (including HIV), nutrition, MHPSS and health information systems. In addition to public health staff, major operations may also have dedicated staff focusing on any of these components but public health officers are expected to be very conversant with reproductive health programming and ensure that minimum standards are met. Depending on the size of the operation the incumbent may be expected to have major responsibilities for nutrition and MHPSS responses. Senior Public Health Officers will work with the Senior Programme Officer (or other designated staff member) to support operational collaboration and joint programming with WFP on nutrition and food security.
The Senior Public Health Officer is normally supervised by a Senior Operations/ Assistant Representative in the Field or by Head of Public Health Section (PHS) at Headquarters. The incumbent in the Field has a functional line with the Public Health Section in Geneva regarding authoritative guidance and support in technical matters and is expected to maintain regular contact with the PHS.

Duties



Coordination, Leadership and Partnership



  • Co-ordinate public health, reproductive health, nutrition and HIV activities in support of the government¿s responses and in conjunction with other UN agencies, non-governmental organisations (NGOs) and other partners, including development actors to ensure delivery of public health and nutrition services to beneficiaries ( (POC) and host community) meet UNHCR and /or nationally recognised and most up-to-date standards and policies.

  • Support operations to define the level and scope of UNHCR's involvement in public health and nutrition responses in terms of overall and operational objectives during emergency situations and beyond.

  • Support the Operation¿s engagement in the public health related aspects of contributions of major donors to refugee responses, including the World Bank; taking part in assessments, design of projects, monitoring and evaluation.

  • In line with the Global Compact on Refugees, work with governments, humanitarian and development partners to ensure a whole-of-government (i.e. relevant national and local authorities for health and nutrition response) multi-stakeholder approach and planning to harness the comparative advantages of different actors to meet the health needs of POC.

  • Engage in relevant partnership fora, including in line with UNHCR's role as a UNAIDS co-sponsor of the Joint Programme on AIDS and co-lead with WFP of the Division of Labour area of HIV in Humanitarian Settings.

  • Support countries to respond and catalyse engagement of other actors in line with Memoranda of Understanding with major partners; this includes the development or updating of country-specific plans of action to delineate the roles, responsibilities and contributions of other actors.

  • Ensure regular updates and share information within UNHCR as well as with the government, UN and NGO partners and donor communities on the health status and needs of the refugee including in support of UNHCR's role in advocacy for the wellbeing and rights of refugees and other POC to UNHCR.

  • Support robust and timely emergency responses to new refugee influxes, outbreaks or other situations in line with the Public Health Emergency Toolkit, UNHCR1s Emergency Handbook and the SPHERE Handbook.

  • Contribute to development and implementation of UNHCR's Strategic Plan for Public Health and adaptation at country or regional level.
    At country level

  • Represent UNHCR in Health Coordination and other meetings including inter-sectoral groups such as Technical Working Groups for MHPSS and nutrition.

  • Support operational collaboration with WFP including the design and implementation of Joint Assessment Missions and corresponding Joint Plans of Action in line with global commitments on targeting of assistance to meet basic needs and data sharing to support assistance distribution (in collaboration with programme and protection colleagues).
    At regional level

  • Provide strategic guidance to country public health teams on public health, reproductive health, nutrition and HIV programmes in support of national government¿s responses and in conjunction with other UN agencies, non-governmental organisations (NGOs) and other partners, including development actors to ensure delivery of public health and nutrition services to beneficiaries ( (POC) and host community) meet UNHCR and /or nationally recognised and most up-to-date standards and policies.

  • Coordinate at regional level with key partners such as WHO and UNICEF and bring the perspectives of UNHCR¿s POCs to regional fora including on inclusion into national health systems. Engage with other relevant stakeholders such ILO on social health protection and World Bank (in cooperation with other relevant units)

  • Monitor the progress for health and nutrition related pledges and provide targeted support to country operations to advance concretisation, implementation and reporting of pledges.

  • Foster a culture of knowledge sharing, harmonisation of practises and cross-country learning among public health staff in the region through regular meetings and exchanges.

  • Engage with WFP at regional level on global commitments for targeting of assistance to meet basic needs and overall food assistance (in collaboration with programme and protection colleagues). Support country operations in the planning of Joint Assessment Missions and review of corresponding Joint Plans of Action.

Strategic planning and development



  • Work with others in UNHCR to advocate for refugees, returnees and other POC's access to local public health, reproductive health (RH) and HIV, MHPSS and nutrition services (including food assistance where relevant) and lobby for inclusion of refugees, returnees and other POC as a specific group in government policies and plans related to health, RH and HIV as well as major donor programmes such as the Global Fund for HIV, TB and Malaria.

