What does the role involve?

Context After years of civil war and the subsequent border war with Eritrea, Ethiopia remains one of Africa's poorest states, with a very low income per capita and a population that is almost two-thirds illiterate. The agricultural sector has suffered from frequent drought and poor cultivation practices. The devastating drought in 2003 led to widespread malnutrition and diarrhoeal disease, and resulted in more than 13 million people becoming dependent on international agencies for food. Nearly half the population of Ethiopia is without access to healthcare.

Since March 2003, Merlin has been working in Ethiopia. At that time operations were started in Oromiya Region, one of the areas worst affected by a prolonged drought. Merlin’s programs focus mainly on the provision of primary healthcare services through mobile and static clinics but include also community-based water and sanitation programs and community based nutrition programmes. Currently Merlin is maintaining three interventions in the country. Merlin’s health programs in Ethiopia are implemented in coordination with the respective Regional Health Bureaus (MoH).

In April 2008 Merlin started an Emergency health care support project in Gode Zone, located in Somali Region, in the South-Eastern part of Ethiopia and bordering neighbouring Somalia. It is said to be the poorest region in Ethiopia and has an approximate population of more than 4.5 million. Recent assessments in the region show a deterioration of the humanitarian situation with food prices increasing on a monthly basis and trade restrictions continue to adversely affect an already very fragile food security situation.

Cyclical droughts and floods in the past four years have led to the depletion of livestock and the reduction of agricultural output in a largely pastoral community. A long-standing violent conflict between two armed rebel groups and the Ethiopian Army continues to aggravate the situation for the population and access of humanitarian aid to certain areas is sometimes impeded.

Merlin’s current emergency primary health care intervention in Gode Zone, Somali Region has secured funding until May 2011. The project covers basic health care support to MoH health posts, Mobile Clinic Sites and the Gode District Hospital through the provision of drugs, basic equipment and capacity building of health workers and traditional birth attendants in the two districts (woredas) of Gode and Adadle. At the same time Merlin also has funding to strengthen our support to Gode District Hospital, especially in terms of Emergency Obstetric Care and Reproductive Health support to a far greater extent at this important referral hospital.

In the long run Merlin seeks to develop longer-term strategies to strengthen the health system in Gode Zone in close collaboration with our MoH counterparts.

Efforts will focus on: • Provision of quality primary and emergency health services through both static and outreach mobile clinic services • Improving basic preventive health care at community level • Strengthening of linkages and coordination mechanisms between communities, health facilities and government sector offices • Establishment of health monitoring and evaluation systems

Purpose of the Role

The Senior Health Coordinator employed by Merlin will be responsible at local level for leading the effective implementation of quality health programmes, grounded in best practice in response to acute and longer-term health needs, as well as make technical representations at the state level in areas pertaining to health and other related social activities. Provide support to the medical team and Country Health Director to establish good practice in the field sites and assessments when requested. To work as an effective part of the medical team, flexible and adaptable as the current context changes.

Through this work the selected person will also play an important role in expanding Merlin’s health sector profile and influence on policy and practice within the state. To achieve this objective the Senior Health Coordinator will be technically supported by the Country Health Director and the Project Coordinator.

Overall Objectives (scope) • Implementation of health programme in Gode zone • Respond to emergencies and assessments as required • Technical support to project health teams • Capacity building and supervision of local team • Management of health team

Key Responsibilities Leadership • Coordinate and functionally manage the activities at project level. • Coordinate and manage planning and direction of Merlin’s health and nutrition activities of several projects. • Support and manage the health coordinators of projects in Somali region. • Develop and maintain a coherent project strategy fulfilling Merlin’s aims in collaboration with the Project Coordinator. • Determine project direction in consultation with the Project Coordinator and Country Management Team • Create a shared vision among all Merlin health staff related to project aims and their role in achieving these.

