BACKGROUND:


The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture. 
The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and the Transformation Council. Within the Agency, issues are divided into three different verticals; Systems which includes seeds, soil health and fertility management, cooperatives, input/output markets and extension/research; high priority Value Chains including tef, wheat, maize, pulses and oilseeds, and livestock; and Cross Cutting Initiatives that include technology access and adoption, gender mainstreaming, climate adaptation and environmental sustainability, and monitoring and evaluation. Across these programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models. The ATA will be financed by the GoE and a range of development partners.

JOB SUMMARY
The Nutrition Program Manager is a management position with supervisory and managerial responsibility for infant and young child nutrition (IYCN) projects. The manager will work closely with the Product Supply Chain and Distribution and Technical Service departments (in particular with Monitoring and Evaluation (M&E), Behavior Change Communication (BCC) and Social Marketing functions). S/he is mainly responsible for the proper design, planning and implementation of upcoming campaigns promoting fortified complementary food (FCF), rural grain banks (RGB) and micronutrient powders (MNPs). S/he will ensure the timely project DELTA planning, implementation and monitoring of IYCN projects execution progress for quality, accountability, and measurable impact. This position has two direct reports and reports to the Social Marketing Program Director.  
 
ESSENTIAL FUNCTIONS

DEFINITIONS

 
 
1.  Eligible Family Member (EFM):  An individual related to a U.S. Government employee in one of the following ways:
 


Spouse or same-sex domestic partner (as defined in 3 FAM 1610);Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support.  The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support. 
 
 
2.  U.S. Citizen Eligible Family Member (USEFM):  For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:
 
 U.S. Citizen; and,EFM (see above) at least 18 years old; and,Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

Is residing at the sponsoring employee’s post of assignment abroad or, as appropriate, Office of the American Institute in Taiwan.
Does not receive a Foreign Service or Civil Service annuity.
 
4.  Member of Household (MOH):  An individual who accompanies a  direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan.  An MOH is:
 
 Not an EFM; and,Not on the travel orders of the sponsoring employee; and,Has been officially declared by the sponsoring USG employee to the COM as part of his/her household. 
A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member.  A MOH does not have to be a U.S. Citizen.
Members of Household are not covered under the Bilateral Work Agreement and therefore would need the appropriate authorization to work in country.  Please contact HR for further Clarification. 
 
 
5. Not Ordinarily Resident (NOR) – An individual who:
 
 Is not a citizen of the host country; and,Does not ordinarily reside (OR, see below) in the host country; and,Is not subject to host country employment and tax laws; and,Has a U.S. Social Security Number (SSN). 
NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
 
6. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:
 
 Is locally resident; and,Has legal, permanent resident status within the host country; and,Is subject to host country employment and tax laws. 
EFMs without U.S. Social Security Numbers are also OR.  All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).

Implement daily crop feeding program in consultation with his direct report-Irrigation based on weather, previous day’s data, protocols and crop needs and present to the Production Manager for discussion and approval.Walk the crop daily to access crop feeding needs and propose adjustments to the Production managers and direct report.Scrutinize fertilizer order and sign the requisition. Implement the crop recipes based on protocols and as advised from time to time.Monitor drain and drip samples in all GHs for accuracy and reliability.Counter-check, the data before is forwarded to all stakeholders.Ensure all samples troughs/containers are emptied and cleaned daily. Carry out a weekly, monthly and annual trend analysis of feeding data and submit the report to all stakeholders.Monitor EC/PH in QS plugs and submit the report to SSPV-propagation and all stakeholders.Participate on monitoring and dash board visibilitySupervise taking of TANK A-B ratios, analyze the data and report any deviation from the normal (1:1) to direct report and Production Manager for action.Supervise measuring of pH/EC in Pump houses during flashing and ensure the prescribed levels are achieved.Submit the record to the production manager.Supervise flushing with low EC water before planting.

World Food Programme
The World Food Programme (WFP) is the United Nations frontline agency in the fight against global hunger and the world’s largest humanitarian organization. WFP uses food assistance to promote food security, which implies access of all people at all times to the food needed for an active and healthy life. Biometric verification at the point of distribution in the context of this project refers to the fingerprint checking of identities for the purpose of establishing that individuals coming to collect monthly food, cash and NFI are persons of concern registered in UNHCR’s progress database.
 
