Organisational Context



The Jesuit Refugee Service (JRS) is ministry of the Society of Jesus, incorporated as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and now has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs.



The main services provided are in the field of education, emergency assistance, and psychosocial support and livelihood activities. Currently, more than 800,000 individuals are direct beneficiaries of JRS projects.



Operational Context/ Role



Under the supervision of the Regional Director, the Country Director is responsible for all JRS activities in the country. The Country Director will guarantee the efficient and effective management of the JRS Country Office while respecting and implementing JRS processes and guidelines. S/He will provide the strategic vision and leadership for the country programmes and will be responsible for ensuring the design and delivery of quality programmes, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team. The Country Director will work in close collaboration with the International Office (IO) departments.



Key Responsibilities



In collaboration with the Regional Director:



Leadership



Internal:



  • Establish and remains faithful to a shared vision for the organization’s activities in in the country.

  • Ensure staff motivation through mutual respect, transparent communication, professional development opportunities and inclusion in project planning and promoting a positive working environment.

  • Ensure appropriate levels of communication with staff at all levels.

  • Ensure that staff can properly represent the organization by equipping them with knowledge about JRS’ vision, mission and the region’s strategic plan.

External:



  • Develop partnerships with other NGOs, UN agencies and host governments, etc. for better coordination at programmatic level.

  • Cultivate positive and collaborative relations with third parties such as bilateral and multilateral donors, the Catholic Church and other main stakeholders to ensure the financial stability of the Country Office.

  • Ensure positive perceptions of JRS’ presence in the country.

Strategic planning



  • Lead the development and update/amendment of country 3-year plans in full accordance with Humanitarian Guidelines in the country, JRS Strategic Framework and Programmatic policies and procedures.

  • Monitoring of projects through regular visits to field.

  • Ensure the strategic vision and direction of the country program is aligned with JRS’ Global strategy and secure the resources necessary for realization.

  • Ensure strategic collaboration with all stakeholders including beneficiaries, other NGOs and donors.

  • Maintain strategic supervision on needs of people served, opening/closing and scaling up/down projects accordingly.

Staff management



  • Oversee the management, coaching and development of national and international staff to build a team of skilled, committed and motivated staff.

  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and constructive performance feedback.

  • Ensure that human resources needs are fully identified, assessed, described and communicated.

  • When required, recruit key positions with the assistance of the Country HR Officer and the HR Department of the International Office.

  • Ensure HR guidelines and policies are up to date and implemented

  • Promote and monitor staff care and well-being; model healthy work-life balance practices; support appropriate interventions in response to identified staff care needs of all staff.

  • Ensure that Emergency Preparedness and Response Plan and Security Guidelines are regularly updated and implemented in all field locations.

  • Ensure that HR issues are tackled and taken in serious consideration.

Financial Supervision



  • Propose a yearly budget to Regional Director and ensure a timely monitoring of resources and expenses according to related control mechanisms.

  • Ensure high-quality, efficient and transparent planning, utilization and reporting of financial tools made available for JRS country programs.

  • Provide support for yearly accounting audits.

  • Ensure procurement policy is in place and followed.

Raising funds sourced in-country



  • Seek and exploit funding opportunities at country level to expand project operations.

  • In coordination with the Regional Director, the Director of Programmes and Innovation and Director of Communications and Development in the International Office, engage in fundraising activities for projects in country.

Advocating for people served and Communication



  • Ensure appropriate degree of information-sharing at all levels.

  • Maintain positive working relationships with all JRS partners and humanitarian actors, and particularly with the Catholic Church and the Jesuit provinces.

  • Ensure public awareness of JRS’ contributions to their communities.

  • Advocate for people served with international organizations, national/local authorities.

Project-Related activities



The JRS Country Director is responsible for



  • Coordinating all the country programmes and providing strategic direction.

  • Leading the Country Office team and ensuring responsive and high-quality performance of staff.