Programme Support • Provide technical and managerial support to all health team members in fulfilment of their duties according to project objectives. • Develop, plan and implement project health activities in close collaboration with health and non-medical personnel, ensuring coherence between activities and contingencies for changes in project direction and priorities related to the humanitarian context. • Prepare the project health protocols and data collection forms in collaboration with local health representatives and ensure the team is fully conversant with and trained in the same. • Monitoring and supervision of all Primary healthcare facilities through regular visits • Responsible with the Project Coordinator for encouraging the community participation in health activities to ensure the long term ownership and effectiveness of the programme. • Provide supervision and training to medical and nursing staff to build capacity and ensure the maximum use of their skills, and their full and effective participation in health activities • Ensure health activities are implemented in accordance with Merlin policy and inter/nationally recognised standards. • Ensure that the medical stocks are properly managed in collaboration with the pharmacy officer and logistics staff. • Responsible for the timely preparation and approval of all medical orders. • Assist in the development of emergency preparedness activities of Merlin Ethiopia – e.g. preparedness planning and training activities.

Emergency Response • To respond to humanitarian emergencies under the management of the Country Health Director and Country Director. • To coordinate with the relevant local authorities and other sector actors working within the state as may be necessary • Assist in a rapid needs assessment as well as other operational research that may be conducted in the state • Assess the project emergency preparedness and response capacity as whole. • Assist in the analysis of health / humanitarian needs and the existing contexts • Programme development and management • Assist in the set up of field site and establishment of new Merlin country programmes • Technical programme administration at project level

Programme Development

• Constantly monitor the health and humanitarian situation in the project area and propose appropriate action in collaboration with the Project Coordinator and Country Health Director. • Undertake/ assist needs assessment and nutrition surveys as necessary. • Prepare and write timely and accurate donor proposals and reports in collaboration with the Project Coordinator. These documents should reflect progress against set objectives and/or newly defined needs supported by appropriate data presentation and contextual analysis. • Ensure Merlin’s HIMS system in place and working at all times. • Assess continuously the capacity needs of the staff • Prepare and write timely and accurate monthly health activity reports for inclusion in the monthly situation report submitted to Merlin HQ. • Support the Project Coordinator with negotiating new / changes to project activities with local health authorities. • Together with the Project Coordinator, ensure reports are delivered to local counterparts in time as stipulated in the project agreement. • Together with the project coordinator, ensure activities and progresses into indicators and objectives are in track. • Identify and monitor areas of undernutrition including anemia and vitamin A deficiency.

Co-ordination & Representation • Co-ordinate and represent Merlin to local health authorities at district level to ensure all project activities are carried out with their collaboration and participation in order to achieve project objectives.
• Routinely participate in meetings related to health as well as other key issues that are convened at the state level as well as at the county level in areas where merlin is operating. • Co-ordinate and represent Merlin to WHO, UNICEF, and other I/NGOs to avoid project with activity overlap whilst sufficiently addressing the full needs of the communities • Ensure key stakeholders receive regular activity reports and statistics.

Staff Management / HR • Line manage health staff effectively, using appropriate delegation • Monitor health staff performance through regular appraisal • Recruit Merlin national medical staff including the development of clear job description. • Enhance technical and health management skills of national health staff through formal & informal training in conjunction with international medical officers. • Act as Project Coordinator in PC’s absence.

Staff Health • Responsible for project based international staff health and well-being as outlined in Merlin Staff Health Policy. • Ensure up-to-date medical evacuation procedures are in place at all times and that staff are aware of their respective roles.

Other • Carry out any other responsibilities as requested by the Project Coordinator or Country Health Director • Produce written, end of post handover notes.

Person Specification Essential • Qualified doctor with a Master’s degree in public health, tropical medicine, nutrition or related area with post qualification experience. • Good knowledge and experience of running primary health care projects e.g. vaccination campaigns, response to disease outbreak, mobile clinics etc. in developing countries, within a humanitarian aid organisation • Competence in basic epidemiological analysis and knowledge of data collection methods and data analysis skills, including data representation and basic survey techniques • Strong coordination and problem solving skills in day to day and challenging situations • Flexible approach and willingness to work and manage a team with a high workload and multiple tasks in a fast paced environment with tight deadlines • Strong experience in managing a team of health professionals and working in a cross cultural context, with excellent management and personnel skills to enable the motivation, encouragement and participation of health team members • Significant experience of representation to a broad range of people and organizations • Ability and flexibility to understand the cultural and political environment and to work well with local health representatives. • Ability to assess health conditions quickly and calmly under pressure as required. • Excellent communication skills, with good spoken and written English • Experience of working in emergencies • Good computer skills to allow reporting • Ability to remain calm and to be diplomatic, both with the local health authorities and with the community. • Good organisational skills with good leadership skills • Understanding of security issues with the ability to live and work in remote, insecure environments. • Commitment to Merlin’s values and aims

