Working for a respected consultancy within transmission and distribution, you will manage a number of high voltage (HV) projects in East Africa.

You must have experience in the project management of substation construction projects, in the UK and overseas at voltage levels between 132kV and 400kV. You will control all financial aspects of the project, manage sub-contractors, liaise with government bodies, oversee installation, testing and commissioning activities, prepare reports, review and comment on designs and assist in the preparation of tender documents.

A degree in Electrical Engineering (or equivalent) and Chartered status would be beneficial.

Job Role:
Reporting to the Project Manager
The right candidate must have the ability to communicate well at all levels within the Company and to demonstrate leadership. In addition, the candidate must possess very good planning, presentation, negotiations and organizational skills, the vision to identify quality improvement opportunities and the ability to achieve results through motivation and team working.
Responsible for the establishment of a fully documented project quality system in line with the Contract requirements and ISO 9001:2008 covering Construction
Ensure that work is carried out fully in accordance with the project quality standards specified in the Contract and that the procedures laid down in the Project Quality Plan to achieve these standards are followed.
Supervising a multi-discipline team of QC Inspectors on site
Coordinate external inspection agencies when required.
Maintain a project quality audit schedule to ensure effectiveness of the project quality system.
Keep close liaison with the Owner with regard to all site QA/QC issues during all phases of project execution.

Requirements:
Must speak Fluent English
BSc in Civil Engineering or Construction
15 years working experience with at least 10 years in QA posts in Dam or Hydro Power projects

