Merlin International Profile

Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background

In October 2002 MERLIN was invited by the Ethiopian Ministry of Foreign Affairs to conduct a health needs assessment in the context of the most recent drought and the crisis in the health sector. In 2003, Merlin began operations in Ethiopia. Since then programs carried out in different areas of the country have focused mainly on primary health care (PHC) support, malaria prevention, response to Acute-Watery-Diarrhea (AWD) outbreaks, Water-Hygiene-Sanitation (WASH) interventions, and the capacity building for health staff.

Currently, more than 120 MERLIN health and support staff works along with our Ministry of Health (MoH) colleagues in 9 districts of two regions, which are heavily affected by poverty, droughts and internal conflict.

MERLIN’s Primary Health Care interventions in Ethiopia are implemented through a direct assistance to the MoH on its different administrative levels. We are supporting health posts, centers and a district hospital through technical and administrative know-how transfer and material support. In places where the population doesn’t have access to any kind of health facility Merlin’s medical teams provide curative and preventive services through their mobile clinics.

This includes basic health care consultations and care, immunization (EPI), reproductive health (ANC, safe delivery, training of TBAs, PNC), child health including nutritional screening and treatment, health education at facility and community level as well as the strengthening of the referral system to adequate health facilities. Further MERLIN provides the needed essential drugs, increases the diagnostic capacity, helps to strengthen the epidemiological surveillance, and to develop an emergency preparedness and response system on health facility and community level applying a risk reduction approach. The promotion and distribution of LLITN (long-lasting-insecticide-treated-mosquito-nets), appropriate treatment and health education are our main tools in the prevention of Malaria.

MERLIN considers the training of health staff as one of its most important project components to improve health service delivery to vulnerable populations in emergency situations but also in the long-run to increase the resilience of these communities. Training contents are MoH/WHO treatment protocols, health system management and medical data collection and analysis procedures (HIMS). In light of the still high HIV prevalence in the country the instruction on universal precautions (UP) at health facility level is a standard component of all programs.

In case of epidemic outbreaks (e.g. measles or cholera) Merlin organizes the immediate response (vaccination campaigns, treatment centers, hygiene promotion etc.) together with our MoH partners.

MERLIN is aware about the paramount importance of hygiene education and the need for interventions, which use a participatory approach and involve the respective communities. In this sense MERLIN promotes the construction and use of latrines at household level and supports health facilities in the rehabilitation and improvement of existing sanitation facilities.

At the same time the organization supports communities, health facilities and local authorities with technical know-how and material resources in the construction or rehabilitation of existing water sources such as boreholes, wells, rain harvesting systems or spring catchments.

Current interventions

In Oromiya Region Merlin is providing emergency primary health care and nutrition services to 380,000 people in 6 Woredas in Eastern Bale Zone through a combined mobile clinic and health post support approach. In parallel and in the same area a Merlin team of Engineers and Health Educators started last year to work on improvements of the water and sanitation situation of the population, whilst health and hygiene education is provided to communities.

In Somali Region we started working in 2008 in 3 Woredas of Gode Zone. Merlin is implementing an emergency health care programme with a CMAM integrated nutrition programme. In addition and considering severe shortfalls in reproductive and children health care in Gode’s District Hospital Merlin is increasing its support in secondary health care level.

An application for a new project within the Borena Zone in Oromiya region is expected to be confirmed shortly, this would result in a third project site for Merlin Ethiopia.

Outlook

Whilst continuing to respond to epidemic and nutritional emergencies throughout the country Merlin will engage further with the Ministry of Health and develop longer-term strategies to tackle the health crisis in certain parts of Ethiopia. In this sense a 2-years health system development plan will soon be shaped with the Somali Regional Health Bureau and similar initiatives might follow in other parts of the country. In order to achieve more comprehensive and effective interventions partnerships with suitable national and international partners will be developed.

Main purpose of the role

The Country Director will provide overall leadership, strategic direction and operational management in line with Merlin’s vision and objectives as set out in the Strategic Plan for Ethiopia. The Country Director will also assume responsibility for the smooth running and development of Merlin programs through analysis of the humanitarian and transitional context, needs assessments and appropriate responses. The post also includes responsibility for identifying and securing donor funding and an expectation to increase Merlin’s profile through representation to external actors and advocacy on behalf of vulnerable populations.