INTRODUCTION

Youth employment is an issue of concern in countries across the world, and in particular in Africa, which has seen an Arab Spring at least partially motivated by the lack of opportunities for young people and which has more than 20% of its populations between the ages of 15 and 24, making it the youngest continent in the world. There are many initiatives to move the youth employment agenda forward. Governments have endorsed a number of commitments to underpin the primary importance of youth employment in the Continent; including the Ouagadougou Declaration and Plan of Action on Employment Promotion and Poverty Alleviation , the African Youth Charter, the African Youth Decade 2009-2018, the Malabo Declaration and Decision on Youth Empowerment.

To provide better and more systematic support to the commitments made by many Governments to address the youth employment challenge, the ILO is leading the formulation and initiation of a regional Joint Initiative on Youth Employment for Africa (JI-YEA) bringing together the African Development Bank, the African Union, the Economic Commission for Africa, and the ILO

The ILO has responded to the youth employment challenge in several ways. It has established a Youth Employment Programme (YEP), which provides a wide range of services, including advocacy, research, policy advice and technical assistance to ILO constituents. The 2012 International Labour Conference will assess progress made by member states in addressing the youth employment challenge since 2005 and will spell out the way forward.

A recent inventory in Africa indicates that the ILO has youth interventions in 24 countries, with a budget of 45 million US dollars, and the overall portfolio is rapidly increasing. Youth employment features in more than 75% of Decent Work Country Programmes (DWCPs) either as a priority, outcome or output area. In the current biennium, twenty one countries identified youth employment CPO as either a 'target' or 'pipeline', which means they require technical support in order to be able to deliver concrete reportable results at the latest by end of 2015.

There are also a number of project operations that do not have explicit resource allocations for technical backstopping and support but where the need for it clearly exists.

Swedish-funded partnership on Youth Employment : this is a global partnership with an African component, which will be implemented in Zambia;
Work for Youth project which is funded by the MasterCard Foundation: this project contains a component on school-to-work transition surveys, and a component for the implementation of specific activities to increase youth employment in Africa.

Under the overall supervision of the Deputy Regional Director for Management, Administration and Operations (responsible for Youth Employment and for RBSA and Technical Cooperation ), and the technical supervision by the YEP in Geneva, the incumbent will perform the role of Regional Coordinator for Africa on Youth Employment related TC projects.

Description of Duties

- Provide technical support to ensure that outcomes stipulated under CPO's of Gabon, Liberia, Uganda, Zimbabwe are achieved.

- Provide additional technical support to Target and pipeline CPOs including Zambia, Somalia, Malawi, Chad, Burundi, Senegal, Morocco and other countries as appropriate and when called upon.

- Technically backstop the YE project in Zambia.

- Develop and initiate the JI-YEA, and backstop and coordinate the preparatory phase between the ILO and the African Development Bank. This involves analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognized technical specialization.

- Be responsible to deliver the regional aspects of the follow up to the ILC discussion on Youth Employment , 2012.

- Monitor the overall status of the Youth Employment Programme related TC projects in Africa and prepare information notes, policy briefs or other contributions to broader reports and publications.

- Provide technical support to the management of evaluations of Youth Employment Technical Cooperation Projects in the region and make sure that the lessons learned are drawn and well disseminated.

- Provide technical support to and facilitate the implementation and monitoring of the regional outcome on Youth Employment .

- Respond to related requests for the region and provide technical support when requested. This will involve: (i) Preparing and developing good practices, lessons learned and technical contributions on youth employment; (ii) Supporting training and capacity building of Governments, employers and workers organizations seeking to achieve productive employment and decent work for young women and men in the region; (iii) Providing policy advice to ILO constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities on youth employment.

- Build strategic partnerships with other regional, sub regional and national organizations / bodies working towards youth employment/empowerment.

Required Qualifications

Education

Advanced university degree in economics, social science, political science , international studies or other relevant field.

Experience

At least seven years of professional experience in the formulation, management, implementation, evaluation or funding of technical cooperation programmes, of which at least three years at the international level.

Languages

Excellent command of English and good knowledge of French.