Objectives of the evaluation: The MTE is a requirement of UNDP/GEF for projects with a planned lifetime of more than 5 or 6 years. It was agreed between the project steering committee and UNDP to carry out the MTE in April 2012. The MTE will provide material for decision makers whether, and if yes, how the second 4-year phase of the project will be implemented. The specific objectives of the MTE are to:
* Identify potential project design problems
* Assess progress towards the achievement of objectives
* Identify and document lessons learned (including lessons that might improve design and implementation of other UNDP/GEF projects)
* To make recommendations regarding the second phase
* Analyze the project performance up to now in the context of the institutional framework and events in Ethiopia during the first phase
* Analyze the trigger indicators for determining the entering into the next phase
* Provide recommendations on how the second phase should be designed. Scope of the evaluation The project advises and supports EWCA and to a certain extent the regional wildlife authorities on how to strengthen and run the protected area system of Ethiopia. The emphasis of the project in the first phase is on capacity building at federal level. Thus the project has no implementing capacities of its own. It works through the respective EWCA departments. The MTE has therefore to:
* Measure to what extent the capacity building process has been successful and what capacity building support has been provided to EWCA and the regional authorities will be needed in the second phase.
* Evaluation all activities supported by UNDP/GEF and, where appropriate, activities supported by the host institutions, EWCA and Ministry of Culture and Tourism (MoCT).
* Assess activities that other cooperating partners are supporting as long as there is a direct correlation with the project.
* Review of the measures taken by the project and propose shifts in emphasis where necessary.
* Assess the framework conditions (policies, laws, regulations etc.) and comment on their impact to the tasks of the project and EWCA.
* Describe EWCA's core functions and services, and how it is organised to deliver.
* Analyse EWCA’s performance and future requirements to strengthen it. Specifically, the evaluation report should assess:
* The relevance of the project within the local, national, regional and global context. The potential sustainability of results should be addressed and strategies to improve this element suggested.
* Will make a brief analysis of the regions’ Protected Areas (PA) set up, their strengths and weaknesses, how they fit in the national context, and the project’s future role in their performance.
* An analysis needs to be provided of the co-financing in the sector, with special emphasis on its relevance, size, cooperation with EWCA and project and modes of delivery.
* Assess whether the project’s partnership strategy has been appropriate and effective including the range and quality of partnerships and collaboration developed with government, civil society, donors, the private sector and whether these have contributed to improved project delivery.
* Assess relevance, efficiency and effectiveness of the project administration
* Assess the sustainability and ownership of the project by the host organization
* Propose a design for the second phase (if there is any), including outcomes, outputs, indicators, timetable, consultancies, financing and lessons learned. Summarizing the above, the following key questions will be looked into:
* What progress toward the outcomes has been made?
* What factors have contributed to achieving or not achieving intended outcomes?
* To what extents have UNDP/GEF outputs and assistance contributed to outcomes?
* Has the project partnership strategy been appropriate and effective?
* How could the second phase of the project be designed and structured? Products Expected from the Evaluation The evaluation team will produce an evaluation reportof approximately 25 – 30 pages, excluding annexes, according to the attached detailed breakdown. The report will be in English and will be prepared and submitted in MS Word 2010, with tables in Excel where necessary.
* A PowerPoint presentation (10 – 15 slides) covering the key points of the MTE with the main findings and recommendations will also be provided.
* A draft of both of these should be submitted within two weeks of the end of data collection and meetings. The final copy will be submitted within a week of receiving written comments on the drafts.
* If there are any significant discrepancies between the impressions and findings of the evaluation team and stakeholders these should be explained in an Annex attached to the final report. Methodology Documentation review including, inter alia:
* Project Document and Logical Framework, including adaptations (inception report, etc. )
* Project implementation reports (PIR’s)
* Minutes of the National Steering Committee meetings
* Quarterly and annual progress reports and work plans of the project;
* Audits reports
* Financial and Administration guidelines;
* EWCA documentation (BPR, re-demarcation proposals, gazetting proclamation proposals, plans etc.)
* National policies and strategies, laws, regulations and guidelines regarding the sector,
* Films, workshop reports, studies and publications, field work reports, METT reports,
* National Development Plans (PASDEP and GTP) The following documents will also be available:
* The project M&E framework
* Knowledge products from service providers
* Project operational guidelines, manuals and systems maps
* The GEF Implementation Completion Report guidelines
* The UNDP Monitoring and Evaluation Frameworks. Interviews with:
* UNDP/GEF staff who have project responsibilities
* Staff of the Project Coordination Unit;
* Executing agencies;
* Members of the Project Steering Committee
* Project stakeholders, particularly partners and project beneficiaries;
* Relevant staff in participating government departments. Field Visits: Detailed work will concentrate on selected PAs, representing the full spectre of PAs in Ethiopia. To be determined with the consultants, possibly to Awash, Senkelle, Bale, a Controlled Hunting Area, WR Alideghe, and a Community Conservation Area Implementation Arrangements
* Management arrangements – the consultant will closely liaise with the UNDP country office. The planning and the administrative arrangements for the MTE will be done in close cooperation with the UNDP/GEF office in Pretoria; This office has to approve the TOR and the composition of the team. (Consultation with the offices and their prior approval when the evaluation is being initiated by headquarters); The consultancy contracts will be issued by the UNDP Country Office Ethiopia according to its guidelines.
* Both the international and national consultants are equally accountable for the final evaluation report. Time frame - The expected duration of this work is 4 weeks with a start date of 1st April 2012, and the completion of the MTE by end of April, 2012.
* Desk review - 3 days
* Briefings for evaluators - 2 days
* Travel - 2 days
* Visits to the field (including allocation for travel), interviews, questionnaires - 10 days
* Debriefings - 2 days
* Validation of preliminary findings with stakeholders through circulation of initial reports for comments,
meetings, and other types of feedback mechanisms - 4 days
* Preparation of final evaluation report - 7 days Logistical support needed: vehicle hire for field visits and appointments with key interviewees. Furthermore a round trip ticket for the international consultant and DSA for both consultants when they are out of Addis Ababa. Reporting Arrangements The consultants will submit an inception report, a mid-term report and a final draft report for comments to both Ethiopian Wild Life Authority (EWCA) and the UNDP country representative in Addis Ababa, Ethiopia. The inception report will provide details of the methodological approach to be used by the consultants to undertake the study. The Ethiopian Wild Life Authority (EWCA) in partnership with UNDP will coordinate the study and keep abreast of the mission’s activities during the consultants stay. The study team will work closely with the Ethiopian Wild Life Authority (EWCA) and submit all draft reports to EWCA and UNDP; and once the final draft of the report is produced, the document will be reviewed in order to obtain feedbacks on the study; Only after incorporating and/or responding to all the comment shall the consultants produce and submit a final report to UNDP.