Overall Objectives (scope)

• Provide leadership and representation for Merlin Ethiopia Country Program
• Review periodically country program strategy and ensure its timely implementation.
• Ensure a human resource plan is in place for the management and support of all program staff
• Support, develop and implement annual work plans for the country and all project sites

Introduction:
Save the Children UK has been operational in Ethiopia since 1973 and the organisation has developed into one of the largest international NGOs in the country. Currently Save the Children UK operates a programme that involves work in both development and humanitarian relief, and the relationship between. Programmes encompass four thematic areas: Hunger Reduction, Health and HIV/AIDS, Education, and Emergencies. Save the Children UK works to ensure quality programming on the ground forms the basis upon which to advocate for changes in policy and practice by key duty-bearers at regional, national and global levels.

The Save the Children UK Ethiopia Country Programme is organised into four departments: Policy and Programmes, Programme Operations, Finance and Grants, and Human Resources & Administration. The Head of Nutrition is housed within the Policy and Programmes department. The purpose of this department is to guide change for children in all programmatic areas, and through successful advocacy and communication of evidence-based learning, to contribute to the achievement of the organisation’s global and national objectives.

Job Purpose:
This is an exciting time to be joining Save the Children in Ethiopia. Save the Children UK has a long-standing reputation for innovative work in nutrition (in Ethiopia and globally) and now is the opportunity to shape the future direction, scope and scale of the nutrition work. The postholder will also have the opportunity and responsibility to build the contribution and profile of the nutrition work within Save the Children’s EVERY ONE campaign, both in Ethiopia and globally.

The Head of Nutrition in Ethiopia is responsible for leading the Nutrition and related food security programme of Save the Children UK in Ethiopia. S/he will be expected to play a leading role in designing and growing our nutrition programme work, and producing and utilising high quality research and advocacy to influence government policy and practice. This is a management position and is responsible for managing technical managers as well as some project managers.

The post holder will be responsible for ensuring that key organisational principles and approaches (such as child participation) are well integrated throughout the project cycle and in advocacy. The post holder will also be responsible for ensuring that lessons derived through implementation of projects are well articulated, documented and disseminated both internally and externally and fed into strategic development of the hunger reduction portfolio.

Key accountabilities:
Strategic Programme Development
• Provide overall leadership for the strategic development and implementation of Save the Children UK’s Nutrition and related food security programme. This includes leading the development of strategic plans and fundraising for the portfolio of projects, research and initiatives required for achievement of strategic objectives and outcomes. This requires ambitious and innovative thinking and the ability to negotiate multiple internal and external positions and viewpoints to ensure a common vision and concrete actions are achieved. One key programme is the Productive Safety Net Programme, being implemented by Save the Children UK in both highland and pastoral areas, and the links to other nutrition related complementary programming.
• Lead the Nutrition contribution to annual operational planning and regular internal programme planning and review meetings, as well as related inputs to quarterly and annual Save the Children UK reports.
• Serve as the thematic focal point for regular liaison and communication with relevant staff in Ethiopia, at the Save the Children UK Regional Office and head office in London. Ensure proposed work in country is understood, in line with, and contributes to the fulfilment of global objectives and advocacy efforts. Identify technical support requirements, inclusive of field visits, as and when necessary.
• Document and communicate programme achievements against agreed strategic objectives and milestones for a wide range of internal and external audiences. Ensure the nutrition and food security key strategic documents are understood and internalised by those who are either contributing to the evidence base or responsible for representation of organisational objectives at district, regional or national level.
• Within the Policy and Programmes department, actively communicate and coordinate with the other section heads and relevant technical managers to ensure an integrated approach across themes.
• Serve as the senior thematic lead for all relevant external representation requirements on nutrition.
Policy Analysis, Policy Engagement and Advocacy for Policy Change
• Develop policy briefs and position papers related to the nutrition programmes, ensuring the inclusion of technical input from the relevant technical and project managers.
• Support the implementation of the Hunger Reduction Advocacy Plan, the purpose of which is to positively influence duty-bearers to change the lives of children. Direct nutrition and food security-related advocacy efforts (objectives, messages, targets, approaches), and manage the achievement of each specific objective. Determine and oversee key advocacy opportunities, methods and events to support advocacy objectives, taking advantage of key opportunities in Ethiopia.
• Regularly assess and communicate the implications for Save the Children UK’s programme and priorities of any changes in the operating environment relevant to this theme in close collaboration with the relevant technical staff.
• Support the development and implementation of the nutrition-related components of the EVERY ONE Campaign Plan, under the overall leadership of the Ministry of Health.
• Identify and develop good relations with all key stakeholders in the sector, particularly those government departments and donors identified as key in achieving agreed Save the Children advocacy outcomes.
• Lead in networking and articulating Save the Children UK’s position, policy and strategy in national forums and meetings. Engage in key debates related to issues covered in advocacy plans, in coordination with technical managers and other relevant staff.

