Purpose of the position/Job’s aim



The Grant Acquisition Manager will support Cordaid Ethiopia Country Office to strategically position itself, creating effective partnerships, analyzing and defining added value/ and transforming opportunities in concrete project proposals linking Cordaid thematic strategies and approaches to institutional donor requirements. Identifying trends and developments and the process of developing and writing high- quality project proposals and publishing materials, highlighting Cordaid’s achievements with Global Office and Cordaid Ethiopia thematic staff.



Responsibilities and Accountability Business Development & Grant Acquisition



· Identify funding opportunities and oversee development of effective grant project designs and proposals for submission to donors.



· Develop profiles of the generated leads and share with the appropriate people in the country office for joint follow up.



· Serve as proposal coordinator for high value proposals to ensure development of high-quality concept notes and proposals.



· Coordinate and lead the process of proposal development, bid management and writing high- quality project proposals and this include conducting research for anticipated opportunities, developing draft proposal sections, developing track record references to ensure high-quality proposals that meet the requirements of the donors.



· Monitor the competitive landscape, assess and test new approaches, conduct regular in-country donor strategy analysis and risk assessments, and update the Cordaid Ethiopia’s funding strategy.



· Lead in the development of capacity statement and track records.



· Advise program staff and program coalitions on suitable financing modalities.



· Build organizational understanding of new donors and contribute information for prioritization of emerging donors through research and external relationships.



· Ensure the oversight and management of the organizational pipeline opportunity system and account related database for the country office. Conceptualise with the team and design proposal for new project activities, amendments and extensions to current projects.



· Manage the entire process of the proposal development lifecycle. Identify proposal teams, outline roles and responsibilities of each team member and ensure that a complete, high-quality proposal is submitted on time.



· Ensure the pre-positioning of new opportunities, manage live proposal, coordinate and submit responses to questions, coordinate after-action internal reviews and gather feedback from donors on submitted proposals and action on the reviews and feedbacks respective, thereafter, support the handover to program managers.



· Negotiate and coordinate teaming agreements, memorandum of understanding and other relevant agreements with donors and potential implementing partners.



· Continuously document lessons & best practices of the country office fundraising efforts.



Donor Engagement



· Lead on development and implementation of a Donor Relationship Management Plan (DRMP) for each donor ensure to outline the required action points and timeline to achieve donor-specific goals. Identify and express Cordaid value proposition(s) for each donor.



· Build active relationships with potential donors, allies/partners. Ensure donor intelligence and community priorities/needs, create opportunities and position Cordaid for funding opportunities.



· Engage donors at strategic level on funding opportunities. Create and maintain a link and a strong bond between the donors and Cordaid and ensure the participation of technical and program teams in donor engagement fora (s).



· Identify new feasible models of partnerships.



· Ensure donor reporting, compliance standards and requirements are communicated to relevant thematic leads promptly. Attend to queries and address them timely.



· In liaison with the Country Director(s), facilitate the development of country specific Strategic Plans and Annual Reports to be shared with potential donors and government agencies.



Job Requirements



Qualifications and Experience



  1. Master’s Degree in International Development, Business Development or related Social Science.


  2. Good understanding of donor compliance and reporting mechanisms (in particular DFID, EU, World Bank and USAID) is an advantage.


  3. 5 -7 years of experience in international development and demonstrate a level of responsibility and accountability.


  4. Proven experience in organization strategic positioning, fundraising and acquisition of awards


  5. Successful track record of program development; proven and sustained success in raising restricted funds donors.


  6. Experience in coordinating and writing high value proposals to prioritized donors, editing office communication products and other professional materials.


  7. Experience in managing, negotiating and resolving highly complex tasks, awards and award- related issues in an effective manner.

UNOPS and the ECA have partnered together to deliver on a project that will put in place the critical business systems and services to enable the Economic Commission for Africa (ECA) to go beyond its current regular operations and effectively deliver on its Business Plan mandate of becoming Africa’s premier think tank. Five specific outcomes are foreseen, which are the results of the implementation plans of four corporate strategies introduced for communications, publications, knowledge management and ICT for Development. When attained, the outcomes will result in a sustainable increase in the visibility and impact of the organization’s work in the areas of policy research and knowledge delivery. Through cross-functional collaboration, the incumbent will closely work with Child Protection and other Technical Specialists to ensure and support sectorial integration, and information sharing. The successful candidate will also play a leadership role supporting and building the capacity of National Offices (NOs) staff and relevant stakeholders to increase impact and enable positive change for children and youths.



