As part of its Public Policy Practice, Altai Consulting seeks skilled candidates for a Team Leader/ Senior Project Manager position based in Addis Ababa, Ethiopia, to oversee quality and timely delivery of Altai’s strategy, research and M&E projects in the Ethiopia and the East Africa region.



Context



Altai Consulting supports the FCDO-funded Ethiopia Migration Programme (EMP) with a variety of services including seconding a MEAL Manager, conducting Operational and Programmatic Research, and maintaining a ‘Real Time Learning’ online database for storing and visualising the MEAL data.



The EMP is approaching its final year of programming and is looking to increase its research and M&E capacity to provide targeted research to support FCDO following on from the programme, maintain current atmospheric reporting and provide the programme with ongoing programmatic research and MEAL support. MEAL will be of particular importance as the programme comes to a close, to ensure that outcomes, impacts and lessons learnt are adequately captured.



Job Description



The MERL Lead will oversee EMP’s research and MEAL teams, and will report directly to the EMP Chief of Party (CoP) and Altai’s Ethiopia Country Manager. Responsibilities include:



  • Developing EMP’s MERL vision for the year, in coordination with the CoP, and ensuring it is actioned throughout the year.


  • Leading the research and MEAL teams (team of 4-5 people), including:


o Ensuring all products align with programme requests and needs;



o Supporting with research and M&E design;



o Supporting analysis of quantitative and qualitative data;



o Providing quality assurance and oversight of all deliverables;



o Identifying, recruiting, and managing field teams to conduct quantitative and qualitative data collection;



o Identifying, recruiting, and managing subject matter experts who contribute to technical aspects of projects.



  • Providing overall project oversight, including:

o Supporting the Project Manager with managing the project budget, resourcing and timelines;



o Managing partner relationships, including regular check-ins with the Project Management Unit;



o Ensuring the provision of high-quality services by Altai Consulting, whilst maintaining commercial oversight of the project, including regular check-ins with Altai Management.



Requirements



  • Minimum 5 years of Post Qualification Experience with 3 years working as a Project Manager in a similar context.


  • Experience managing or supporting multi-year research, monitoring, evaluation and learning projects.


  • Experience in providing programmatic research.


  • Experience developing research and M&E methodologies (preferably in the field of migration).


  • Experience overseeing budgets and resourcing.


  • Experience managing international and national teams (including performance reviews, career development, etc.) and managing corporate partnerships.


  • Knowledge of migration and displacement contexts in Ethiopia and East Africa.


  • Willingness to relocate full-time to Addis Ababa, Ethiopia.

Purpose of the position/Job’s aim



The PBF Finance Controller is responsible to maintain overall budget control and monitor cash flows and expenditures of the PBF project budgets. S/he oversees the financial operations of PBF projects and ensures timely and accurate financial reports and practices including cash management and financial disbursements.



Responsibilities and Accountability



Project Budgets



Develops project budgets and ensures that cost recovery is guaranteed and the correct Cordaid tools, data and forms are being used. Monitor the revision of programme budgets and coordinate any proposed revisions. Supports cost extension requests as and when needed in collaboration with the Programme Manager and the Finance and Operations Manager. Provides technical advice and input on implementation, close out procedures.



Budget Control



Pro-actively interacts with budget holders about cash flow management within projects and ensures to follow the internal control regulations. Supports monitoring and advice provision on PBF budget absorption for the operational cost, per indicator and on the pricing of the indicator. Prepares budget performance report which include reporting on the indicator’s performance, financial analysis per indicator, per clinic and subsidy utilization.



Quality Review and Payments



Reviews the consolidated invoices and supporting documents submitted by the Data Expert and prepares for the release of funds to the contracted Health Facilities, Woreda Health Offices, Zonal Health Department and Community Based Organizations’ bank accounts as per the approved standing instruction. Conduct reconciliation of payments and submit a trend analysis report of the payments for review and planning purpose.



Finance Management and Budget Monitoring



Reviews the expenditures on shared cost budget % allocated to the programme and ensure that this cost is budgeted for. Consolidates and reviews the budgeted versus actual expenditure reports, and ensure adherence to restrictions on line item expenditure. Ensures that all identified discrepancies and/or ineligible expenditures and/ or misallocation and/or payment of unauthorized amounts are clarified timely addressed.

Provides technical and administrative support to PBF field offices regarding the finance and administrative activities by conducting field visits, among others. Identifies and addresses knowledge and skills gap realized at field level and support the staff through coaching and training.



Compliance Procedures



Prepares, reviews and maintains a programme report tracking system to ensure that all reporting deadlines are met, including donor and project milestones, tracking expenditures against budget and advise the budget holders of any changes. Supports the process of ensuring PBF Program operations to ensure compliance with all stakeholders to the project, the government, donor and the organization rules, regulations, and policies, ethics and integrity and achievement of results. Provide guidance and ensure that all project staff is aware and sensitized on the compliance to the standards and guidelines of the project requirements.



Audit



In collaboration with the Senior PBF Finance Controller, supports audit preparation and ensure that relevant information is transmitted timely to the auditors and assist on post- audit activities such as audit trail and implementation of audit recommendation through an action plan.



