Finance and Business Services (FaBS) Project - Chief of Party, EthiopiaClosing Date: Saturday, 31 March 2012

Background: RTI International seeks qualified Chief of Party candidates in anticipation of the USAID/Ethiopia Finance and Business Services (FaBS) Project. FaBS will serve as USAID/Ethiopia's flagship private sector development project. Its value and duration is anticipated to be $25 million and five years respectively.

FaBS' goal is to substantially improve private sector competitiveness in general and financial intermediation in particular, as key drivers of sustainable economic growth and reduced poverty in Ethiopia. The program will focus on three objectives: broadening the financial sector, increasing private sector capability to effectively promote reform, and improve business development services for small and medium enterprises (SMEs).

Responsibilities:

Manage all aspects of FaBS including overall technical, administrative, operational, and logistical aspects of project to ensure that contract objectives are successfully achieved.Manage project staff to ensure effective teamwork and completion of project goals.Manage client relations through effective in person, written and verbal communications.Lead annual work plan development and manage project resources to ensure plan fulfillment.Coordinate and manage long and short-term technical assistance (both foreign and local) to ensure that individual project components work synergistically to achieve overall project goals.Foster effective relations with a broad range of government counterparts, financial institutions, associations, local organizations, donors and other project stakeholders.

Qualifications:

15 years experience successfully managing complex donor-funded development projects, including 10+ years experience in a key FaBS technical field (see below) and 10+ years experience working overseas in a developing country context.Proven technical skills in finance, business development services, business environment improvement, association and value chain development, and policy reform. (Experience applying technical skills to a rural and agricultural development context is highly preferred.)Master's degree in Business, Economics, Finance, or related field.Africa experience, particularly East Africa experience, is highly preferred.English fluency, written and oral, required.
