POSITION TITLE: Livelihood Development Advisor
LOCATION: Addis Ababa, Ethiopia
UNIT: Enterprise and Agriculture
REPORTS TO: Chief of Party

PROGRAM SUMMARY:

Winrock is seeking candidates to provide technical leadership for the development of interventions to link vulnerable populations to value chains as a means toward livelihood enhancement. The project will foster growth and competitiveness of selected livestock value chains to the benefit of smallholders; address the needs of the chronically vulnerable through livestock related nutrition-based interventions; and ensure appropriate policies and continuous learning are established.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:
- Under direction of the COP, provide overall technical leadership to achieve the results and impacts in providing economic opportunities and improved nutrition for vulnerable populations and HIV-affected families.
- Design and implement programs to link vulnerable populations to livestock value chains.
- Monitor component indicators, evaluate results and make recommendations for improvement in component implementation.
- Analyze project impact and challenges to adaptively manage activities to meet or exceed results.
- Ensure that component activities are aligned with overall project activities and oriented towards reaching project objectives.
- Ensure that women and marginalized groups are beneficiaries of the project.
- Establish contacts with partners and clients to ensure coordinated implementation of project activities.
- Interact directly and on a regular basis with field-based staff and other stakeholders.
- Participate in regular field visits to the project areas to assure project progress towards activity objectives and goals.
- Coordinate activities with complementary USAID and/or donor projects.

OTHER RESPONSIBILITIES:
Represent Winrock at meetings and events as required.

QUALIFICATIONS AND BACKGROUND:

Education: Master’s degree in international development, agriculture, nutrition or other health related field.

Work Experience:
- Minimum 5-10 years of experience working on complex economic development programs required, preferably in the Horn of Africa.
- Five to ten years or more of progressive engagement with NGOs and/or host governments on livelihood development activities for of vulnerable populations.
- Prior experience on livestock development programs preferred.

Skills:
- Technical understanding of economic development, agriculture and/or food security, nutrition, gender and social inclusion issues, and micro-enterprise development.
- Must demonstrate experience working closely with communities to increase incomes and reduce poverty and food insecurity. Direct food security experience preferred.
- Must demonstrate experience/knowledge of issues facing marginalized and/or vulnerable groups (including HIV-affected families) in Ethiopia.
- Ability to build coalitions and networks that can provide synergies and sustainable solutions to rural economic development.
- Excellent management, communication, and organization skills are required.
- Excellent computer skills (word-processing, spreadsheets, and databases) are required.