What will you do?

  • Contribute to develop, and revise Complementary Interventions (CIV) proposals submitted by National Offices (NOs) and gives relevant recommendations.

  • Guide and advise National Offices (NOs) in the delivery of high-quality and efficient Food Security interventions, using the appropriate systems and tools.

  • Work with other technical sectors to ensure that critical needs of children and youths are addressed comprehensively and that synergies are considered at the design phase.

  • Encourage the sustainable use of natural resources as part of the project design.

  • Together with the Monitoring, Evaluation Research and Learning (MERL) team, design and implement appropriate metrics, methodologies, and instruments, to measure program quality and impact.

  • Promote learning and evidence-based interventions among National Offices (NOs) and Frontline Church Partners (FCPs). Identify issues and concerns, using participatory processes to overcome implementation obstacles.

  • Co-facilitating shared learning around the Food Security domain through a global Community of Practice (CoP).

  • Provide on-demand technical advising to National Office (NOs) and accompany teams to strengthen strategies, interventions and outcomes.

  • Serves as a key leader to mentor, coordinate the identification of staff capacity and technical assistance needs, to support quality implementation of Food Security interventions.

CARE seeks a Chief of Party for the anticipated USAID-funded Feed the Future Highlands Resilience Activity. This procurement is expected to be a five-year cooperative agreement in the $50M+ range. The Chief of Party provides overall leadership and direction to the Highlands Resilience Activity consortium. The Highland Resilience Activity will support the graduation of Productive Safety Net Program (PSNP) clients by linking them with new on-farm, off-farm, and employment opportunities. The Activity will have a strong focus on improving access to finance for vulnerable highlands households and will be integrated into USAID's Resilience Food Security Activities (RFSAs) in five regions of Ethiopia. The position provides the vision and strategic leadership necessary to promote sustainable economic development and effective oversight and management of the overall program.



The Chief of Party leads and manages the Highlands Resilience Activity through a combination of technical oversight, management, and local capacity building, both for CARE's operational areas and with project partners. This includes personnel and financial management, administrative oversight, program quality assurance, management of the consortium coordination unit, and management of sub-agreements with consortium partners. The COP ensures close coordination and collaborative relations with USAID, serving as the project’s primary liaison with the Agreement Officer (AO) and the Agreement Officer Representative (AOR). The COP also works closely with various Government of Ethiopia (GOE) stakeholders involved in the Productive Safety Net Program, as well as micro-finance institutions and other non-governmental stakeholders and other donors implementing related programs. They ensure CARE's contribution to dissemination of program learning and achievements, and documentation of promising practices in programming within Ethiopia to assist PSNP households to graduate from poverty.



This procurement is expected to be released in May 2022. This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. This position will be based in Addis Ababa.



Primary Responsibilities:



  • The COP will lead the project, providing vision, direction, and technical guidance to and supervising staff and consultants fulfill the project’s strategic goals and objectives.

  • Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.

  • Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders, including the Agreement Officer and Agreement Officer’s Representation (AO/AOR).

  • Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures – ensuring consistency with project needs, applicable USAID policies and regulations, and relevant national policies and laws.

  • Build partnerships among international-, national- and community-level stakeholders

  • Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles. Ensure documentation and dissemination of findings, impact, innovations, and lessons learned, and utilize a collaborative and adaptive learning approach to the project cycle.

  • Establish and maintain formal and informal communication mechanisms with government, community partners and other stakeholders.

  • Participate in government coordination meetings at regional and national levels to discuss program related issues.

  • Keep up to date with developments of external programming of other agencies including best practices in-country and internationally and ensure CARE staff are applying these consistently in the Highlands Resilience Activity and other related programs.

  • Lead in documentation and coordination of information dissemination activities that share project achievements and results with the aim of influencing decision and policy-makers with regards to PSNP beneficiaries.

  • With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee M&E function, including preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.

  • Represent the project at high-level meetings, conferences, and other fora.

  • Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.