Background / General description

The International Finance Corporation (IFC), the private sector arm of the World Bank Group, is one of the world’s leading international sources of financing for private sector investment in development countries with a mandate to reduce poverty and improve people’s lives. Background

A legal, administrative and policy environment conducive to promote gender equality was created over the past two decades. The most important gender and development measures taken by the government include the issuance of the National Policy on Women (1993) which aimed to “institutionalize the political and socio-economic rights of women by creating appropriate structures in government institutions.” The 1995 Constitution of the Federal Democratic Republic of Ethiopia (FDRE) recognizes the rights of women which, among others, include the right to equality and, owing to past inequality and discrimination that Ethiopian women suffered, the entitlement to affirmative measures. Other relevant measures also include the Revised Family Law (2000) and the Revised Criminal Code (2005), Ethiopian Women Development and Change Package (2006) and the National Action Plan (NAP-EG) and adoption of MDGs as guiding framework for planning.

The Ethiopian government is a signatory to most international instruments, conventions and declarations, and adopted international instruments such as; the Convention on the Elimination of All Forms of Discrimination Against Women /CEDAW (1979), the Declaration on the Elimination of Violence Against Women/DEVAW (1993), the Beijing Platform for Action/BPA (1995) including the domestication of the international instruments.

Ethiopia ratified and adopted the UN charter on Human Rights and other conventions, such as the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) in 1981. Its outline addresses political, social, economic and legislative issues. The convention stipulates that signatories need to work for eliminating discrimination against women, and creating equality between women and men.

In terms of structure, in 1992, the GoE established the Office of Women’s Affairs (OWA) within the Prime Minister’s Office (PMO). Its mandate was coordination and facilitation of the national efforts to promote gender equality in the field of development as well as to oversee and coordinate activities for effective implementation of the NPW. The OWA was, in 2005, replaced by the Ministry of Women’s Affairs (MoWA) which assumed a broader and clearer mandate. Departments of Women Affairs (DWA) were also created across line ministries at the federal level. The DWAs had close work relations with MoWA. Corresponding institutional arrangements existed at regional level to facilitate implementation of the national policy on gender. The institutions included the Bureaus of Women’s Affairs (BoWA), the Zonal and Woreda Women’s Coordination Desks and DWAs in the regions’ sectoral line institutions.

 In 2010, the federal MoWA was once again re-structured by Proclamation No. 691/2010 with expanded mandate to encompass children and youth affairs and, hence, became the Ministry of Women, Youth and Children Affairs (MoWYCA).  Within its area of jurisdiction, the Ministry has the following powers and responsibilities (Articles 10 and 30):

Enter into contracts and international agreements in accordance with the law;Address women and youth affairs in the preparation of policies, laws and development programs and projects;Create awareness and movement on the question of women, children and youth;Collect, compile and disseminate to all stakeholders information on the objective realities faced by women, children and youth;Ensure that opportunities are created for women and the youth to actively participate in political, economic and social affairs of the country;Encourage and support women and the youth to be organized, based on their free will and needs, with a view to defending their rights and solving their problems;Design strategies to follow up and evaluate the preparation of policies, legislations, development programs and projects by federal government organs to ensure that they give due considerations to women and youth issues;Undertake studies to identify discriminatory practices affecting women, facilitate the creation of conditions for the elimination of such practices, and follow up their implementation;Devise means for the proper application of women's right to affirmative actions guaranteed at the national level and follow the implementation of same;Ensure that due attention is given to select women for decision-making positions in various government organs;Coordinate all stakeholders to protect the rights and well-being of children;Follow up the implementation of treaties relating to women and children and submit reports to the concerned bodies;Undertake capacity building activities;Provide assistance and advice to regional states, as necessary; and provide coordinated support to regional states eligible for affirmative support;

The new arrangement at the regional level is that the Bureaux of Women Affairs (BoWA) become the Bureaux of Women and Children Affairs (BoWCA) with new mandates on children issues. At the sub-regional levels, there are also corresponding institutional arrangements, i.e. the Zonal and Woreda Women and Children Affairs Offices.