Competencies

Sound knowledge of the roles of and interrelationships among, international organizations and national governments in the technical cooperation process and/or sound knowledge of socio-economic conditions in several countries. Excellent knowledge of technical cooperation principles, concepts and techniques. Knowledge of economic and social conditions of various countries. Demonstrated skills and ability to perform complex analyses on a wide range of factors, requirements, policies and priorities for the assessment and implementation of projects. The United Nations Communications Group (UNCG) in Ethiopia is seeking a consultant to support UN's efforts to network media in Ethiopia in order to enhance reporting on the MDGs. Background The UN Deliver As One Imperative In recent years, the UN system internationally has taken on a new mandate to "Deliver as One" for a more coherent, effective, and efficient UN development system. Instead of working separately as a disparate set of specialized agencies, the UN in each country is attempting to work more closely together and to more efficiently and effectively support nationally-led and demand-driven development programmes in order to maximize the development impact of its support to Governments. Within the "Deliver as One" agenda there is a commitment for UN agencies to deliver with "One Voice". Priorities of the UN Communication Group in Ethiopia In keeping with the "Deliver as One" mandate, the UN Communication Group in Ethiopia is working jointly to strengthen the One Voice component of the DaO agenda. The UN's engagement with the media is a key priority area in terms of enhancing the organisation's visibility, efficiently delivering common messages on development and improving resource mobilization for joint programs and priorities. Purpose The purpose of the UN Communication for Networking Media in Ethiopia is to support capacity development and networking amongst communication actors in Ethiopia at the national level and within the four Developing Regional States, namely Afar, Beneshangul Gumuz, Gambella and Somali Regions. The aim is to strengthen the central role of media in advancing public dialogue

on issues of development and rights to build consensus, raise public awareness, strengthen public accountability and influence behaviour change in relation to three jointly-defined and cross-cutting result areas prioritized by the UN: achievement of the Millennium Development Goals, implementation of the national Social Protection agenda, and progress toward equity in the Developing Regional States. Specific Objectives The successful consultant shall focus on enhancing the UN's knowledge and understanding of the media landscape in Ethiopia and positioning the UN to achieve its priority objectives by designing mechanisms that effectively support media capacity development and incentivize excellence in development reporting through: 1. Conducting a mapping of functioning media resources, including media outlets, associations and networks operating in the country, including at the national level and in the four Developing Regional States, with a focus on their scope of engagement, geographic reach, audience share and/or partnerships with other organizations as appropriate. 2. Mapping and establishing relationships with other agencies, including non-governmental organizations , working in the field of media capacity development in Ethiopia 3. Writing a report of how the UN is portrayed in the Ethiopian media using desk review, first-hand interviews and stakeholder surveys. 4. Identifying and providing - , free tools and resources for uploading on the UNCT website that would be of use to the Ethiopian media. 5. Developing a mechanism for a UN media prize to promote excellence in development reporting, both in terms of the quantity and quality of development reporting in Ethiopia. 6. What does the role involve?

You will work with the existing ME&A coordinators to:

OVERALL OBJECTIVE

Working under the Country Director, the Area Manager is responsible for DRCs operations in Gambela province, central-western Ethiopia. S/he is responsible for program design and implementation, security, support functions, personnel management, funding and budgetary functions.

BACKGROUND

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. The program in Ethiopia was launched in 2009 providing assistance to refugees, asylum seekers and internally displaced as well as host communities. The main emphasis is paid to the provision of shelter, WASH, delivery of NFIs but also income generating activities and community based development projects. DRC Ethiopia currently maintains offices in Addis Ababa, Jijiga, Dolo Ado and Gambela and counts on some 70 national and 6 international staff.

KEY RESPONSIBILITIES

The Area Manager’s (AM) core function is to ensure proper project implementation of all ongoing projects and activities in the region. The AM takes direct responsibility for all elements of project implementation, including management of staff, logistics and financial overview and reporting. In addition the AM supports the strategic planning and program development, ensures that operations are implemented within DRC’s regulations, procedures, guidelines and strategies; enable a productive and accountable relationship with beneficiaries, members of the local and refugee community, local authorities and UN agencies. The AM is DRC’s primary representative with relevant actors in Gambela province. The incumbent will also ensure a safe environment for DRC staff, beneficiaries and assets through a proactive-acceptance approach using DRCs security framework.

a) Program Cycle Management

• Ensure that all project activities in Gambela office are carried out in timely and proper manner and in line with donor and DRC program and administrative regulations, achieving all relevant program compliance with quality and accountability commitments.

