COUNTRY REPRESENTATIVE - Ethiopia

Partners in the Horn of Africa (PiHA) is a non-denominational, registered Canadian charity, founded in 2002. We have offices in Canada (Enderby, BC) and Ethiopia (Addis Ababa). We work with both rural and urban communities, focusing our efforts and investments in areas of unmet need. Our projects respond to community requests, addressing a wide range of needs including education, child protection, basic infrastructure, water and sanitation, gender equality, food security, natural resource management, and sustainable livelihoods.

PiHA follows two basic principles: (a) All projects are proposed by the community or Ethiopian civil society partner, which has to contribute at least 15% of the total project cost. Our Ethiopian partner plays an essential role in project design, decision-making, implementation, and monitoring. (b) 100% of any donation to PiHA goes directly toward project costs in Ethiopia. Administrative costs, including those in Ethiopia, are covered by Friends of the Horn of Africa, a sister organization that is funded by our directors and a small number of committed individuals, trade unions, and foundations. PiHA has completed over 250 projects since its founding and manages roughly 60 active projects at any one time. Current geographic areas of concentration are Amhara Region, Oromia Region, and Addis Ababa.

We are seeking an experienced Ethiopian national to lead our Ethiopian operations as Country Representative. S/he will be responsible for leading and managing a staff and consulting team of 5; representing PiHA to community and government stakeholders, the development community, and PiHA's visiting directors and donors; overseeing the effective and efficient implementation of $1-2 million in project spending per year; soliciting, reviewing, and recommending project proposals for funding; overseeing management of program and administrative budgets, organizational assets, and data and information; and staying abreast of standard practice, lessons learned, and innovation in community development practice. The Country Representative reports to and collaborates closely with the Executive Director in Canada.

Essential competencies and experience required:

Graduate degree, or Bachelor degree combined with relevant training and certification.Minimum of 5 years experience in non-governmental development work in Ethiopia.Minimum of 2 years experience at the management level in a national or international NGO or equivalent.Demonstrated competency in community relations and working in partnership with community stakeholders.Demonstrated experience in program/project management, staff management, monitoring and evaluation, training and capacity building, and budget development and management.Familiarity with two or more sectors, which could include education, child protection, basic infrastructure, water and sanitation, food security, natural resource management, and sustainable livelihoods.Familiarity with gender equality programming approaches.Strong spoken and written English and Amharic.

Preferred competencies and experience:

Experience working at the management level in an international NGO.International work experience in community development and/or humanitarian aid.Experience in project/program evaluation, needs assessment, and strategic planning.Familiarity with coordination mechanisms, knowledge management resources, and organizational learning approaches.Spoken competency in one or more regional languages, particularly Oromiffa.

This is a permanent position based in Addis Ababa. The Country Representative undertakes significant domestic travel (up to 10 or 12 days per month), and may be requested to travel to Canada once every two years. PiHA offers competitive remuneration for the NGO sector but does not, by policy, pay per diems to staff, partners, or beneficiaries.

Start date: April 15, 2013 (or earlier, if available)

The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President's Emergency Plan for AIDS Relief (PEPFAR). SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, we will: assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. SCMS will offer services in focus countries identified by the USG team, with SCMS field offices established in selected countries as required by the scope of work in the country.

Overall Responsibilities

The Country Director (CD) leads and manages the SCMS project in Ethiopia. S/he is accountable for overall project strategy and success, including delivering on key project results. The CD has full accountability and authority for the development, execution, and monitoring of the SCMS project in country, including (1) vision and development of technical strategy, work plans and performance management plans; (2) overall project management, including ensuring that the field office follows standard SCMS and MSH administrative, procurement and financial procedures; (3) documentation and communications; (4) development and management of productive relationships with client(s) and stakeholder(s) and; coordination with other MSH projects. The CD represents SCMS and MSH to US Government agencies, the Ministry of Health (MOH), other governmental agencies and cooperating partners within Ethiopia. S/he promotes collaboration and best practices in strategic planning and coordination of supply chain activities, including forecasting, procurement, storage, distribution, and information management for ARVs, HIV tests, lab commodities and other related HIV/AIDS commodities.