Required Skills:



  • Master’s degree in International Development, Agriculture/ Agronomy, Economics, Business, Public Health, Nutrition, Water and Sanitation Engineering, and/or related field, or equivalent combination of education and work experience. Additional years of experience may be substituted for a Master’s degree.

  • Minimum of 10 years of experience with livelihoods/food security, agricultural development and/or inclusive market systems programs with a market orientation.

  • Experience with rural development, food and nutrition security programming, livelihoods and market development, and/or natural resources management strongly preferred.

  • Previous Chief of Party, Deputy Chief of Party, or senior management experience on USAID-funded programs is required, including policies, regulations, and procedures.

  • Proven exceptional leadership in the design, management, implementation, and M&E of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.

  • Strong familiarity with USAID collaborating, learning, and adapting (CLA) principles and approaches preferred.

  • Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.

  • Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.

CARE seeks a Chief of Party for the anticipated USAID-funded Feed the Future Highlands Resilience Activity. This procurement is expected to be a five-year cooperative agreement in the $50M+ range. The Chief of Party provides overall leadership and direction to the Highlands Resilience Activity consortium. The Highland Resilience Activity will support the graduation of Productive Safety Net Program (PSNP) clients by linking them with new on-farm, off-farm, and employment opportunities. The Activity will have a strong focus on improving access to finance for vulnerable highlands households and will be integrated into USAID's Resilience Food Security Activities (RFSAs) in five regions of Ethiopia. The position provides the vision and strategic leadership necessary to promote sustainable economic development and effective oversight and management of the overall program.



The Chief of Party leads and manages the Highlands Resilience Activity through a combination of technical oversight, management, and local capacity building, both for CARE's operational areas and with project partners. This includes personnel and financial management, administrative oversight, program quality assurance, management of the consortium coordination unit, and management of sub-agreements with consortium partners. The COP ensures close coordination and collaborative relations with USAID, serving as the project’s primary liaison with the Agreement Officer (AO) and the Agreement Officer Representative (AOR). The COP also works closely with various Government of Ethiopia (GOE) stakeholders involved in the Productive Safety Net Program, as well as micro-finance institutions and other non-governmental stakeholders and other donors implementing related programs. They ensure CARE's contribution to dissemination of program learning and achievements, and documentation of promising practices in programming within Ethiopia to assist PSNP households to graduate from poverty.



This procurement is expected to be released in May 2022. This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. This position will be based in Addis Ababa.



Primary Responsibilities:



  • The COP will lead the project, providing vision, direction, and technical guidance to and supervising staff and consultants fulfill the project’s strategic goals and objectives.

  • Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.

  • Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders, including the Agreement Officer and Agreement Officer’s Representation (AO/AOR).

  • Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures – ensuring consistency with project needs, applicable USAID policies and regulations, and relevant national policies and laws.

  • Build partnerships among international-, national- and community-level stakeholders

  • Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles. Ensure documentation and dissemination of findings, impact, innovations, and lessons learned, and utilize a collaborative and adaptive learning approach to the project cycle.

  • Establish and maintain formal and informal communication mechanisms with government, community partners and other stakeholders.

  • Participate in government coordination meetings at regional and national levels to discuss program related issues.

  • Keep up to date with developments of external programming of other agencies including best practices in-country and internationally and ensure CARE staff are applying these consistently in the Highlands Resilience Activity and other related programs.

  • Lead in documentation and coordination of information dissemination activities that share project achievements and results with the aim of influencing decision and policy-makers with regards to PSNP beneficiaries.

  • With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee M&E function, including preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.

  • Represent the project at high-level meetings, conferences, and other fora.

  • Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.

Required Skills:



  • Master’s degree in International Development, Agriculture/ Agronomy, Economics, Business, Public Health, Nutrition, Water and Sanitation Engineering, and/or related field, or equivalent combination of education and work experience. Additional years of experience may be substituted for a Master’s degree.

  • Minimum of 10 years of experience with livelihoods/food security, agricultural development and/or inclusive market systems programs with a market orientation.

  • Experience with rural development, food and nutrition security programming, livelihoods and market development, and/or natural resources management strongly preferred.

  • Previous Chief of Party, Deputy Chief of Party, or senior management experience on USAID-funded programs is required, including policies, regulations, and procedures.

  • Proven exceptional leadership in the design, management, implementation, and M&E of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.