  • In close collaboration with the Country team, frequently traveling to the Projects to evaluate and assess the programmes

Qualifications and Experience



  • An advanced, accredited university degree in Management, Political Sciences, Law, International Development or another related discipline. An undergraduate degree with strong relevant field experience will be considered in lieu of an advanced degree.

  • Minimum of seven (7) years’ experience of increasing responsibilities in human service organizations, ideally in humanitarian or development organizations with a strong human rights, and/or faith, background. Experience in project development and management, work with refugees, and/or advocacy with forcibly displaced people is a particular advantage.

  • Minimum 4 years’ experience in leadership roles. Employment or collaboration with the Catholic Church (parish, diocesan or bishops’ conference level) in a leadership role is an additional asset.

  • Demonstrated evidence of leadership in a professional setting/humanitarian response with the ability to think strategically, motivate others, create new projects, solve problems and be part of a multi-cultural and multi-faith team.

  • Proven performance in organizational management, budget development and management, and general office coordination.

  • Demonstrated ability to fundraise.

  • Demonstrated evidence of an entrepreneurial spirit.

  • A proven ability to capture impact and learning from operations and feed it into new programmes.

  • Knowledge of and/or familiarity with key concepts and current trends in forced migration and challenges faced by forcibly displaced people.

  • Strong interpersonal skills, including the ability to listen, effectively communicate, negotiate and work creatively with stakeholders of varying backgrounds: beneficiaries, government representatives, church leaders and refugee groups among them.

  • Advanced computer proficiencies in MS Office packages.

Languages

  • Develop accessible summary versions of major research and analytical products, and in line with the communication strategy, identify appropriate formats and platforms to disseminate results.

  • Archive all Activity products in accessible formats that provide the facility to navigate datasets, reports and analysis.

Promoting Learning for Strategy Development and Decision Making



  • Develop the HEA-U Collaboration, Learning and Adaptation (CLA) Plan to enable evidence-based strategic planning, continuous learning, and adaptive management.

  • In partnership with GOE and partners, design and facilitate innovative and effective collaboration and learning events to capture and share knowledge, including seminars/webinars, workshops, conferences, and peer learning sessions.

  • Lead the development and implementation of a monitoring and evaluation framework to collect regular information to measure results on the performance of the HEA-U strategy.

  • In collaboration with the Monitoring, Evaluation, Accountability and Learning (MEAL) and Communications and Advocacy teams lead the collection, documentation and dissemination of lessons and best practices.

  • Communicate top level learning and analysis to ensure that management is able to make informed decisions on a timely basis to scale up and address implementation challenges

Communication and Reporting



  • Coordinate, collaborate, oversee lessons, and best practice consolidation to ensure that the HEA knowledge base is configured appropriately for utilisation by a board range of stakeholders.

  • Ensure effective storage of assessments, evaluations and research products on the shared folders, and promote use of this knowledge base to strengthen organizational learning.

  • Develop one-pager briefs describing the project, key activities, approaches, outcomes and impacts.

Required Qualifications



  • Five years or more practical experience in a wide variety of activities related to identifying, managing, packaging, and disseminating key information to advance technical practice and provide practitioners with the tools they need to conduct better early warning, timely response and development activities is required

  • Highly developed interpersonal and communication skills including influencing and negotiation

  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures

The IRC established operations in 2000 and is currently working in seven regions across the country implementing projects in Environmental Health/Water Sanitation and Hygiene (EH/WASH), Early Recovery and Development, Child Protection and Education, Health, Emergency Rapid Response and Community Wellbeing Initiative.



The IRC is seeking a highly motivated and dynamic individual for the position of Community Wellbeing Initiative (CWI) Coordinator. IRC Ethiopia’s CWI provides quality case management and psychosocial support services for GBV survivors and works with and supports community members and structures to build capacity to respond to and prevent incidents of GBV. The services include: assessment and contextual analyses, counselling, support, referrals, and enhancing local capacities through awareness-raising, training, and coordination. The IRC CWI also implements programming for adolescent girls to increase their assets and resilience in order to more fully participate in refugee and local community contexts.