The emphasis of the SCMS project in Ethiopia is to support the Pharmaceuticals Fund and Supply Agency (PFSA) in establishing and managing a sustainable procurement, distribution and supply management system for HIV/AIDS and related commodities. The CD will lead development of new initiatives and activities; coordinate expanded health systems strengthening work with current partners; and ensure that the field office is adequately resourced to manage operations. To this end, s/he will both organize and provide in-country technical assistance as needed.

Specific Responsibilities

Project Management and Leadership

Along with the SCMS Project Management Office (PMO) and MSH HQ, participate in office start-up and project expansion.Liaise with other MSH projects in country and the MSH Country Operations Management Unit (COMU) as needed to ensure coordination of technical activities and optimal operational support.Supervise field office staff by ensuring they have updated, relevant job descriptions; ensuring they have work plans specific to their roles; conducting performance reviews at least annually; providing on-going mentoring and coaching; managing all personnel issues and liaising with PMO and MSH HQ when needed.Participate in staff recruitment as needed.Ensure that staff follow SCMS and MSH SOPs, work instructions and directives.

Client Relations

Build and maintain strong working relations with key SCMS internal and external stakeholders, beneficiaries, suppliers and partners. Provide effective and timely responses to inquiries and concerns.Create and sustain a culture of commitment and accountability to SCMS clients and project stakeholders through:Proactively and continuously consulting with clients at all stages of development and implementation of work plans via various communication methods;Ensuring that project targets and deliverables are developed based on client expectations and needs;Ensuring that clients are clearly identified in the projects' strategic document and work plans and that client needs and expectations are articulated;Ensuring that the field office has a clear strategy for communicating with clients (i.e. monthly updates and/or meetings, regular joint planning sessions, submission of reports, etc.)Actively monitoring client satisfaction through discussions and other means.Meet client expectations by realizing or exceeding expected project targets and deliverables on time and within budget as per the Clients' Performance Monitoring Plans.

Project Implementation and Monitoring

Support PFSA to define and verify supply chain-related strategic priorities and desired outcomes including development and implementation of their ERP to be achieved through maintenance of an agreed joint annual workplan and the provision of technical assistance. Work closely with PFSA, the USG team (USAID, CDC), PEPFAR and USG Implementing Partners, especially the USAIDââ€Ã¢€Å¡DELIVER project and others in an ongoing way to achieve these objectives.Manage the development and execution of SCMS strategic plans that address these priorities and outcomes.Develop, manage and maintain the annual project work plans; effectively translate strategic vision into a set of discreet activities.Ensure field office staffing is adequate to effectively carry out annual work plans.Manage technical activities and build sustainable local systems to facilitate smooth HIV/AIDS commodity forecasting and quantification; compliance with SCMS Field Office Managed Procurement (FOMP) SOPs; monitoring of supplier order fulfillment; order tracking; customs clearance and freight forwarding; storage and distribution of products in-country; and logistics management information systems.

Communication & Information Sharing:

Review draft trip reports, technical reports, and other deliverables from STTA visits within the time frame provided in SOWs, provide internal approval and submit to USAID as appropriate.Lead regularly scheduled communication with the PMO and home-office based country support teams via conference callsEnsure and oversee the further development and implementation of the SCMS Performance Management Plan (PMP) to monitor and evaluate the achievement of agreed-upon MOH and USG priorities, outcomes, strategies and activities.Develop innovative methods to capture and demonstrate project impact through evidence and project data.Ensure effective communication with partners concerning supply chain management through regular sharing of data and related information.Generate or oversee technical reports, monthly updates, quarterly reports and other documentation on field program progress and activities for submission to the local USAID Mission, USAID Washington, the PMO and home office. Adhere to reporting guidelines and deadlines.Support and participate in joint coordination and planning forums and technical working groups with other implementing agencies involved in developing public health sector supply chains in Ethiopia

Technical Assistance & Health Systems Strengthening:

Engage and coordinate with relevant stakeholders to build capacity of national staff so as to achieve effective and sustainable supply chains.Identify and select strategies to build local human resource capacity that take into account existing and planned country human resource capacity development activities.Define scopes of work (SOW) for short-term technical assistance in collaboration with USAID. Obtain necessary approvals from in-country partners and modify SOWs as required.Together with relevant program managers, organize, manage and evaluate short-term technical assistance (STTA) activities; monitor STTA deliverable and follow up.