  • Strong familiarity with USAID collaborating, learning, and adapting (CLA) principles and approaches preferred.

  • Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.

  • Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.

  • Experience recruiting, developing, and managing staff and teams.

  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.

  • Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming. Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).

  • Experience managing required programmatic and financial reporting requirements.

  • Fluency in English is required (spoken and written).

  • Ability to travel within Ethiopia as required and as security conditions allow.

The surge roles will fill appropriate staffing gaps in Country Programmes in both development and humanitarian contexts, as well as providing additional support to an existing team at a time of managing an external crisis. This may require deployments to support specific time-bound processes in country offices, the provision of remote surge and/or on-site managerial capacity in roles such as Programme Manager or Country Director. While working in a surge capacity you will be responsible for the development and effective management of Trócaire country programmes in line with organisational and country specific strategies, policies and procedures. Deployments may range from several weeks to several months and the role requires a high level of flexibility.

The role is expected to support different programme locations either remotely or deployed, deployment durations will vary and would be up to a maximum of 9 months continuously over a 12-month period. If a role is deployed to a country where R&R applies this will also be available to the surge role to manage rest and recuperation. Surge roles will have up to 8 weeks annual leave that can be used between deployments.
Reporting to the Director of International overall and between deployments, and to the relevant Head of Portfolio or Country Director while on deployment in a Country Director/Programme Manager capacity. This is a 2-year fixed term contract and can be based in any Trócaire office /location.

Key Duties & Responsibilities
While key duties and responsibilities will be deployment dependent; they are likely to cover the following areas:



Leadership
• Provide strategic vision and direction for the country programme based on existing strategy
• Model the behaviours and values expected of Trócaire staff and expressed in our Strategic Framework.
• Work with and support the Country Management Team as required.
• Lead on in-country networking and representation with government, donors, NGOs, INGOs, networks and the Catholic Church / Caritas.
• Provide leadership and foster collaboration with other actors (NGOs, INGOs,UN agencies, donors, networks, host government etc.) in order to increase networking & opportunities for collaboration.
• Lead on advocacy at a country level and on defining advocacy messages for use internationally.



Programmes
• Manage country programmes in line with organisational policies and procedures, and with external standards.
• Provide support to programme staff in the ongoing delivery of their work including the development of programmes, reports and funding applications.
• Provide support for effective delivery and monitoring of grants in line with donor commitments.
• Provide leadership to teams to be deployed to an onset emergency.
• On-going development and management of the funding strategy for the country programme.
• Maintaining an awareness of the current and potential future economic, political and social situation within the country and region.



Security & Safeguarding
• Overall responsibility for security management: ensuring that the security situation is reviewed constantly, security plans are in place and updated as necessary, and that staff are aware of security procedures and comply with them.
• As required, lead and/or support incident management and Crisis management as per security policies and country level protocols
• Management of visits/visitor requirements and pre-travel security briefings
• Ensure safeguarding policies are adhered to and that complaints handling mechanisms are in place and operational whilst directly manage sensitive complaint with the support of the Head of Safeguarding.



Staff Management, Finance, Logistics & Systems
• Provide general management support to direct reports. including ensuring performance management is undertaken, staff development opportunities identified and on the job training and support provided as required and as relevant.
• Ensure that support systems (IT, Finance, HR/Administration, Salesforce & Agresso) are in place and functioning in accordance with good practice and organisational policy and procedures.
• Provide oversight to the finance function within the country programme with overall responsibility for ensuring budget controls and reporting are in place and adhered to
• Overseeing the HR function within the country programme and ensuring that policies and procedures reflect global policies.



Portfolios and Divisional projects support
• Support across different thematic portfolios: Fragile and Conflict Affected Countries, Human Rights, Climate & Gender.
• When not deployed overseas or providing remote surge support the operational division with ongoing projects;
• Strengthening/developing systems;
• KPI revisions;
• HR projects;
• Progressing policy development;
• Support to other items/issues that the Director of the International Division (DoID) and the Heads of Portfolio (HoPs) do not always have time to progress but which are essential to enhance country operations.



Communication and organisational engagement
• Ensure regular communication with the relevant Heads of Portfolio or surge manager when deployed.
• Maintain ongoing communication with relevant organisational function managers including programmes, finance, humanitarian and security, while on deployment.