The IRC CWI Coordinator is responsible for overall implementation and management of CWI programming. The CWI Coordinator supports IRC CWI teams in GBV prevention and response, women’s asset building and community engagement, and social networking programming in refugee camps in four field sites across the country (currently Assosa, Shire, Jijiga and Melkedida) and in emergency & local community contexts in Oromia, Somali, Tigray and Benshangul Gumuz regions. The CWI Coordinator is responsible for regular technical oversight, guidance, and monitoring, both on-site and through continuous remote support, to ensure that all program interventions are context-specific, technically sound and appropriate in meeting the needs of target beneficiaries. This position reports to the Deputy Director for Programs (DDP) and requires regular travel to the field.



Specific responsibilities include, but are not limited to:



• In consultation with and with support from the DDP and Women Protection and Empowerment Technical Advisors (TA), oversee CWI staff in the quality of design, management, and monitoring and evaluation of CWI programming in Ethiopia.



• Ensure quality GBV response programming and ethical and sound data collection and information management systems are in place for GBV analysis, planning, and evaluation.



• Work with the Program Grants and Monitoring, Evaluation and Learning (MEAL) Units in support of funding proposal development and monitoring tool development, ensuring technical inputs are received from the CWI team in a quality and timely manner.



• Assist in developing and managing program budgets in line with program priorities and intervention contexts and ensure an appropriate, timely, and efficient use and tracking of resources, ensuring compliance with donor and internal requirements.



• Participate in IRC multi-sectoral planning and program design initiatives, providing guidance and technical support to sector-specific design and implementation to maximize safety of, and reduce risks to, women and girls.



• Ensure strategic and technical partnerships with other organizations are sufficiently and effectively developed and supported.



• Liaise, coordinate, and work closely with IRC operational staff (i.e. HR, Supply Chain and Finance) to ensure timely and effective program planning and implementation, and to jointly address issues affecting program delivery as they arise.



• Ensure the IRC Global Strategy including Outcome Evidence Framework, Indicator Selection Tool and Good and Great standards as well as other tools/strategies are integrated in the design, implementation and monitoring of CWI projects.



Representation



• Oversee coordination through the GBV/Child Protection sub-clusters in refugee contexts (with UNHCR and GoE), and in emergency response settings (with UNICEF and UNFPA).



• Represent the IRC’s CWI program in Ethiopia through meetings with external stakeholders such as the government, visitors, and donors, as requested or required.



• Actively develop and maintain effective working relationships with key stakeholders in Addis Ababa, including the Government of Ethiopia (GoE), UNHCR and other UN agencies, international and local NGOs, donors, and other relevant actors.



Strategic Planning



• Contribute in the strategic action planning process by undertaking sectoral context analyses.



• Provide cohesive leadership to CWI programming in Ethiopia, ensuring that priorities and opportunities identified are in line with IRC Ethiopia’s strategic plan and goals.



Management and Staff Development



• Support the development of sound performance objectives among CWI staff, and provide regular feedback on staff progress toward realizing those objectives.



• Identify and support ways to address staff capacity building needs.



• Mentor CWI staff through regular feedback; create, facilitate, and support opportunities for practicing and applying skills, and oversee and contribute to their performance reviews as required.



• At the request of the DDP/SMT take responsibility for miscellaneous tasks or projects not falling under responsibilities underlined in this job description.



Requirements



• Masters degree in health (MPH), social sciences, humanities or other related field with a minimum of 5 years of overseas experience, including 3 years management experience in GBV programming.



• At least 2 years of experience in direct service provision for GBV survivors, preferred.



• Previous experience supervising and managing diverse, multi-disciplinary teams in a cross-cultural setting, including providing direct and remote technical support.



• Substantial experience in project management in conflict or post-conflict situations, preferably in emergency contexts.



• Experience in grant management and proposal writing.



• Excellent written and oral English skills are mandatory.



• Demonstrated leadership and facilitation skills, with strong coordination, diplomacy and networking skills.



• Excellent interpersonal, communication, and problem-solving skills.



• Demonstrated experience in staff capacity building and mentoring.