Global Supply Chain & Product Procurement:

Project Financial Management:

Assume full accountability for and oversight of SCMS project funds in Ethiopia; supervise project operations and monitor the performance of the COMU finance team.Ensure that financial systems, controls and oversight are in place to mitigate financial risk.Ensure all field office disbursement of funds (expenses and advances) are in compliance with USAID, MSH and SCMS policies; review field accounts prior to submission to PMO; ensure finance and budgeting procedures are adhered to and ensure budgetary procedures are completed in a timely manner.Ensure all members of the field office management team with delegated financial approval have the appropriate training to carry out their fiduciary responsibilities and maintain control systems to ensure delegated authority is responsibly applied.Determine level of effort for project activities and quantify the financial resources required to implement them.Monitor budget implementation and expenditures on a monthly basis and ensure that budget expenditures contribute to the accomplishment of work plan activities. Note when planned activities and associated budgets are not completed and develop response.

Qualifications:

Post graduate degree in public health, international health, business administration, project management, logistics, supply chain management or related field (MD, MPH, MBA, M Pharma, MHA, etc.); or equivalent experience.Seven plus (7+) years of progressively responsible related experience is required; Country Director or Deputy Country Director experience is preferred.Demonstrated strategic planning and visioning skills.Demonstrated subject matter expertise in technical content relevant to the project.Demonstrated leadership and management abilities.Demonstrated ability to build and maintain relationships with senior-level colleagues; particular competence interacting with Government agencies, NGOs, private sector groups, USAID CAs and donor organizations in a productive, proactive and comfortable manner.Experience in supply chain management, human resource development, organizational development or capacity building required.Familiarity with USG procurement rules and regulations is a plus.Proven ability to lead and work as part of a team in a diverse, multicultural setting; ability to self-manage own use of time.Ability to manage multiple tasks within tight deadlines and prioritize effectively, while delivering high quality work.Experience working with international donor agencies, particularly USAID.Ability to prepare and deliver public presentations on project/program management, supply chain management and human resource capacity.Experience with work planning and budgeting.Strong organizational and analytical skills.Capacity to work independently and take initiative on one's own.Excellent written and verbal English language skillsAbility to work comfortably with Microsoft Office software, specifically Word, Excel, and PowerPoint. Under the direct supervision of the Head of Programme Unit, the JPO will be responsible for the following functions:

Key responsibilities:

Ethiopian Education Foundation (EEF) www.ethio-ed.org

You may be familiar with ActionAid, World Vision or Plan International. They all do a great job. However, EEF take child sponsorship to a completely different level.

Each year we grant around 15 secondary school scholarships (grades 9-12) extremely bright yet severely underprivileged children, carefully selected from a pool of government 'feeder schools' as well as local charity organisations and across all racial and religious communities.

By sending them to one of the leading private secondary schools in Ethiopia, university entrance is pretty much guaranteed after four years on our programme. So far all our 76 EEF graduates have achieved places at university in Ethiopia, some even abroad (New York University).

For all our selected students the scholarships include four years of fully paid tuition, school uniforms, school materials and full boarding at one of our student houses. The facilities of these houses such as computer room with internet access, library and recreational as well educational facilities, 1-2-1 mentoring and group seminars can be used and attended by all eef scholars.

Each student is mentored through the 4 year programme by matching them with motivated, hand-picked individual sponsors; the children are given housing and all materials. This structure gives them a sense of protection and encourages an environment where they can excel in their studies.

A passion for education is a key as is the desire to implement our vision to make a real difference. Previous experience in Africa and / or with teenagers is an advantage but not essential. Interviews will be held in London. EFF cannot cover travel costs related to the interview.