 The gender institutions at various levels have developed a system of consultations, coordination and information exchange.  The regional Bureaux and the federal DWAs share their progress reports with MoWYCA. The latter provides technical feedback and support to build their capacities and mainstream gender-related planning and management. They also organize annual fora where they learn from one another and map out future directions for gender activities in Ethiopia.

 In 2010, the UN and GoE embarked on a joint programme on gender equality and women empowerment. The programme aimed to contribute around four major areas identified as key priorities, which are:

1.      Enhanced economic empowerment of women

2.      Improved access to and completion of secondary and tertiary education for girls and women

3.      Strengthened institutional capacity of gender mainstreaming

4.      Enhanced protection of girls and women’s rights

The programme also aimed to contribute to capacity development of MoWYCA and WADs at the federal level to better access and effectively use donor resources.

As part of institutional strengthening of the gender machinery, GoE and UN would like to undertake a comprehensive capacity assessment of the Gender Machinery.

Duties and Responsibilities

Objectives of the Capacity Assessment (CA):

The objective of the CA is to assess the integrated capacity (institutional, organizational and individual capacities) of the gender machinery at all levels to enable the GoE and UN formulate comprehensive capacity development responses. The specific purposes of this assessment include: 

To undertake a comprehensive capacity assessment of the MoWCYA and BoWCYA to effectively implement their mandate based on UNDP Capacity Assessment Framework Based on the results of the assessment, to provide a comprehensive, costed capacity development package with clear prioritization of interventions.

Scope of the Assignment:

This assignment involves the following activities: initial planning, data collection and analysis of results, presentation on the findings and submitting of final report. It also involves a field mission to a minimum of two regional states. The CA team shall give more focus on MoWYCA and BoWCA, but it shall also cover selected DWAs at federal and regional levels and selected Zonal and Woreda offices in regional states.

Methodology and Analysis:

Within the UNDP Capacity Assessment Framework, the CA team will employ the following methods for data collection:

Desk review of key documents, including legal and policy documents;Self-assessment questionnaire;Focused group discussion;Conduct individual interviews;Observations and meetings.

The CA team will summarize the data and information collected and carefully interpret the results. The results should identify capacity constraints and capacity development opportunities based on which it is required to formulate alternative capacity development interventions. The findings of the assessment will be included into the CA reports.

Expected Deliverables:

The CA team will deliver:

An Inception Report which includes a clearly defined work plan and schedule for the implementation of the assessment together with an assessment tools (to be done in the first week);A comprehensive analytical capacity assessment report and presentation of the findings to key stakeholders;A comprehensive capacity development proposal including indicative budget, timeframe and prioritization of interventions.

Competencies

A minimum of 10 years of professional experience and proven expertise and experience in conducting capacity assessments (particularly that of gender machineries) and formulating capacity development responses. The international expert should have experience in working in/with developing countries and in cross-cultural setting;Ability to translate strategic thinking and innovative ideas into practical operational recommendations;Proven expertise in gender;Solid analytical and presentation skills;Excellent interpersonal, communication and negotiating skills;Fluency in English language, both written and spoken;A minimum of 10 years of professional experience and proven expertise and experience in conducting capacity assessments (particularly that of gender machineries) and formulating capacity development responses. The international expert should have experience in working in/with developing countries and in cross-cultural setting.

Supervision and Work Relations:

The CA team will work under the direct supervision and guidance of UNDP. The CA teams will closely work with key stakeholders for the successful implementation of the assignment.