• Ensure that programs are based on user-identified needs and resources of the targeted population, are well coordinated with other aid actors.

• Responsible for ensuring timely, accurate and high quality reporting for all activities within area of responsibility

• Give regular feedback from the region and provide input to the development of concepts, proposals or program documents for DRC Ethiopia and beyond.

• Perform regular field visits to the project site and ensure coherent program implementation on the ground

• Direct supervision of senior program, support and security staff; provide overview management for the entire team according to the DRC manual.

b) Security & Risk Management

• Ensure with technical support from the Regional/Deputy Regional Security Advisor that programs are delivered in a safe and secure manner pursuant to DRC Minimum Operational Safety and Security Standards, and that all reasonable steps are taken to ensure duty of care to staff.

c) HR, Finance and Administration

• Responsible for ensuring financial accountability of DRC operations in Gambela.

• Ensure HR, finance and logistics systems/documentation are in-line with DRC’s, and relevant donor and government, rules and regulations.

• Ensure a diverse and skilled workforce through efficient, effective and transparent recruitment processes.

• Ensure procurement is carried-out in a fair, transparent and well documented manner.

d) Representation

• Ensure that DRC maintains productive relations with key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors.

REQUIRED QUALIFICATIONS, EXPERIENCE AND QUALITIES

• Advanced university degree in relevant field

• 5-years relevant experience and three years management experience as head or senior member of humanitarian or development organization with diverse programmes in challenging environments

• Proven experience in strategic development and program design, planning, implementation, monitoring and evaluation. Experience in WASH, livelihoods, shelter/construction, protection and relief highly desired. Knowledge of protection issues.

• Good communicator and proven diplomacy with all types of stakeholders and proven skills in negotiation and conflict resolution with a wide range of stakeholders.

• Experience in security and safety management in highly dynamic security environments is highly desired.

• Practical and extensive financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation, tracking and archiving; understanding of HR and administration principles and ethics. Experience with UNHCR & ECHO guidelines will be an added advantage.

• Fluent and articulate in spoken and written English.

The purpose of the UN Communication for Networking Media in Ethiopia is to support capacity development and networking amongst communication actors in Ethiopia at the national level and within the four Developing Regional States, namely Afar, Beneshangul Gumuz, Gambella and Somali Regions. Specific Objectives:
The successful consultant shall focus on enhancing the UN’s knowledge and understanding of the media landscape in Ethiopia and positioning the UN to achieve its priority objectives by designing mechanisms that effectively support media capacity development and incentivize excellence in development reporting through:

Background

The United Nations Communications Group (UNCG) in Ethiopia is seeking a consultant to support the UN’s efforts to network media in Ethiopia in order to enhance reporting on the MDGs. 

The UN Deliver As One Imperative:

In recent years, the UN system internationally has taken on a new mandate to ”Deliver as One” for a more coherent, effective, and efficient UN development system. Instead of working separately as a disparate set of specialized agencies, the UN in each country is attempting to work more closely together and to more efficiently and effectively support nationally-led and demand-driven development programmes in order to maximize the development impact of its support to Governments. Within the “Deliver as One” agenda there is a commitment for UN agencies to deliver with “One Voice”.

Priorities of the UN Communication Group in Ethiopia:

In keeping with the “Deliver as One” mandate, the UN Communication Group in Ethiopia is working jointly to strengthen the One Voice component of the DaO agenda. The UN’s engagement with the media is a key priority area in terms of enhancing the organisation’s visibility, efficiently delivering common messages on development and improving resource mobilization for joint programmes and priorities.

Duties and Responsibilities

Purpose:

The purpose of the UN Communication for Networking Media in Ethiopia is to support capacity development and networking amongst communication actors in Ethiopia at the national level and within the four Developing Regional States, namely Afar, Beneshangul Gumuz, Gambella and Somali Regions. The aim is to strengthen the central role of media in advancing public dialogue  on issues of development and rights to build consensus, raise public awareness, strengthen public accountability and influence behaviour change in relation to three jointly-defined and cross-cutting result areas prioritized by the UN: achievement of the Millennium Development Goals, implementation of the national Social Protection agenda, and progress toward equity in the Developing Regional States.