Programme Effectiveness:
• Ensure projects and research are technically managed to a high standard. This involves both direct technical support, as well as supervision of Technical Managers to provide support to projects at key stages in the project cycle. The minimum support requirements are detailed in the Technical Managers job description and include the development of realistic and timely M&E plans, detailed implementation plans, and conducting baseline and endline evaluations.
• Ensure that regular field based project review meetings take place and are attended by the relevant technical managers. At these meetings the technical support and capacity building needs of project staff should be identified and agreed between the Technical Manager and Project Manager.
• Ensure that Technical Managers guide project staff in the use of key generic and Save the Children tools and guidelines to ensure the quality of work. These include among others, child participation, child right programming and mainstreaming of gender, diversity and HIV/AIDS. Particular emphasis should be on ensuring that children are actively involved and participate in all stages of project cycle management.
• Oversee the recruitment and subsequent management of external consultants (local or international) who are contracted to technically support projects, in collaboration with relevant project managers, and in accordance with the consultancy guidelines. At times directly manage such consultants.
• Lead the development of evidence-based learning to support advocacy objectives and overall implementation of the nutrition programme. Ensure that lessons learned are properly documented, effectively disseminated and, where appropriate, incorporated into wider advocacy initiatives (cross-theme as well as globally).
Strategic Fundraising
• Analyze donor priorities and positions on issues related to nutrition. In collaboration with Save the Children UK headquarters and other relevant Ethiopia based staff, identify institutional and other funding opportunities. Develop and maintain contacts with relevant staff of current and potential donors, partners and key technical agencies, in coordination with the Policy and Programmes Director and other relevant staff.
• Identify funding opportunities to explore with other stakeholders and consortia, including multi-country and inter-agency proposals to expand and strengthen evidence based and to advance advocacy and policy change objectives.
•Build on technical knowledge, research and current/previous programming to lead development of proposals for new programme initiatives or projects in close coordination with the relevant technical and project staff. This includes all aspects of proposal development, such as concept notes, grant amendments, etc.
• Ensure quality of donor reports through periodic review of such reports and make recommendations on how these reports could be improved. Provide support where necessary to improve report writing skills.
• Support donor meetings and visits. This can include, but is not limited to, briefings, relevant programme materials, field travel, etc.
Staff and Budget Management
• Manage the technical managers required to support all aspects of this thematic sector.
• Manage project staff as required.
• Develop and manage budgets for staff under line management, advocacy, consultancies and research, as required.

TERMS OF REFERENCE FOR FAMILY TRACING, REUNIFICATION AND REINTEGRATION CONSULTANT

Duty Station: Addis Ababa/Ethiopia and to work in five other regions (Addis Ababa, SNPR, Oromia, Amhara, Harari, Dire Dawa)

Reporting to: UNICEF, ADPH section, co reporting to National alternative care inter-ministerial technical working group, under the coordination of the Ministries of Women, Children and Youth Affairs and Ministry of Justice

SCOPE OF WORK

Under the technical guidance of the Child Protection Specialist, ADPH Section, the consultant shall work with the national alternative care inter-ministerial technical working group to facilitate the deinstitutionalization of children currently living in 45 child care institutions. The consultant will also train counterparts in the appropriate use of family tracing, reunification and reintegration tools developed.

