Job Summary:


The role holder will work as a member of the Save the Children International Africa Union (AU) Liaison and Pan Africa Office team based in Addis Ababa, Ethiopia. S/he will support the Humanitarian and Education Advocacy theme in the delivery of projects on the promotion of the rights to education for children affected by humanitarian situations; including children affected by armed conflict (CAAC), children on move, and the overall advocacy for the protection of the rights to education for refugee children in Africa at the AU level.


KEY AREAS OF ACCOUNTABILITY


  • With a focus on education and the right to protection for children affected by humanitarian situations in Africa, especially conflicts. The program officer will:

  • Support the developing of an AU and Pan Africa annual advocacy work plans and messaging for AU events and used in Save the Children International Offices and other civil society organizations(CSOs) working at country level in providing education for refugee children and those migrating and/or in transition.

  • Build functional relationships with regional level economic blocks including IGAD, ECCAS, SADC, and ECOWAS as well as civil society organizations working with them to prioritize education for children affected by humanitarian situations on the continent.

  • Support the develop a reference document on strategic engagement at the AU Commission humanitarian events by the Departments of Political Affairs, Peace and Security Council and Human Resources Science and Technology; including advocacy tactics and actions for engaging bilaterally or collectively within particular AU missions who have made commitments on providing refugee education at the World Humanitarian Summit in Istanbul and UN General Assemblies on refugees.

  • Map AU, Regional and National level opportunities and develop an action plan and influencing plan for prioritizing refugee in targeted countries.

  • Produce ongoing progress reports on monthly and quarterly basis,

  • Organize regular meeting either virtually or face to face with partners to coordinate activity and to contribute to engagement plans.

QUALIFICATIONS AND EXPERIENCE


Essential


  • Masters or Degree Undergraduate degree in Law, Social Sciences or Education. A Master’s degree preferred.

  • Minimum 2 years of policy research and/or advocacy experience.

  • Excellent oral and written communication in English. Working knowledge of French is an advantage

  • Experience working on humanitarian and education issues at Pan Africa, Regional or National levels within an NGO, AU or UN agency.

  • Have a demonstrated strong understanding of the AU’s education, migration and refugee frameworks, as well as human rights instruments, are highly desirable.

  • Proven experience in producing high-quality evidence-based policy positions and briefings

  • Demonstrated experience in policy research, analysis,

Coopi in Ethiopia


COOPI has been present in Ethiopia since 1994. The recent history of Ethiopia is marked by a great crisis due to drought, internal disorder, illegal migration and refugees. COOPI’s interventions focused in three region of the Country: Afar, Oromia and Somali region that for a has been the scene of armed clashes and particularly hit by periods of severe drought. To allow the management of these activities and to ensure access to basic services for the population, different interventions were carried out, in the field of water-hygiene and food security both on humanitarian and development perspective.

RESPONSIBILITIES


The Project Manager is responsible for the overall development, management and quality of the project.

  • He/she is responsible for the preparation of projects’ reports and all monitoring documents requested by the coordination.

Job description:


Reporting directly to the CPAR Ethiopia Country Manager, the Program Manager-Health is responsible for managing the CPAR-Ethiopia health program portfolio in collaboration with the Department of Programs at CPAR headquarter (HQ) located in Toronto, Canada. Responsible for managing the current Physician Placement Program based out of Fitche Hospital, she/he will also be in charge of building new partnerships, developing new program visions, strengthening relationships with stakeholders, and ensuring efficient and cost effective operations of health projects. The Program Manager- Health will also provide technical health expertise to CPAR HQ and its partners to develop and implement innovative health programs in Ethiopia.


Duties and Responsibilities:


  1. Physician Placement Program

· Responsible for the implementation of all activities related to CPAR’s Physician Placement Program located in Fitche – including work plan development, coordination, reporting, monitoring and evaluation, and strategic planning.


· Point of contact for local stakeholders including CPAR’s partners, MoH, Fitche Hospital Management team, District Health officials, etc.


· Coordinate the documentation process of securing visa and medical license with Ethiopian Immigration for visiting international Physicians.

Main Tasks & Responsibilities


•Support the design process of new Regional Prisons (including details of building, services and infrastructural design) in collaboration with the Regional Prisons Authority and under the direct supervision of WatHab delegate;

INTRODUCTION


The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world, including Ethiopia. DRC fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation and post-conflict recovery.


DRC commenced work in Ethiopia in 2009 and currently provides expertise in shelter, WASH, livelihoods and protection in the Gambella and Somali regions of the country. Activities implemented by DRC are funded by money raised from the Danish public and by project grants from the Danish government and other bilateral and multi-lateral donors.


DRC recently starting a new program in Tigray Regional State, where the organization is implementing a variety of activities related to youth protection, access to justice, and infrastructure in Hitsats, Mai-Aini and Adi Harush refugee camps.