The Biometrics Project Manager will administratively report directly to the WFP Ethiopia Head of Refugee Section (P4) and be under the overall supervision of the Deputy Country Director (D1). Functional supervision and inputs on performance will be provided by WFP UNHCR and ARRA and programme of work will be regularly be agreed upon by the Technical working Group (TWG) composed by three agencies. The biometrics coordinator will directly and frequently report to the head of refugee section P4, and will receive back supporting from all there agencies.

Supply Planning:


• Ensure effective running of Requisition to payments (R-2-P) cycle.

• Responsible for Distribution Requirement planning for FG.
• Responsible for running stock modelling for RM,PM, and FG
• Plan production according to the market requirements and maintain a live and valid master production schedule

Materials Planning:
• Run of the MRP(material requirement planning) of packaging, raw for the site
• Maintain Master Data integrity in the system
• Run up/ run down of all materials in times of innovations/promotions to ensure limited business waste and on time availability of new materials
• Optimize the forecast and order process between the factory and the suppliers (E4US)


Financial Management


• Review customer claims and settlements.
• Review supplier claims and settlements
• Timely payments to suppliers. Review outstanding payments, ageing. Resolve disputes.
• Ensure appropriate stock provisions are made in books for slobs. Ensure timely initiation of disposals to minimize losses.


General Reporting:-
• Weekly Critical Material report, Monthly Innovation update report

DUTIES & RESPONSIBILITIES

Overview:


Nuru’s plan to address our partner communities’ preventative health needs is central to our overall, holistic and integrated solutions. The Healthcare Program Specialist will partner with local Ethiopian staff to carry out the design and start-up phase of the healthcare program’s co-created model under the guidance of the Healthcare Program Manager.


Specific Responsibilities:


  • Help design the Healthcare Program model for Nuru Ethiopia during the Program Planning Process (PPP)

ORGANIZATIONAL DESCRIPTION:


The International Rescue Committee (IRC) began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali Region. IRC is currently providing assistance to disaster-affected and high-risk communities in the Tigray; Gambella; Benishangul-Gumuz; Somali and Southern Nations, Nationalities and Peoples’ Regions, and to refugees in thirteen refugee camps across the country. IRC is implementing emergency water and sanitation activities, education, child protection and youth program activities , conducting agricultural activities, working with pastoralists on improving animal health, raising awareness on HIV/AIDS, family planning, and polio, and conducting community-based activities to reduce morbidity and mortality among children under five.


PROGRAM BACKGROUND:


The Environmental Health (WASH) sector in Ethiopia is focused on water, sanitation and hygiene interventions in refugee camps in Benishangul-Gumuz, Gambella, Tigray and Somali regions, and rural communities in Benishangul-Gumuz, Gambella, SNNPR, and Somali regions. Projects started in 2000 in the Somali region and expanded to include refugee camps and drought and AWD-affected rural communities. The current projects aim to reduce the risk of morbidity and mortality from diarrheal diseases amongst refugees and disaster-affected populations.


The IRC is currently implementing DFID funded programme in consortium with Save the Children International (SCI) Islamic Relief (IR), and Ogaden Welfare and Development Association (OWDA). The programme titled “Support to the Provision of Basic Services in the Somali Region of Ethiopia under the Peace and Development Programme” (BASES under PDP) aims to work with the Ethiopian Somali Regional State (ESRS) to improve sustainable access to basic services in 15 districts/woredas. Save the Children (SC) is a consortium lead; while IRC is the lead for WASH sector of the program. This program involves a significant scope of water and sanitation infrastructure constructions, and hygiene promotion activities. The WASH Technical Advisor is responsible for ensuring that the partners have all and adequate WASH technical support and guidance in order to be able to implement WASH activities timely and in a quality manner, is responsible for implementation of consortium level WASH activities, coordination, and representation in front of the Government, partners, communities and other internal and external stakeholders. This position is based in Jijiga Town, and works 100% on this project.