OBJECTIVES:
a. Provide technical leadership and support to Government of Ethiopia (GOE) partners in their FTRR efforts;
b. Responsible for all aspects of establishing and running a comprehensive FTRR program in five regions in Ethiopia;
c. Apply best practices and lessons learned in the area of FTRR;
d. Coordinate the efforts of the respective Bureaus working in child protection/FTRR activities to move the process forward effectively and practically in the best interest of children;
e. Ensure quality control as well as consistency throughout the project cycle, so the program is technically sound;
f. Develop and carry out trainings (using materials and plans that are already in place) for case workers;
g. Monitor the quality of case management

EXPECTED DELIVERABLES

TASKS END PRODUCTS/DELIVERABLES TIME FRAME - SIX MONTHS
• Provide technical assistance to GOE counterparts and partners to review and validate the draft FTRR tools. 1. FTRR forms validated and submitted for printing to MoWCYA Month 1
• Train 50 social and Para and professional social workers and relevant personnel on the use of the assessment tools 2. 50 social and Para and professional social workers trained in FTRR processes and proficient to carry out FTRR activities in the respective regions Month 1
• Lead the assessment and documentation of all of the children in child care institutions in the five regions, including the 900+ children in institutions marked for closure using the new assessment tools 3. An estimated 900+ children documented and their profiles entered into the Alternative care databases Month 1
• Provide technical assistance to GOE partners to conduct a census/profile exercise in target centres and map service providers in target return areas 4. All basic social service providers in target return areas in four regions for children identified and documented Month 1-2
• With participation of all relevant stakeholders, design and assess an effective referral mechanism, including clear referral pathways and procedures, as well as a complementary training programme for government social workers, and community duty bearers 5. A case plan for each children in 45 child care institutions developed and shared with child and family to be reunified Month 1-2
• Develop and facilitate the validation of SOP/protocol on tracing, reunification and reintegration 6. SOP/protocol on tracing, reunification and reintegration developed Month 1-2
• Conduct family tracing, reunification of all children in the 45 identified institutions, including home study for all documented children 7. Families and children with positive tracing for reunification prepared for reunification
8. For negative tracing cases, identify credible institutions that could absorb remaining children until tracing or foster care placement is successful or temporary best fit accredited families
9. All profiles of children in 45 institutions and information on child care institutions verified are entered into the database and periodically updated
10. Reports of children’s profiles and progress on Family Tracing, Reunification and Reintegration activities available
11. Updated reports on child welfare institutions available Month 2-4
• Use developed guidelines and SOP on foster care, to facilitate the recruitment of an estimated 300 foster families/60 each in six regions and develop a foster care families directory for each region 12. 300 foster families/60 each in six regions recruited and a foster care families directory for each region developed Month 1-2
• Facilitate the training of 300 foster careers /families trained in child rights, contract agreement between GOE and foster careers/ families, good parenting skills and psychosocial support to children 13. 300 foster careers /families trained (60 in each region) trained in child rights, contract agreement between GOE and foster careers/ families, good parenting skills and psychosocial support Month 3-6
Together with child, family and community, develop reintegration and follow up plan for each child/family 14. Reintegration case management for each child/family developed and social cash transfers, incl. Foster care grants, provided to vulnerable and ultra poor households with reunified and placed children in family community based care foster care arrangements. Month 2-6
Conduct follow up, monitor and supervise the implementation of the FTRR plan 15. Monitoring plan including project indicators developed and agreed with all stakeholders
16. Supportive supervision to GOE counterparts and partners provided and tracking of progress documented
17. Monthly progress report on FTRR plan submitted Months 1-6

CONDITIONS OF CONTRACT
Remuneration

a. Consultancy fee – Negotiable
b. Payment schedule:

20% upon signature
40% upon completion of eight deliverables
40% upon completion of remaining eight deliverables and submission of final summary consultancy report

Conditions of work

a. Consultant is not entitled to payment of overtime. All remuneration must be within the contract agreement.
b. Daily Subsistence Allowance will be paid to consultant as per UN prevailing rate, including travelled outside Addis Ababa for official mission in accordance to the applicable rate.
c. The consultant will be based in the UNICEF office and will have access to the Ministries of Women, Children and Youth Affairs and Justice offices for the period of the consultancy and is authorized to have access to transport and work station in UNICEF upon request.
d. The consultant shall also be expected to visit six regional administration offices of BOLSA/BOWCYA in Addis Ababa, SNNPR, Oromia, Amhara, Harari, Dire Dawah
e. No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.