POSITION’S OVERALL OBJECTIVES


The Shire-based Area Manager is responsible for the overall implementation and strategic direction of the organization’s current and future projects in Tigray Regional State, and is the direct supervisor of both program and support staff in the Shire field office. The Area Manager advises DRC’s Shire-based Program Manager and Operations Coordinator to ensure all programming in Tigray regional state is in line with DRC Ethiopia’s country strategy and is in full compliance with the organization’s policies and best practices. Furthermore, the Area Manager is responsible for leading project cycle management, proposal development and program strategy – ensuring the successful implementation of all activities, and relevance and responsiveness of the activities to priority humanitarian needs in Tigray Regional State. In this capacity, the Area Manager is also responsible for representing DRC publically at the site level, including in coordination fora with other agencies, and for providing the direct link in communications between DRC’s Shire field office and the organization’s Addis Ababa country office. Finally, it is essential the Area Manager collaborates with the Addis Ababa based Security Advisor and Senior Management Team to provide safety and security management of the Shire-based team and ensure all safety and security measures, including contingency plans and standard operating procedures, are in place and well understood by all staff.


POSITION’S SPECIFIC OBJECTIVES


The Area Manager, in coordination and cooperation with the Addis Ababa based Head of Program and support staff, is expected to pursue the following objectives in her or his daily work:


  1. Contribute to the expansion of DRC’s program in Tigray regional state.

  2. Manager a multi-disciplinary program team, while ensuring cohesiveness and positive teamwork, knowledge of core protection and migration concepts, and full compliance of DRC’s code of conduct, while actively identifying opportunities to improve capacities of staff.

  3. Support the strategic direction of DRC’s program in Tigray Regional State and lead regular programmatic and budgetary reviews, context analyses and the development of project proposals.

RESPONSIBILITIES AND TASKS


To achieve the overall and specific objectives of the position, the Area Manager will perform the following tasks and undertake the following responsibilities:


1. Management and Coordination:

§ Develop concrete initiatives to respond to protection risks experienced by the Eritrean refugee population in Tigray Regional State as well as specific strategies which build upon existing assets within the population.

The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through disaster risk reduction in the Asia-Pacific and selected countries in Africa.   1. Background


Improving Industrial Relations for Decent Work and Sustainable Development of Textile and Garment Industry in Ethiopia project aims to support the development of a socially sustainable textile and garment industry in Ethiopia through improved labour relations, productivity and working conditions. In order to achieve this, the project is taking a multi-pronged approach, assisting the government, social partners and major industry stakeholders at various levels in their efforts to improve productivity, to promote social dialogue within and between the parties, and to improve wages and working conditions through nurturing sound labour relations practices and promoting collective bargaining.


At national level, the project focuses its efforts on facilitating social dialogue among multiple stakeholders. Under the leadership of the tripartite partners, it will help to develop a common vision and strategies to make Ethiopia an African hub of socially responsible production of garments for both global and domestic markets.


At regional and sectorial level, the project assists regional labour administrations by strengthening their capacity for labour inspection and dispute settlement, and employers, workers and their organizations at sectorial and enterprise levels, by strengthening their organizational capacity and by developing sound industrial relations and social dialogue practices to improve wages and working conditions in tandem with improved productivity.


At enterprise level, the project focuses its efforts on providing capacity building support for employers and workers’ representatives in up to twenty enterprises that are willing to make an explicit commitment to the principles of the ILO and to the emergence of a socially responsible garment industry in Ethiopia via the development of productive and democratic labour relations.


Many of the factories are witnessing the impact of the project interventions in the area of industrial relations, working conditions and productivity. In view of this the project plans to collect best practices and share it with wider audience.

We are looking for: A FIELD COORDINATOR


Context: Ethipia has harsh environmental conditions, with hot and dry weather. The programs of ACF Ethiopia are implemented in vast areas so high mobility from the FC will be required to supervise the teams appropriately. Currently there are no major security problems, but it could change, given the presence of rebel group and the recurrent conflict at the border between Oromiya and the Somali regions. The team is composed of approximately 200 persons, as it increased recently.


Country: ETHIOPIA – Gode Base (Somali Region)


Length of contract: 6 months, starting from 01/10/2017


The Position: You will coordinate the emergency operation in Somali region (program and supports) by ensuring the definintion and implementation of ACF Ethiopia program and facilitate shift toward more recovery/development phase of programs.


The Field Coordinator must be able to multi-task in a complex and stressful environment in order to successfully:


  • Ensure overall management of the programs and supports in Somali region

  • Overall management of the security of the team at the base

  • Continuous strategic analysis of the security and humanitarian context in the region

  • Representation of ACF and liaison with authorities, UN, NGOs at field and regional level

  • Reporting and communication

The Applicant:


  • You have at least 4 years of experience at a similar position and in program in NGOs (same responsabilities and workload) – An experience in Horn of Africa will be a plus (or even in Ethiopia)

  • You have experience in emergency response in a tense security context

  • You have a good knowledge of logistic and financial tools

  • Your are flent in English (oral and written)
