Ethiopia: Area Manager

OVERALL OBJECTIVE

Working under the Country Director, the Area Manager is responsible for DRCs operations in Gambela province, central-western Ethiopia. S/he is responsible for program design and implementation, security, support functions, personnel management, funding and budgetary functions.

BACKGROUND

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. The program in Ethiopia was launched in 2009 providing assistance to refugees, asylum seekers and internally displaced as well as host communities. The main emphasis is paid to the provision of shelter, WASH, delivery of NFIs but also income generating activities and community based development projects. DRC Ethiopia currently maintains offices in Addis Ababa, Jijiga, Dolo Ado and Gambela and counts on some 70 national and 6 international staff.

KEY RESPONSIBILITIES

The Area Manager’s (AM) core function is to ensure proper project implementation of all ongoing projects and activities in the region. The AM takes direct responsibility for all elements of project implementation, including management of staff, logistics and financial overview and reporting. In addition the AM supports the strategic planning and program development, ensures that operations are implemented within DRC’s regulations, procedures, guidelines and strategies; enable a productive and accountable relationship with beneficiaries, members of the local and refugee community, local authorities and UN agencies. The AM is DRC’s primary representative with relevant actors in Gambela province. The incumbent will also ensure a safe environment for DRC staff, beneficiaries and assets through a proactive-acceptance approach using DRCs security framework.

a) Program Cycle Management

• Ensure that all project activities in Gambela office are carried out in timely and proper manner and in line with donor and DRC program and administrative regulations, achieving all relevant program compliance with quality and accountability commitments.

• Ensure that programs are based on user-identified needs and resources of the targeted population, are well coordinated with other aid actors.

• Responsible for ensuring timely, accurate and high quality reporting for all activities within area of responsibility

• Give regular feedback from the region and provide input to the development of concepts, proposals or program documents for DRC Ethiopia and beyond.

• Perform regular field visits to the project site and ensure coherent program implementation on the ground

• Direct supervision of senior program, support and security staff; provide overview management for the entire team according to the DRC manual.

b) Security & Risk Management

• Ensure with technical support from the Regional/Deputy Regional Security Advisor that programs are delivered in a safe and secure manner pursuant to DRC Minimum Operational Safety and Security Standards, and that all reasonable steps are taken to ensure duty of care to staff.

c) HR, Finance and Administration

• Responsible for ensuring financial accountability of DRC operations in Gambela.

• Ensure HR, finance and logistics systems/documentation are in-line with DRC’s, and relevant donor and government, rules and regulations.

• Ensure a diverse and skilled workforce through efficient, effective and transparent recruitment processes.

• Ensure procurement is carried-out in a fair, transparent and well documented manner.

d) Representation

• Ensure that DRC maintains productive relations with key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors.

REPORTING ARRANGEMENTS

The post holder reports to the Country Director of DRC Ethiopia

REQUIRED QUALIFICATIONS, EXPERIENCE AND QUALITIES

• Advanced university degree in relevant field

• 5-years relevant experience and three years management experience as head or senior member of humanitarian or development organization with diverse programmes in challenging environments

• Proven experience in strategic development and program design, planning, implementation, monitoring and evaluation. Experience in WASH, livelihoods, shelter/construction, protection and relief highly desired. Knowledge of protection issues.

• Good communicator and proven diplomacy with all types of stakeholders and proven skills in negotiation and conflict resolution with a wide range of stakeholders.

• Experience in security and safety management in highly dynamic security environments is highly desired.

• Practical and extensive financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation, tracking and archiving; understanding of HR and administration principles and ethics. Experience with UNHCR & ECHO guidelines will be an added advantage.

• Fluent and articulate in spoken and written English.

CONDITIONS

Contract: One year contract.

Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Field Recruited Expatriates recruited by the Horn of Africa Regional Office in Nairobi.

Availability: September 2012

Duty Station: Gambela, Ethiopia. This is a non-family duty station.
