Grants Manager, LGP


POSITION TITLE: Grants Manager
LOCATION: Addis Ababa, Ethiopia
UNIT: Enterprise and Agriculture
REPORTS TO: Chief of Party

PROGRAM SUMMARY:

Winrock is seeking candidates for a Grants Manager to manage the grant procurement and oversight component of a USAID-funded livestock development project in Ethiopia. The project will foster growth and competitiveness of selected livestock value chains to the benefit of smallholders; address the needs of the chronically vulnerable through livestock related nutrition-based interventions; and ensure appropriate policies and continuous learning are established.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

- Oversee grant activities.
- Create and oversee overall policies, practices and procedures related to all aspects of grants management.
- Facilitate grant management by proposing and implementing financial and administrative control systems and tools.
- Manage procedures related to grant solicitation and selection, grant awards, grant implementation, grant monitoring and evaluation, and grant close-outs.
- Monitor and supervise management of grant funds and provide feedback to USAID on financial procedures and management.
- Analyze, assess, and implement budgetary and financial aspects of grant proposals, recipient financial management capacities and needs, and disbursement of grants.
- Ensure the preparation and execution of grant documents and grant disbursements in line with USAID procedures and practices.
- Ensure compliance with implementation plans and procedure manuals among grantees and contractors.
- Ensure effective liaison between project staff and grant recipients.
- Provide technical advice and assistance in regards to financial management and financial sustainability to grant recipients.
- Monitor, track and report related grants fund management and audit recommendations.
- Assist with internal & external audit for the organization.

OTHER RESPONSIBILITIES:
Assist in the preparation of periodical reports as required under the contract. Represent the project at meetings and events as required.

QUALIFICATIONS AND BACKGROUND:

Education: Advanced degree in Financial Management, Accounting, or Business Administration.

Work Experience:
- Minimum 5-10 years of experience managing grant programs, finance, or auditing for complex international development projects.
- Demonstrated experience managing grant programs with assets greater than 1 million dollars.
- Experience working directly with management of grants and subcontracts with USAID-funded economic development projects is strongly preferred.
- Demonstrated experience with budgeting, financial report preparation, and financial management and accounting software operation.
- Experience working with a broad range of government officials, international donors, and private sectors stakeholders.

Skills:
- Basic understanding of rural economic development, agricultural and/or non-agricultural business development and value chains.
- Must demonstrate understanding of financial accounting principles, theories, practice and terminology, law and regulation.
- Must demonstrate understanding of financial reporting and grants/contract management processes, and regulatory framework.
- Excellent skills pertaining to budget development/preparation, monitoring and controlling budgetary activities, and financial administration of resources.
- Knowledge of regulation and procedures associated with USAID financial management required.
- Excellent analytical and problem solving skills are required.
- Excellent management, communication, and organization skills are required.
- Must be able to work effectively in teams.
- Excellent computer skills (word-processing, spreadsheets, and databases) are required.