Apply Competent Lifting Operator ( CPLO ) The client has commenced drilling an exploration well in the south of Ethiopia. TEBV has recruited 8 national staff from the local town and 4 semi skilled workers form Addis and using a competent lifting specialist from JTC, the crane provider, has built a useful yard gang. However, Ethiopian companies and nationals have historically had little exposure to Western industrial EHS standards, procedures and practices and are generally unfamiliar with such activities as handling steel pipe and using large wheeled cranes. In addition, OGEC, the rig provider, regrettably displayed unsatisfactory EHS competence including lifting and working at height during the rig up. The purpose of these two B2B positions is to act as the overall Quality Controller and Quality Assuror of the materials lifting and handling processes executed on the site materials yard and drilling location with particular emphasis on the deployment of cranes. The role of the incumbent is to assure that safe systems of work are in place and practised in the client yard on Sabisa-A location. This requires that the incumbent: Develops, writes and implements a Lifting Management System (LMS) for use by the yard materials gangs involved in materials handling in the laydown area on the Sabisa drilling location. Teaches, trains and mentors the yard gang individuals to assure a safe and efficient operating environment and issues certificates of competence as the individuals develop. Leads all those involved with lifting operations in delivering the work scope in accordance with the applicable specifications, procedures, method statements, risk assessments etc., contained in the LMS. Mentors the crane drivers to assure high quality risk assessments are carried out for all lifting activities, with particular attention to recognising the impact of change. Produces and reviews lifting plans/risk assessments and method statements for abnormal lifting situations. Assesses effectiveness of working practices and systems with a view to continuously improving systems, personnel and individuals' performance Carries out rigging loft and equipment checks as per the scheme of compliance. Promotes and encourages team safety performance through participation in Tool Box Talks, Audits, Risk Assessment and performance through EHS&S. Position Overview: Kissito Healthcare International (KHI) is looking for a dynamic and self-driven individual for the Country Director position for its operations in Ethiopia. KHI develops and delivers low-cost, high impact, innovative, locally relevant, evidence-based solutions to improve the health and well being of people around the world. KHI currently has active programs in Uganda, Ethiopia, Somalia and South Sudan with a focus on Maternal, Newborn and Child Health; Research and Intervention in Childhood Disease; Nutrition and Acute Malnutrition Management; and Health Sector Strengthening, Integration and Capacity Building. Based in Addis Ababa, the Country Director (CD) will lead all ongoing programs in Ethiopia and work with the country staff to ensure the overall success of the Ethiopia program. The position of CD provides senior level content knowledge, technical assistance, consultation and support for the development and execution of project/program specific strategies. S/he exercises judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results. S/he determines methods and procedures on new assignments. S/he represents the project and the company to the host government, and other donors and cooperating agencies. The CD will help coordinate and support KHI's team on the ground to achieve the program's objectives, and forge stronger relations with the Ministry of Health and other government agencies and partners. S/He will help with managing many aspects of the program including strategy, budgets, implementation and team management.

The Country Director reports to the Chief Operating Officer.

Qualifications & Skills:

Advanced degree in a relevant discipline (MBA or an MPH Preferred). 7+ years of experience in public health program management, health governance, health economics, policy formulation, or other field related to global health programs and leadership that should include at least 5 years of management experience Experienced in working in environments that are less structured with few systems and processes and with minimal levels of supervision Experience conceiving, planning and executing programs or projects with documented results Proven track record of achievement and a desire to use skills to improve healthcare in developing countries Substantive professional, social and cultural experience in a developing country is ideal Fluent written and spoken English is required, Amharic is preferred. The International Rescue Committee (IRC) began work in Ethiopia in 2000 in response to severe drought in Ethiopia's Somali Region. IRC is currently providing assistance to Ethiopians throughout six regions in Ethiopia implementing emergency water and sanitation activities, working to reduce the number of children involved in the worst forms of child labour, conducting agricultural activities, working with pastoralists on improving animal health, raising awareness on HIV/AIDS, family planning, and polio, and conducting community-based activities to reduce morbidity and mortality among children under five.