  • Provide guidance and make recommendations on the overall strategy and focus of Public Health and Nutrition programmes including ensuring public health strategic approaches are developed in a multi-sectoral and co-ordinated manner in co-operation with government, UN agencies, NGOs and other humanitarian partners with due consideration to the approaches outlined in the Global Compact on Refugees and in support of the Sustainable Development Goals, including SDG3.

  • Ensure public health strategies address known gaps in health and nutrition programming based on country-specific needs assessments with due consideration to neonatal and maternal health care, TB and viral hepatitis, palliative care, health services for LGBTQI individuals, health and protection services for persons selling sex and programming for persons with disabilities including access to assistive technologies and appropriate associated services.

  • Ensure public health strategies inform and are included in multi-year, multi-partner solutions strategies and in funding appeals such as regional refugee response plans or other humanitarian appeals.

  • Work with stakeholders, including UN agencies, NGOs, Ministries of Health and academic institutions in the development of public health response plans associated with refugee movements (including in repatriation programmes).
    At country level

  • Develop and monitor country specific medium to long term inclusion plans in support of the Ministry of Health and other relevant Ministries (e.g. Social Welfare) and in partnership with development and other actors.

  • Maintain and update contingency plans for potential epidemics, refugee and returnee movements.
    At regional level

  • Lead the development, roll-out and monitoring of the regional public health strategy (where relevant) and support the development/revision and updating of relevant country public health strategies. Contribute to the development, implementation and monitoring of Regional Refugee Response Plans and support operations in developing the health and nutrition components of country specific Refugee Response Plans.

  • Support country operations in the development and monitoring of country specific medium to long term plans for inclusion of refugees in national policies, strategies, services and social protection schemes in support of the Ministry of Health and other relevant Ministries (e.g. Social Welfare) and in partnership with development and other actors.

  • Ensure country operations maintain and update contingency plans for potential epidemics, refugee and returnee movements.

Technical integrity and risk mitigation



  • Support the prioritization of primary health care (including preventive, promotive, curative, rehabilitative and palliative care)

  • Monitor and support compliance with, and integrity of, all Public Health standard operating procedures in conjunction with Project Control and Programme staff and in line with delegated authorities, including flagging to senior managers when these are not in line with global guidance or not being followed.
    At country level

  • Update and disseminate standard practices on public health, MHPSS, nutrition, HIV and reproductive health among partners.

  • Establish and/or adapt UNHCR internal operating procedures to ensure they are in line with UNHCR and/or international standards and improve efficiency of programme activities; this includes - but is not limited to - referral health care, medicines and medical supplies procurement and management, medical resettlement and resettlement of persons with health needs, cash-based assistance for health care coverage and referral between units and inter-sectoral collaboration.

  • Ensure pharmacy management including orders for medicines and medical supplies are inline with UNHCR standards.
    At regional level

  • Ensure coherent and consistent approaches in the implementation of public health and nutrition programmes, policies, and SOPs in the region in line with UNHCRs policies, adopted to national contexts.

Collaboration



  • Work closely with UNHCR programme, field and protection staff to identify priority health issues and key data requirements for programme planning and monitoring to ensure that minimum UNHCR and international standards are being met.

  • Support linkages of public health to WASH programmes throughout all stages of the programme cycle including in outbreak preparedness and response, emergency responses to refugee influxes, WASH in health facilities, and menstrual hygiene management.

  • Support inter-sector collaboration throughout all stages of programme cycle between public health and nutrition with WASH, education, environment, shelter, and protection in order to promote synergies and maximise impact.

  • Ensure consultation with communities seeking the diverse views of men, women, girls and boys, adolescents, youth, older persons, persons with disabilities and LGBTQI in assessing needs, designing, implementing and monitoring responses in line with UNHCR¿s policy on age, gender and diversity mainstreaming.

  • Ensure implementation of the UNHCR Health Information System and other relevant data collection tools including the balanced scorecard, maternal and neonatal death audits, Health Access and Utilisation Survey and other corporate tools where relevant; support the analysis, interpretation and use of public health data.

  • Advocate for the inclusion of refugees and other POC in national surveys such as demographic and health surveys, multi-indicator cluster surveys, AIDS indicator surveys including where possible a separate sample for refugees allowing for comparisons and trend analysis over time.

  • Support national health systems to disaggregate data by refugee and nationals in key areas based on country specific needs in line with the 2030 Agenda for Sustainable Development.

  • Monitor public health and nutrition programmes against standard UNHCR and international indicators, to ensure that programmes are evidence-based and implemented in a comprehensive and cost-effective manner.

  • Promote applied research and programme evaluation to enable the identification of gaps in programme implementation and standards, and to further promote evidence-based activities and guidance.