Time frame for the Assignment:

This assignment will last no more than 30 working days.

Required Skills and Experience

The CA team will be comprised of an international expert and a national expert. The experts should have: A minimum of Masters Degree in the social science, development studies, gender studies or in related field.

Reporting to the Operations Coordinator, the Logistics Coordinator will manage the Federation supported logistics operations in coordination with the Ethiopian Red Cross Society (ERCS) and the RLU to ensure the efficient and effective delivery of relief goods.

Description of Duties:

1. To assess the current logistics set-up, logistics management and staff structures of ERCS / IFRC relating to the relief operation and make recommendations to adjust it to adequately support the operation.
2. To identify bottlenecks affecting the logistics operations and analyse the nature of the constraints and make concrete recommendations to rectification.
3. Co-ordinate and manage the supply and logistics support for the operation, including requisitioning, receiving, storing and issuing goods.
4. Coordinate all logistics functions under the responsibility of the International Federation in close cooperation with the ERCS.
5. Provide supervision and direction of the operations' sourcing systems in close cooperation with the ERCS and the RLU.
6. Co-ordinate all logistics functions with the ERCS
7. Liaise with international, governmental and non-governmental organisations and collaborate where appropriate.
8. Provide weekly logistics reports to the ERCS, RLU, the Operations Coordinator and Country / Regional / Zonal management.
9. Provide technical co-ordination and advice to other departments and functions within the Country Representation.
10. With the Operations Coordinator and the Country Representative, identify those programmes requiring support within the logistics area of responsibility, and plan and budget for these requirements.
11. Produce regular, timely and accurate narrative and financial reports for the International Federation and donors.

Education

Advanced university degree (Master's degree or equivalent) in international economics, economics or related field is required. A PhD is desirable.

Work Experience

A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. This experience should include a minimum of two years relevant experience in international economics, international trade negotiations, regional integration, trade facilitation or related field.

Languages

Reporting to the Representative to the African Union and International Organizations and as a strategic advisor to the Zone Director, develop and manage the communications and advocacy strategy in an assigned geography, designed to profile National Societies and position the International Federation, raise awareness on global and zonal priorities, build the capacity of the membership, and enhance the success of humanitarian programmes. This mission will also require comprehensive and effective enhancements to media relations and emergency communications. The communications manager serves as a key member of the Humanitarian Diplomacy team, operates in pursuit of goals identified in Strategy 2020 and advocates in the interest of vulnerable populations.

Description of Duties:

Manage a comprehensive communications programme to include planning, implementation, evaluation, budgeting, resource mobilization, and team building.

Design and implement a zonal communication strategy that addresses key priorities and issues to support zonal and global Humanitarian Diplomacy agendas.

Implement effective emergency communications activities that include active outreach to international press, the production of high-quality communications materials, the development, deployment and utilization of trained spokespeople and enhanced communications with populations affected by disasters.

Build and sustain relationships with members of the international press and other professional communications networks in an assigned geography, to include serving - along with the Zone Director - as the official spokesperson for the Zone.

Build and sustain relationships with National Society Secretaries General, Heads of Communication or other appropriate counterparts to effectively build their capacity, increase their profile, and ensure improved implementation of global and zonal communications initiatives.

Build relationships with and coordinate the activities of IFRC communications and information personnel throughout the zone to ensure global alignment, enhanced support and improved performance, in cooperation with relevant stakeholders.

Lead the zonal input to and implementation of global communications and advocacy priorities and initiatives such as annual campaigns, World Red Cross Red Crescent Day, the launch of the World Disasters Report, and the development of professional communications products with global relevance.

Influence and support integrated communications planning, budgeting and implementation process for zonal and regional programmes such as Disaster Management and Health.

Initiate and facilitate analysis of existing and emerging humanitarian issues in support of media and advocacy strategies, and produce high quality content related to those issues.

Lead efficient and effective internal communications, information and knowledge-sharing processes at the zonal level.

