As part of its Public Policy Practice, Altai Consulting seeks skilled candidates for a Team Leader/ Senior Project Manager position based in Addis Ababa, Ethiopia, to oversee quality and timely delivery of Altai’s strategy, research and M&E projects in the Ethiopia and the East Africa region.

Context

Altai Consulting supports the FCDO-funded Ethiopia Migration Programme (EMP) with a variety of services including seconding a MEAL Manager, conducting Operational and Programmatic Research, and maintaining a ‘Real Time Learning’ online database for storing and visualising the MEAL data.

The EMP is approaching its final year of programming and is looking to increase its research and M&E capacity to provide targeted research to support FCDO following on from the programme, maintain current atmospheric reporting and provide the programme with ongoing programmatic research and MEAL support. MEAL will be of particular importance as the programme comes to a close, to ensure that outcomes, impacts and lessons learnt are adequately captured.

Job Description

The MERL Lead will oversee EMP’s research and MEAL teams, and will report directly to the EMP Chief of Party (CoP) and Altai’s Ethiopia Country Manager. Responsibilities include:

• Developing EMP’s MERL vision for the year, in coordination with the CoP, and ensuring it is actioned throughout the year.




• Leading the research and MEAL teams (team of 4-5 people), including:

o Ensuring all products align with programme requests and needs;

o Supporting with research and M&E design;

o Supporting analysis of quantitative and qualitative data;

o Providing quality assurance and oversight of all deliverables;

o Identifying, recruiting, and managing field teams to conduct quantitative and qualitative data collection;

o Identifying, recruiting, and managing subject matter experts who contribute to technical aspects of projects.

• Providing overall project oversight, including:

o Supporting the Project Manager with managing the project budget, resourcing and timelines;

o Managing partner relationships, including regular check-ins with the Project Management Unit;

o Ensuring the provision of high-quality services by Altai Consulting, whilst maintaining commercial oversight of the project, including regular check-ins with Altai Management.

Requirements

• Minimum 5 years of Post Qualification Experience with 3 years working as a Project Manager in a similar context.




• Experience managing or supporting multi-year research, monitoring, evaluation and learning projects.




• Experience in providing programmatic research.




• Experience developing research and M&E methodologies (preferably in the field of migration).




• Experience overseeing budgets and resourcing.




• Experience managing international and national teams (including performance reviews, career development, etc.) and managing corporate partnerships.




• Knowledge of migration and displacement contexts in Ethiopia and East Africa.

Purpose of the position/Job’s aim

The PBF Finance Controller is responsible to maintain overall budget control and monitor cash flows and expenditures of the PBF project budgets. S/he oversees the financial operations of PBF projects and ensures timely and accurate financial reports and practices including cash management and financial disbursements.

Responsibilities and Accountability

Project Budgets

Develops project budgets and ensures that cost recovery is guaranteed and the correct Cordaid tools, data and forms are being used. Monitor the revision of programme budgets and coordinate any proposed revisions. Supports cost extension requests as and when needed in collaboration with the Programme Manager and the Finance and Operations Manager. Provides technical advice and input on implementation, close out procedures.

Budget Control

Pro-actively interacts with budget holders about cash flow management within projects and ensures to follow the internal control regulations. Supports monitoring and advice provision on PBF budget absorption for the operational cost, per indicator and on the pricing of the indicator. Prepares budget performance report which include reporting on the indicator’s performance, financial analysis per indicator, per clinic and subsidy utilization.

Quality Review and Payments

Reviews the consolidated invoices and supporting documents submitted by the Data Expert and prepares for the release of funds to the contracted Health Facilities, Woreda Health Offices, Zonal Health Department and Community Based Organizations’ bank accounts as per the approved standing instruction. Conduct reconciliation of payments and submit a trend analysis report of the payments for review and planning purpose.

Finance Management and Budget Monitoring

Reviews the expenditures on shared cost budget % allocated to the programme and ensure that this cost is budgeted for. Consolidates and reviews the budgeted versus actual expenditure reports, and ensure adherence to restrictions on line item expenditure. Ensures that all identified discrepancies and/or ineligible expenditures and/ or misallocation and/or payment of unauthorized amounts are clarified timely addressed.

Financial & Project Implementation

Conducts budget analysis and submits financial reports of projects assigned to him/her. Facilitates the use and submission of monthly, quarterly workplans and budget forecast to support a controlled finance utilization. Reviews the donor and management comments or feedback, addresses to meet the reporting standards. Assesses and action on the financial management reviews and submits recommendations.

Improved Programme Budgets

Identifies bottlenecks in the budgets and operational activities of the programme and advice on financial improvements and adherence to the financial rules and regulations. Provides technical advice, including indicator costing and subsides projection and operational guidance on innovative approaches to project financing, risk identification, analysis, mitigation, monitoring and use of financing structures.

Administrative Oversight and Management

Provides technical and administrative support to PBF field offices regarding the finance and administrative activities by conducting field visits, among others. Identifies and addresses knowledge and skills gap realized at field level and support the staff through coaching and training.