  • In line with policies for Accountability to Affected Populations (AAP), ensure POC have access to feedback and accountability mechanisms relating to public health and nutrition services including the collection and analysis of data on their satisfaction with regards to public health and nutrition services.

  • Prepare regular sectoral and global reports and submit material for preparation of periodic project monitoring reports as required.
    At country level

  • Support health focal points to participate in the review and analysis of relevant project proposals and budgetary submissions presented by UNHCR partners within the context of the UNHCR programming cycle.

  • Ensure that project plans or proposals submitted to UNHCR for funding adhere to internationally accepted standards, and are based on a comprehensive PHC strategy, rights based and meet the needs of vulnerable persons.

  • Support the planning, implementation, analysis, dissemination and use of nutritional surveys (Standardized Expanded Nutrition Surveys, SENS), health-related surveys and post-distribution monitoring exercises (in collaboration with WFP).
    At regional level

Capacity Building



  • Support capacity strengthening of UNHCR and its implementing partners to address public health, nutrition, reproductive health, HIV, MHPSS programming in a co-ordinated, multi-sectoral way and disseminate relevant guidelines and information materials. This should include capacity building on health information systems ensuring quality of public health and nutrition data and the effective management of medicines and medical supplies.

  • Undertake and/or support capacity building needs assessments of UNHCR staff and partners and develop approaches to address capacity gaps including identifying internal and external training opportunities.

  • In conjunction with the Public Health Section in HQ, Global Learning and Development Centre (GLDC) and external actors, support development of capacity strengthening tools and materials including webinars, e-learning materials and online learning tools.

  • Plan, organise, facilitate and participate in workshops in conjunction with Bureaux, Public Health Section in HQ, GLDC and external actors.

  • Perform other related duties as required.

TITLE: Deputy Team Lead - Response Operations

ROLE PURPOSE:



The Deputy Response Team Lead is directly responsible for the management of the overall quality implementation of projects across the response areas. S/he is responsible for the development and implementation of the response plans. The deputy team lead shall ensure that individual accountabilities for this at the response areas are clearly stated, understood and internalized.



The role holder supports the Team Lead in program implementation, in facilitating key relationships between various team at all levels, particularly Area Managers in each Region where the response is ongoing and other CO units (PDQ, HR, Finance, and Safety & Security).



Performs other related tasks as required and as assigned by his/her immediate line manager.



KEY AREAS OF ACCOUNTABILITY:



Programme Support and implementation:



  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

  • Lead the response in ensuring integrated logistics, project management and, where required, other administrative, advisory and support services to field offices/programmes are in place and

  • Ensure effective and impactful programme/project implementation plan is in place according to donor guidelines and SC standards.

  • Closely work with the Awards and Finance teams to ensure the creation and implementation of effective response finance and awards management systems at country and field office level.

  • Take overall lead in compiling the Humanitarian Response monthly, quarterly and annual progress reports against the Response Strategy and relevant operational plans.

  • Ensure strong Monitoring, evaluation and accountability mechanisms are in place.

  • Lead the creation and implementation of effective safety and security management systems at field office levels, in collaboration with Staff Safety and Security team.

  • Work with the CO Supply Chain team to ensure the effective functioning of response logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level. Coordinate with Deputy Team Leader Programmes to ensure that programme supply strategies are in place.

  • Work with Deputy Team Leader - Programmes to oversee institutionalisation of MEAL systems to ensure timely and effective delivery of programme/projects activities and outputs as well as appropriate accountability to donors, communities and children

  • As a member of a response Senior Management Team, play a leadership role in the overall management of the responses.

  • In coordination with the Deputy Team Leader - Programmes ensure the preparation of timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.

  • Take overall leadership on ensuring operational staffing needs (both national and international) for emergency programmes are met - this will include scale up of teams as well as scale down at the end of a response. The deputy team lead shall ensure that individual accountabilities for this at the response areas are clearly stated, understood and internalized.



The role holder supports the Team Lead in program implementation, in facilitating key relationships between various team at all levels, particularly Area Managers in each Region where the response is ongoing and other CO units (PDQ, HR, Finance, and Safety & Security).



Performs other related tasks as required and as assigned by his/her immediate line manager.



KEY AREAS OF ACCOUNTABILITY:



Programme Support and implementation:



  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

  • Lead the response in ensuring integrated logistics, project management and, where required, other administrative, advisory and support services to field offices/programmes are in place and

  • Ensure effective and impactful programme/project implementation plan is in place according to donor guidelines and SC standards.

  • Closely work with the Awards and Finance teams to ensure the creation and implementation of effective response finance and awards management systems at country and field office level.

  • Take overall lead in compiling the Humanitarian Response monthly, quarterly and annual progress reports against the Response Strategy and relevant operational plans.