Scope


The WASH Technical Advisor provides leadership and technical support of all WASH aspects of the Basic Services under Peace and Development Programme. He/She will work with each of the partner organizations involved in the project, and will be responsible to advise on and monitor technical quality, supporting consortium members in completion of activities to a high quality within the project period. Experience in the particular context of WASH in pastoral communities will be essential in this role. Understanding of, and experience in, Disaster Risk Management and Natural Resource Management is also required.


Key responsibilities include:


This position works alongside the Health and Education Technical Advisors, and reports to the Deputy Program Director (also based in Jijiga) at Save the Children International on day-to-day management of the WASH sector of the Programme, and is co-supervised by IRC Environmental Health Coordinator based in Addis Ababa. This position works closely with the IRC Ethiopia Environmental Health teams in Addis Ababa and Jijiga. The position is based in Jijiga Town, but with frequent travel throughout the region for management, support, monitoring and evaluation of program activities.


Project Implementation


  • Ensure regional level WASH sector activities are performed and implemented with consistent approaches and quality, and on time.

  • Ensure proper and timely utilization of regional level WASH sector activities.

Technical oversight


  • Advise partners on all technical aspects of WASH sector activities implementation, ensuring a unified and effective approach to achieving project milestones.

  • Develop guidelines and tools as required for WASH staff to implement key project activities consistently and effectively.

  • Organize technical training for project staff as required to enable them to implement the project strategy and activities effectively.

  • Identify and collate evidence base of context specific promising practices and support dissemination workshops to improve existing practices and introduce new practices and/or ideas among project partners.

  • Prepare or review all technical designs & BoQs, specifications and tenders for a variety of water and sanitation interventions.

  • Ensure that effective engagement is maintained with communities and with local government partners, to ensure responsive and sustainable programming.

Project monitoring


  • Oversee the WASH components of the project in the Somali region, with a focus on keeping activities on track for completion. Develop detailed activity, budget plans and monitoring tools for the project, and monitor progress against plans ensuring that objectives and indicators are achieved.

  • Maintain regular contact with the field WASH staff through regular field visits to ensure that the WASH component of the project is carried out promptly, to a high quality and according to the project strategy.

  • Compile and submit consortium level WASH technical reports; verify and validate WASH project implementation reports received from partners (Output tracker, WASH Matrix Activity, Monthly/quarter Reports, ad hoc reports, donors report, etc).

  • Prepare monthly field reports incorporating activity and financial progress for project work across the Somali region.

Coordination & representation


  • Build links with WASH stakeholders to share knowledge, experience and ideas.

  • Represent the WASH sector of the Programme to local communities, government departments, international agencies, local partners and donors as required.

  • Attend relevant meetings as required.

  • Ensure regular communication with Addis Ababa-based WASH Unit technical staff for feedback, updates and guidance as required.

Operations (HR, Logistics and Finance)


  • Identify training needs and ensure that members of the WASH sector team receive appropriate training (including mentoring, on-the-job sessions as well as formal trainings).

  • Ensure that high priority purchases are monitored and prioritized by the logistics team.

  • Ensure that tenders are prepared in accordance with the projects logistics requirements and the WASH sector standards.

  • Monitor and ensure spending against plan, and analyze monthly financial reports. Alert the senior management team of any anomalies and propose corrective actions. Subsequently follow up with the implementation of the agreed corrective actions.

Requirements


  • BSc in Water Resources Engineering or similar field.

  • Minimum 5 years of WASH (Watsan) experience with an NGO in a senior capacity.

  • Experience in managing and implementation of performance based contracts preferable.

  • Previous experience with pastoralist communities essential, preferably in the Somali context.

  • Knowledge and experience in Rangeland Management in dryland environments strongly preferred.

  • Proven practical experience in project implementation and management, particularly engineering activities.

  • Comfortable to work and travel in a remote environment.

  • Ability to work and adapt under pressure.

  • Excellent oral and written communication skills.

  • Strong organizational and interpersonal skills.

  • Computer literate (word processors, spreadsheet, database, CAD and statistical packages, etc).