Qualification, Skills and Knowledge

  2. At least 5 years’ experience in project financial management support;

Purpose of the position/Job’s aim



The PBF Finance Controller is responsible to maintain overall budget control and monitor cash flows and expenditures of the PBF project budgets. S/he oversees the financial operations of PBF projects and ensures timely and accurate financial reports and practices including cash management and financial disbursements.



Responsibilities and Accountability



Project Budgets



Develops project budgets and ensures that cost recovery is guaranteed and the correct Cordaid tools, data and forms are being used. Monitor the revision of programme budgets and coordinate any proposed revisions. Supports cost extension requests as and when needed in collaboration with the Programme Manager and the Finance and Operations Manager. Provides technical advice and input on implementation, close out procedures.



Budget Control



Pro-actively interacts with budget holders about cash flow management within projects and ensures to follow the internal control regulations. Supports monitoring and advice provision on PBF budget absorption for the operational cost, per indicator and on the pricing of the indicator. Prepares budget performance report which include reporting on the indicator’s performance, financial analysis per indicator, per clinic and subsidy utilization.



Quality Review and Payments



Reviews the consolidated invoices and supporting documents submitted by the Data Expert and prepares for the release of funds to the contracted Health Facilities, Woreda Health Offices, Zonal Health Department and Community Based Organizations’ bank accounts as per the approved standing instruction. Conduct reconciliation of payments and submit a trend analysis report of the payments for review and planning purpose.



Finance Management and Budget Monitoring



Reviews the expenditures on shared cost budget % allocated to the programme and ensure that this cost is budgeted for. Consolidates and reviews the budgeted versus actual expenditure reports, and ensure adherence to restrictions on line item expenditure. Ensures that all identified discrepancies and/or ineligible expenditures and/ or misallocation and/or payment of unauthorized amounts are clarified timely addressed.

The Collaboration, Learning and Adaption (CLA) Team Leader is part of the Resilience in Pastoral Areas (RIPA) South project that will improve resilience to enhance food security and inclusive economic growth for pastoralist and agro-pastoralist communities. The program also aims to reduce undernutrition among women and children, improve the Disaster Risk Reduction (DRR) capacity of government at all levels and improve women’s empowerment. RIPA strategies focus on systems change, with a strong learning component to ensure interventions are adapted per the latest analysis and research.



The CLA Team Leader is a key personnel position for the project and is responsible to coordinate the development, refinement and implementation of RIPA’s CLA strategy, including managing a team of CLA staff who support the project team’s efforts to capture and use relevant knowledge and evidence to guide program strategy, support adaptive management and continuous improvement, and advance learning.

  • Support the regular review and updating of the CLA Framework and Plan for the project, in close collaboration with COP and Technical Leads.

  • Work closely with project leadership to integrate CLA activities into the project workplan, M&E system, and into job descriptions and individual performance goals.

  • Manage the design and application of the Agile management approach to RIPA, providing guidance, capacity building and training for all program staff on agile management. Manage and train scrum masters for the project; serve as scrum master for the Addis-based members of the project team.

  • Collaborate closely with the MEL team to ensure alignment of MEL systems and activities with CLA strategy, including the analysis and utilization of program monitoring data and implementation of priority studies and activities in the program’s resilience learning agenda

  • Support engagement with partners for collaboration and learning opportunities on a regular basis.   • Coordinate the operational, financial, and programmatic monitoring and support of all RIPA consortium partners; Lead the development of partner templates and contracts/agreement modifications in consultation with HQ; Ensure that partners meet all contractual requirements as listed in their subgrant agreements.

  • Lead the annual mapping of potential partners for development, emergency response, with a particular emphasis on local organizations; update the potential partner tracker/ database periodically, as needed.

  • Develop and manage implementation of a CLA-capacity strengthening strategy for program staff and partners, including CLA focal points within partner organizations. Tearfund in Ethiopia is looking for a competent and experienced Senior Projects Coordinator. The Senior Projects Coordinator (SPC) is responsible for the planning, implementation, monitoring and evaluation of project activities and provides support to partner organisations for successful implementation of the activities.



Tearfund is a UK based, Christian INGO working in over 45 of the poorest countries around



the world, to lift people out of poverty, using local partners and churches wherever possible.



Key to our success are our values and characteristics, and the dedication and professionalism of Tearfund staff and partners in the countries we work. Tearfund has been working in Ethiopia since the 1970s. Along with our in-country partners, we have supported the establishment and development of more than 20,000 self-help groups (SHGs) across 50 locations in Ethiopia, as a sustainable, holistic approach to fighting poverty and its manifestation.



With the massive humanitarian needs in the country and on-going development work implemented by Tearfund Ethiopia, the Senior Projects Coordinator will lead primarily the emergency responses through the partners in all of Ethiopia. Leading the project will include the crucial project monitoring to ensure project quality. The Senior Projects Coordinator will be managed by the Quality Assurance and Program Management Lead (QAPML). In the absence of the QAPML, the SPC leads the Program Management team.