Specific Objectives:

The successful consultant shall focus on enhancing the UN’s knowledge and understanding of the media landscape in Ethiopia  and positioning the UN to achieve its priority objectives by designing mechanisms that effectively support media capacity development and incentivize excellence in development reporting through:

Conducting a mapping of functioning media resources, including media outlets, associations and networks operating in the country, including at the national level and in the four Developing Regional States, with a focus on their scope of engagement, geographic reach, audience share and/or partnerships with other organizations as appropriate.Mapping and establishing relationships with other agencies, including non-governmental organizations , working in the field of media capacity development in EthiopiaWriting a report of how the UN is portrayed in the Ethiopian media using desk review, first-hand interviews and stakeholder surveys.Identifying and providing - , free tools and resources for uploading on the UNCT website that would be of use to the Ethiopian media.Developing a mechanism for a UN media prize to  promote excellence in development reporting, both in terms of the quantity and quality of development reporting in Ethiopia.Organising and supervise  joint field trips for members of existing media networks and associations to report on MDGs in the DRS.Developing a database of media in the DRS.Developing a needs assessment of the media in the DRS.Developing a mechanism for a quarterly media forum that allows for building bridges between national and DRS media; and provides a platform for knowledge sharing.

Deliverables:

The consultant will be working in close consultation and under the guidance of the UN Communications Group Chair and will be responsible for the achievement of the objectives and deliverables outlined below.

Report on media resources (human, financial and technical) available in the country.Report on perceptions of the UN in Ethiopian media, with recommendations on enhancing the visibility of the UN and its work and positioning in Ethiopia.Free tools and resources for media to be uploaded on the UNCT website.Concept note on a media award and mechanism for implementation.Database of media associations and networks with a focus on their reach, scope of engagements, and partnerships.News and feature items by media from joint field visits organized by the consultant for existing media networks and associations to report on MDGs in the DRS.Report on needs assessment of the media in the DRS.Proposal on mechanism for a quarterly media forum. Organization of the first media forum during the fourth quarter of 2012.Time Frame:

Competencies

Minimum 8 years of working experience. Required Skills and Experience BA Degree in Communications, Journalism or a related field.

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight; 70%

* Financial Criteria weight; 30%

This role is key in taking forward the patient safety initiative.

What does the role involve?

This is an exciting opportunity to work closely with the WHO and the Ministry of Health to:

Provide technical support to the Ministry and the pilot teaching hospital to effectively implement this ambitious initiative.

Coordinate and liaise with regional health bureaus, the piloted teaching hospitals, the Ministry and the WHO to ensure the smooth and successful implementation of the initiative.

Conduct field visits, teleconferences, and reporting mechanisms to support the implementation of the initiative.

Support the Ministry of Health and the Medical Services Directorate in the preparation and dissemination of national standards across the regional health centres .

Develop monitoring and evaluation systems and prepare progress reports.

Skills, qualifications and experience required

You'll be a registered medical doctor with experience in developing patient safety standards , including their implementation and monitoring. If you have specific training in patient safety programmes or experience of working with a Ministry of a teaching hospital, then that would be ideal! You'll need to be someone who is committed to promoting health and patient safety in contexts with limited resources. You'll be a committed, positive and flexible person who thrives in challenging environments!

Haile GebresilassieMay 28, 2012 — Haile Gebrselassie failed to qualify for the 10,000 meters at the London Games on Sunday, finishing outside the top two of the Ethiopian qualifiers at the FBK Games, according to AP report.

Gebrselassie had already failed to make it among the marathon qualifiers and had a fleeting hope he could go through in the 10,000, where he won gold in 1996 and 2000.

Tariku Bekele won Sunday’s race. Brother Kenenisa Bekele, the 2004 and ‘08 Olympic champion, will likely get the Ethiopian wild card for London.

In the 400, 18-year-old Santos Luguelin of the Dominican Republic set the second-best time of the season, with 44.45 seconds, trailing only American LaShawn Merritt. On Sunday, he beat Martyn Rooney of Britain.

Asked to comment on his run, "I was wondering if I can run, you know, just the top three, but it did not work," Gebreselassie told Reuters. "The last 400m it was not good for me."

Gebreselassie admitted his Olympic dream had died. "That's over, yeah," he said. "No more."

Key Responsibilities

Required Qualification and Skills