  • Ensure strong Monitoring, evaluation and accountability mechanisms are in place.

  • Lead the creation and implementation of effective safety and security management systems at field office levels, in collaboration with Staff Safety and Security team.

  • Work with the CO Supply Chain team to ensure the effective functioning of response logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level. Coordinate with Deputy Team Leader Programmes to ensure that programme supply strategies are in place.

  • Work with Deputy Team Leader - Programmes to oversee institutionalisation of MEAL systems to ensure timely and effective delivery of programme/projects activities and outputs as well as appropriate accountability to donors, communities and children

  • As a member of a response Senior Management Team, play a leadership role in the overall management of the responses.

  • In coordination with the Deputy Team Leader - Programmes ensure the preparation of timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.

  • Take overall leadership on ensuring operational staffing needs (both national and international) for emergency programmes are met - this will include scale up of teams as well as scale down at the end of a response. This will include leading on staffing structure, recruitment, and performance management.

  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

  • Coordinate with SC members and HQ teams to ensure that operational backstopping support is in place.

People Management



  • Plan, identify and resource appropriate and effective structure & staffing needs for operation side of the response.

  • Ensure response staff understand and carry out their duties in accordance with humanitarian principles, core values and the Code of Conduct.

  • Oversee the delivery of capacity building plans to develop the requisite operational competencies.

Budget Management and Planning



  • Support the development master budgets aligned with the Response objectives, for the duration of the response and for multiple sites and multiple sectors where appropriate.

  • Leads the implementation of response budgets, while keeping relevant stakeholders informed and ensuring corrective actions are taken where required.

  • Ensure preparation of a timely programme delivery and donor reporting on project activities in compliance with internal requirements and any relevant external donor requirements.

  • Oversee effective functioning of supply chain systems to procure, store and distribute stock, supplies and services for the timely delivery of response objectives

Representation & Advocacy & Organisational Learning:



  • Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed

  • Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.

  • Support implementation of response review framework (OCR, RTR, AAR and EHA) and ensure follow up and implementation of recommended actions

QUALIFICATIONS AND EXPERIENCE



Essential



  • Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state; and/or extensive experience of setting up responses in out of area contexts (either where no SC presence or CO presence); and/or extensive experience of working in insecure contexts


  • Previous experience of managing programme teams in large-scale first phase emergency response is essential


  • BA Degree level or equivalent field experience.


  • Previous experience of managing a large multi-sector, multi-national team


  • Previous experience of programme management across multiple locations


  • Experience of managing multi-donor, multi-site, multi-sector programmes (including ECHO, DFID and OFDA) Security management experience across a large programme.

Rationale Purpose of the Evaluation



Plan International is seeking to procure the services of an Evaluation Team to design, plan and conduct a mixed-methods, gender-sensitive endline study and final evaluation for the BRICE project in Ethiopia and Somalia.



The purpose of the final evaluation is to assess the success of the project’s design, delivery and results[1] and explore reasons why change occurred for the beneficiaries and other project stakeholders. The final evaluation will also be forward-looking and will identify, document, and publish lessons learned and best practices for both accountability towards the donor, European Commission, and for informing future intervention models, management, and delivery approaches of Plan International and its partners.



Evaluation Criteria



The main focus of the evaluation is to demonstrate evidence on the achievement of outcome level change, their barriers and enablers, and the replicability of the model. As such the criteria of relevance, effectiveness and sustainability will be the key priorities.



In addition, when discussing findings, the consultants should bear in mind that this is the end line evaluation of this project, with about 12 months remaining up to the end of the project, (a 10-month No Cost Extension currently under discussion with the donor). However, most of the activities will be concluded by mid-2022.



Scope



This is an external final project evaluation to assess if the project met its objectives from March 2018 to December 2022 and will cover all outcomes of the BRiCE project, with particular attention the DAC criterion to coherence and synergies across components and participating agencies and partners. The evaluation will assess all key outcomes and outputs that have been produced since the start of the project. The evaluation will also assess the implementation of the recommendations made by the EU Results Oriented Monitoring missions and the mid-term evaluation recommendations.



The BRiCE project end in Somalia in February 2022 and has received a no cost extension for Ethiopia and the research component and will be extended by 10 months until December 2022. Therefore the evaluation will be divided into three phases according to the time when the project is closed: (Phase 1) a company will collect data in Somalia before RI closes everything, and the company is expected to complete it in February 2022. In the second phase, the company will be able to continue collecting data in Gambella/Ethiopia in the spring around June 2022 (before school closure). In the third phase, the company also will continue to collect data with Project UK, Sussex, research partners and PIE in the summer and fall of 2022. The detailed timetable is attached with this ToR.