Compliance Procedures

Prepares, reviews and maintains a programme report tracking system to ensure that all reporting deadlines are met, including donor and project milestones, tracking expenditures against budget and advise the budget holders of any changes. Supports the process of ensuring PBF Program operations to ensure compliance with all stakeholders to the project, the government, donor and the organization rules, regulations, and policies, ethics and integrity and achievement of results. Provide guidance and ensure that all project staff is aware and sensitized on the compliance to the standards and guidelines of the project requirements.

Audit

In collaboration with the Senior PBF Finance Controller, supports audit preparation and ensure that relevant information is transmitted timely to the auditors and assist on post- audit activities such as audit trail and implementation of audit recommendation through an action plan.

The Collaboration, Learning and Adaption (CLA) Team Leader is part of the Resilience in Pastoral Areas (RIPA) South project that will improve resilience to enhance food security and inclusive economic growth for pastoralist and agro-pastoralist communities. The program also aims to reduce undernutrition among women and children, improve the Disaster Risk Reduction (DRR) capacity of government at all levels and improve women’s empowerment. RIPA strategies focus on systems change, with a strong learning component to ensure interventions are adapted per the latest analysis and research.

The CLA Team Leader is a key personnel position for the project and is responsible to coordinate the development, refinement and implementation of RIPA’s CLA strategy, including managing a team of CLA staff who support the project team’s efforts to capture and use relevant knowledge and evidence to guide program strategy, support adaptive management and continuous improvement, and advance learning.

Qualifications

• Undergraduate degree in a related discipline and a minimum of four years of related work experience or a minimum of eight years of related work experience.


• Demonstrated professional experience in project management, CLA and/or knowledge management and learning; project management certification preferred


• Relevant programmatic expertise in business management, food security, agriculture, nutrition, disaster risk reduction, and/or crisis response


• Experience with scrum/agile management approach highly desirable, including solid understanding of agile management and continuous improvement principles. Experience working with agile CRM software/services such as Knack, Jira, Pipedrive, Act! Salesforce, etc. highly desirable


• Understanding of the pastoral and agro-pastoral context highly preferred

• Contribute to the development of a knowledge management repository/system to ensure program information, best practices, and evidence are accessible to all staff and partners


• Ensure the organization and maintenance of comprehensive electronic files for project documents including partner/sub-recipient information on the Shared Drive


• Working with the COP and relevant component leads, coordinate the submission and review of monthly internal reports; compile, review and edit quarterly donor reports in coordination with HQ; and support government reports/agreements as needed/requested.


• Support effective communication and coordination with relevant HQ departments including programs, compliance, and regional program management units.


• Support effective and polished professional communications with external audiences as appropriate.

Other: Representation and Special Tasks

• Coordinate the work of the RIPA South component leads to ensure all deadlines are met on time and that all products are of high quality.


• At the request of the senior management, represent COP at relevant coordination meetings and relay important information from those meetings to relevant staff as appropriate.


• Support collaboration efforts with the RIPA North Activity; including but is not limited to coordinating and planning learning sessions, maintaining a common learning agenda, and having shared indicators, measurement, tools, and approaches.


• Actively engage in advancing Global Communities’ mission, vision, and values, including advancing collaboration, continuous improvement, and innovation throughout the project

POSITION SPECIAL RESPONSIBILITIES:

• Position is expected to travel 20% of the time within Ethiopia.


• Position will be responsible for supervising several staff on the RIPA team

• Demonstrated skills in data management for the purpose of data use, i.e., skills in data management systems, analytics, data visualization, data presentation platforms, and user-centered system design


• Excellent stakeholder management skills and demonstrated ability to foster collaboration internally between CLA and program teams, with partners, and external stakeholders


• Excellent writing, editing, presentation, public speaking, and communication skills


• Demonstrated ability to synthesize, summarize and present complex information in a simple and user-friendly ways for non-M&E audiences.


• Proven leadership skills and demonstrated experience developing, mentoring, and building the capacity of staff and partners.


• Excellent facilitation and training skills


• Excellent analytical and self-motivation skills; excellent advocacy and persuasion skills; able to think critically, systems-thinker.

Qualifications

• Undergraduate degree in a related discipline and a minimum of four years of related work experience or a minimum of eight years of related work experience.


• Demonstrated professional experience in project management, CLA and/or knowledge management and learning; project management certification preferred


• Relevant programmatic expertise in business management, food security, agriculture, nutrition, disaster risk reduction, and/or crisis response


• Experience with scrum/agile management approach highly desirable, including solid understanding of agile management and continuous improvement principles. Experience working with agile CRM software/services such as Knack, Jira, Pipedrive, Act! Salesforce, etc. highly desirable


• Understanding of the pastoral and agro-pastoral context highly preferred


• Experience in Ethiopia highly preferred, or experience working in similar contexts


• Experience working with USAID programs highly preferred


• Native or advanced professional-level fluency in English (verbal and written) required
