Senior Specialist, Contracts Management

The Senior Specialist, Contracts Management is responsible for all pre-award and post-award contract management issues, including proposal review and day-to-day contract monitoring and oversight. S/he will oversee all solicitation, contract management, and procurement functions, as well as ensuring that both prime and subcontract awards are administered according to regulations and policy. This position may be located in Addis Ababa, Washington, D.C., or Westport, CT.

Required Experience:

BA/BS degree in Business Administration, Contracts Management, or related field required; Masters degree in Business Administration, Contracts Management, JD or related field preferred. Minimum of five years of progressive experience in management and oversight of contracts and procurement, as both a Prime and Subcontractor. Full range of pre-award and post-award contract administration experience including proposal review, award negotiations, subcontractor management, procurement, performance auditing, dispute resolution, and contract closeout. Proven experience managing USAID funded contracts; strong working knowledge of the FAR, AIDAR, ADS, DSSR, A-110, A-122, A-133 and knowledge of CPFF, FFP, T&M contracts, IQCs, and Task Orders; an understanding of and ability to interpret and apply all available resources, including web-based, to support contract administration. Good oral and written communication skills; flexible; ability to work well under pressure in a fast-paced team environment; cultural sensitivity and excellent computer skills including experience working with relational databases required