The health sector in Ethiopia currently implements both reproductive health and HIV/AIDS activities to increase access to, awareness and utilization of family planning and HIV/AIDS care and prevention methods. The IRC utilizes the Community Conversation method, which gives communities ownership over awareness-raising processes. The IRC also oversees community case management programs through which community health workers address health issues associated with essential newborn care, and severe acute malnutrition and treat malaria, diarrhoea, pneumonia in children under five years..

SCOPE OF WORK: The Health Coordinator is the focal point for health programs in Ethiopia and will ensure the implementation of a quality primary health care programing in communities in the Somali, Tigray, Gambella and Benishangul-Gumuz Regions. The Health Coordinator will be responsible for maintaining regular contact with all partners, including the Ministry of Health, UN agencies and other NGOs, and will also be responsible for fulfilling IRC strategic objectives for the health sector. The Health Coordinator supervises an Assistant Coordinator and two health managers, and reports to the Deputy Director of Programs. The position is based in Addis Ababa with regular trips to IRC's programs throughout Ethiopia.

KEY RESPONSIBILITIES: In collaboration with the Health Technical Unit in Addis and the Deputy Director of Programs, oversee the implementation of health projects implemented by IRC Ethiopia including HIV/AIDS, VCT, reproductive health, polio surveillance, and child survival as well as any other health projects. Provide technical supervision and guidance of all IRC health projects. Extend technical support and supervision to the IRC's implementing partners. Ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Ensure that all health activities are consistent with established best practices. Promote the quality of the IRC's health programs by setting up quality assurance mechanisms and checks in collaboration with other staff. Ensure sound data collection and information management systems are in place for ongoing performance analysis and programmatic action based on data and identified needs. Ensure that the stated goals and objectives of all health projects are met with strong monitoring and evaluation (M&E) follow up, including any required operational research, with technical support from the Health Information Management team in New York as needed. Participate in the design of robust M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs in Ethiopia. Provide technical support to the health program for program design, proposal development and reporting, ensuring that IRC programs are of high quality and that programs are driven by data and learning, working in conjunction with the Grants Unit,Deputy Director of Programs. MANAGEMENT Provide supportive supervison to the Assistant Coordinator, Health Managers, and other program staff to develop work plans to guide implementation of approved grants. Support the Field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and community. In collaboration with program managers, review Budget vs. Actual expenditure for health programs on a monthly basis with staff. Participate in the development of staff development plans for project staff based on performance reviews in collaboration with the human resources department and contribute to the training of health staffs (mentoring, on-the-job sessions as well as formal trainings). Review performance evaluation of health staff in the field. Develop/organize training opportunities to build the capacity of the senior national health staff and local partners in order to transfer skills. This includes staff training in program management areas such as reporting, budgeting, monitoring, evaluation, and supervision. Oversee the implementation of health sector priorities, ensuring that program growth is in line with country strategic plans. Review all reports prepared by the field staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner.

REPRESENTATION AND ADVOCACY

In coordination with the Country Director, actively develop and maintain effective working relationships with key stakeholders in Ethiopia including donors, government actors, UN agencies, international and local NGOs, and other relevant actors. Develop strategic partnerships with local organizations, wherever possible. Represent IRC to local communities, government departments, international agencies, local partners and donors as required. Upon request by the Senior Management Team, assist in organizing donor site visits by supporting field staff in the smooth design and implementation of agendas and visit activities.

REQUIREMENTS

Health professional (MD or RN) with an MPH. Five years experience in coordinating, implementing and managing health programs in developing countries. Background in situation analysis, health assessments and program implementation. Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting. Experience implementing health programming in refugee settings as well as community based service delivery experience. Demostrated skills in project design/proposal development and grant management. Experience in capacity building and mentoring of national and international staff. Knowledge, skills and experience in participatory methods, community development and partnership. Demonstrated leadership, communication, and facilitation skills. Excellent interpersonal and problem-solving skills. Excellent coordination and networking skills. Willingness to travel extensively throughout Ethiopia Excellent written and oral English skills Excellent computer skills in programs such as: MS Word, Excel, Powerpoint. Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, be flexible , and adaptability to transitions.