Qualifications or Specialized Knowledge/Experience Required:

a. University degree in social sciences, public administration, social work or related field.
b. At least five years of working experience with social work/social service management, including within governmental setting.
c. Familiarity with and understanding of child protection issues.
d. Previous Family Tracing and Reunification work in at least one emergency
e. Demonstrated management and organisation skills and excellent analytical skills with a good vision to create strategies
f. Experience with on-the-job training and designing/conducting training/mentoring.
g. Computer literate – Microsoft Word, Excel, PowerPoint at a minimum. Knowledge on database software and data management skills a plus.
h. Ability to develop partnerships, network and coordinate
i. Fluency in English
j. Knowledge of child protection database required, good knowledge of the IMS preferred.

Confidentiality and Copyright

a. All documents and reports and other such outputs and information submitted to Ministry of Women, Children and Youth Affairs and UNICEF under the terms of this agreement shall not be disclosed to any third or other party by the Consultant. For greater certainty, without limiting the generality of the foregoing sentences, the Consultant hereby assigns to Ministries of Women, Children and Youth Affairs, Justice and Charities and Socities agency (CHSA) all worldwide copyrights in the outputs of this contract.
b. The Consultant shall not disclose or use the reports, documents or information to and for the benefit of any other party for purposes unrelated to the present agreement.
c. All outputs, including the source code prepared by the Consultant under this contract shall become the property of Ministries of Women, Children and Youth Affairs, Justice and CHSA to be used for its purposes, as it deems appropriate.

Quality Control

The national alternative care inter-ministerial technical working group shall make the final determination about the quality of the Consultant’s outputs/deliverables.
Penalty
a. If deliverables are not achieved on the agreed due dates, the Consultant shall be liable to a penalty of 5% of the monthly payment rate for every week of delay.
b. The total of each penalty specified above however, shall not exceed 10% of the contract

Knowledge of all aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in East
Africa/ Ethiopia including prevention of HIV transmission; advocacy work; community mobilization in resource-constrained countries.
Proven skills in building organizational capacity in HIV/AIDS and/or program and grants management.

The Deputy Chief of Party/Commodities (DCOP/Commodities) shall ensure that Save the Children/Ethiopia’s commodity assisted program portfolio (an estimated $200 million over 5 years) maintains the highest standards of transparency, effectiveness and accountability. The DCOP/Commodities has major responsibility to ensure that SC Ethiopia’s commodity management systems meet or exceed the requirements of SC’s commodity donor – USAID, Office of Food for Peace (FFP) and the Government of Ethiopia, as defined under the Productive Safety Net Program (PSNP). His/Her overall responsibility is to constantly evaluate, refine and improve systems, processes and staff capacities for commodity management of the PSNP program, including commodity management systems across Save the Children US and Save the Children UK, ensuring quality, timely and predictable food transfers to target beneficiaries across 4 Regions of Ethiopia.

The Deputy Chief of Party/Commodities will be responsible for day-to-day management of relevant staff, to logistical support, safety and effectiveness of Title II food commodity storage, transport, delivery, distribution, documentation and reporting in relation to quality program implementation. In coordination with the DCOP/Programs, s/he will also provide technical support and guidance on work in progress, to ensure consistency and quality of outputs as committed to FFP.

S/he will work closely with the DCOP/Programs and the Head of Program Quality to ensure proper utilization of all food and non-food aid commodities. This includes commodity planning in line with the program requirement, manage importation, shipping, survey, port operation, ensure warehousing, transportation, distribution, record keeping, reporting and monitoring. S/He will establish an effective commodity control system and monitoring of commodity movement at all stages of transport, handling, storage, and distribution. As a part of this latter responsibility, the DCOP/Commodities will lead the adaptation and roll out of SC’s system of commodity end use monitoring, across all program areas over the LOP.

The tasks of the DCOP/Commodities include capacity assessments and development (together with other program commodity personnel) in all components of commodity management for Government of Ethiopia offices and staff in all 4 Regions at regional, zonal and woreda levels as well as for other program partners, who are involved in commodity management for this program.

The DCOP/Commodities will manage teams consisting of Save the Children Ethiopia & partners, supervising commodity management, warehouse and logistics staff and provide technical guidance to ensure timely and accurate beneficiary targeting, commodity accounting and reporting and following/complying with the complex rules and regulation for USAID Title II food aid. The DCOP/Commodities helps to standardize, to the extent possible, systems and procedures and to ensure cross-functional learning among MYAP team members, and effective backstopping among team members when circumstances require.