A legal, administrative and policy environment conducive to promote gender equality was created over the past two decades. The most important gender and development measures taken by the government include the issuance of the National Policy on Women (1993) which aimed to “institutionalize the political and socio-economic rights of women by creating appropriate structures in government institutions.” The 1995 Constitution of the Federal Democratic Republic of Ethiopia (FDRE) recognizes the rights of women which, among others, include the right to equality and, owing to past inequality and discrimination that Ethiopian women suffered, the entitlement to affirmative measures. Other relevant measures also include the Revised Family Law (2000) and the Revised Criminal Code (2005), Ethiopian Women Development and Change Package (2006) and the National Action Plan (NAP-EG) and adoption of MDGs as guiding framework for planning.

The Ethiopian government is a signatory to most international instruments, conventions and declarations, and adopted international instruments such as; the Convention on the Elimination of All Forms of Discrimination Against Women /CEDAW (1979), the Declaration on the Elimination of Violence Against Women/DEVAW (1993), the Beijing Platform for Action/BPA (1995) including the domestication of the international instruments.

Ethiopia ratified and adopted the UN charter on Human Rights and other conventions, such as the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) in 1981. Its outline addresses political, social, economic and legislative issues. The convention stipulates that signatories need to work for eliminating discrimination against women, and creating equality between women and men.

In terms of structure, in 1992, the GoE established the Office of Women’s Affairs (OWA) within the Prime Minister’s Office (PMO). Its mandate was coordination and facilitation of the national efforts to promote gender equality in the field of development as well as to oversee and coordinate activities for effective implementation of the NPW. The OWA was, in 2005, replaced by the Ministry of Women’s Affairs (MoWA) which assumed a broader and clearer mandate. Departments of Women Affairs (DWA) were also created across line ministries at the federal level. The DWAs had close work relations with MoWA. Corresponding institutional arrangements existed at regional level to facilitate implementation of the national policy on gender. The institutions included the Bureaus of Women’s Affairs (BoWA), the Zonal and Woreda Women’s Coordination Desks and DWAs in the regions’ sectoral line institutions.
In 2010, the federal MoWA was once again re-structured by Proclamation No. 691/2010 with expanded mandate to encompass children and youth affairs and, hence, became the Ministry of Women, Youth and Children Affairs (MoWYCA). Within its area of jurisdiction, the Ministry has the following powers and responsibilities (Articles 10 and 30):

Enter into contracts and international agreements in accordance with the law;
Address women and youth affairs in the preparation of policies, laws and development programs and projects;
Create awareness and movement on the question of women, children and youth;
Collect, compile and disseminate to all stakeholders information on the objective realities faced by women, children and youth;
Ensure that opportunities are created for women and the youth to actively participate in political, economic and social affairs of the country;
Encourage and support women and the youth to be organized, based on their free will and needs, with a view to defending their rights and solving their problems;
Design strategies to follow up and evaluate the preparation of policies, legislations, development programs and projects by federal government organs to ensure that they give due considerations to women and youth issues;
Undertake studies to identify discriminatory practices affecting women, facilitate the creation of conditions for the elimination of such practices, and follow up their implementation;
Devise means for the proper application of women's right to affirmative actions guaranteed at the national level and follow the implementation of same;
Ensure that due attention is given to select women for decision-making positions in various government organs;
Coordinate all stakeholders to protect the rights and well-being of children;
Follow up the implementation of treaties relating to women and children and submit reports to the concerned bodies;
Undertake capacity building activities;
Provide assistance and advice to regional states, as necessary; and provide coordinated support to regional states eligible for affirmative support;

The new arrangement at the regional level is that the Bureaux of Women Affairs (BoWA) become the Bureaux of Women and Children Affairs (BoWCA) with new mandates on children issues. At the sub-regional levels, there are also corresponding institutional arrangements, i.e. the Zonal and Woreda Women and Children Affairs Offices.

The gender institutions at various levels have developed a system of consultations, coordination and information exchange. The regional Bureaux and the federal DWAs share their progress reports with MoWYCA. The latter provides technical feedback and support to build their capacities and mainstream gender-related planning and management. They also organize annual fora where they learn from one another and map out future directions for gender activities in Ethiopia.
In 2010, the UN and GoE embarked on a joint programme on gender equality and women empowerment. The programme aimed to contribute around four major areas identified as key priorities, which are:

1. Enhanced economic empowerment of women

2. Improved access to and completion of secondary and tertiary education for girls and women

3. Strengthened institutional capacity of gender mainstreaming

4. Enhanced protection of girls and women’s rights

The programme also aimed to contribute to capacity development of MoWYCA and WADs at the federal level to better access and effectively use donor resources.

As part of institutional strengthening of the gender machinery, GoE and UN would like to undertake a comprehensive capacity assessment of the Gender Machinery.

Duties and Responsibilities

Objectives of the Capacity Assessment (CA):

The objective of the CA is to assess the integrated capacity (institutional, organizational and individual capacities) of the gender machinery at all levels to enable the GoE and UN formulate comprehensive capacity development responses. The specific purposes of this assessment include:

To undertake a comprehensive capacity assessment of the MoWCYA and BoWCYA to effectively implement their mandate based on UNDP Capacity Assessment Framework
Based on the results of the assessment, to provide a comprehensive, costed capacity development package with clear prioritization of interventions.
Scope of the Assignment:

This assignment involves the following activities: initial planning, data collection and analysis of results, presentation on the findings and submitting of final report. It also involves a field mission to a minimum of two regional states. The CA team shall give more focus on MoWYCA and BoWCA, but it shall also cover selected DWAs at federal and regional levels and selected Zonal and Woreda offices in regional states.
Methodology and Analysis:

Within the UNDP Capacity Assessment Framework, the CA team will employ the following methods for data collection:
Desk review of key documents, including legal and policy documents;
Self-assessment questionnaire;
Focused group discussion;
Conduct individual interviews;
Observations and meetings.

The CA team will summarize the data and information collected and carefully interpret the results. The results should identify capacity constraints and capacity development opportunities based on which it is required to formulate alternative capacity development interventions. The findings of the assessment will be included into the CA reports.
Expected Deliverables:

The CA team will deliver:
An Inception Report which includes a clearly defined work plan and schedule for the implementation of the assessment together with an assessment tools (to be done in the first week);
A comprehensive analytical capacity assessment report and presentation of the findings to key stakeholders;
A comprehensive capacity development proposal including indicative budget, timeframe and prioritization of interventions.

Competencies

A minimum of 10 years of professional experience and proven expertise and experience in conducting capacity assessments (particularly that of gender machineries) and formulating capacity development responses. The international expert should have experience in working in/with developing countries and in cross-cultural setting;
Ability to translate strategic thinking and innovative ideas into practical operational recommendations;
Proven expertise in gender;
Solid analytical and presentation skills;
Excellent interpersonal, communication and negotiating skills;
Fluency in English language, both written and spoken;
A minimum of 10 years of professional experience and proven expertise and experience in conducting capacity assessments (particularly that of gender machineries) and formulating capacity development responses. The international expert should have experience in working in/with developing countries and in cross-cultural setting.

Supervision and Work Relations:

The CA team will work under the direct supervision and guidance of UNDP. The CA teams will closely work with key stakeholders for the successful implementation of the assignment.

You will:
* Be responsible for set up of a controlled documentation system in order to assure the proper preparation, filing, traceability and maintenance of all QC records.
* Also responsible for interaction with the Employer and/or Employer's Representative staff for all matters related to QC implementation.
* Develop and implement quality control program.
* Review and approve supplier quality control plans.
* Monitor compliance with established rules, standards and procedures.
* Conduct periodic audits of the inspection/test activities and documentation.
* Ensures Non-Conformance Reports are resolved.
* Produce weekly quality report.
* Monitor and coordinate all quality control and reporting functions.
* Provide formal orientation to supervisors and inspectors.
