Communications Manager

Reporting to the Representative to the African Union and International Organizations and as a strategic advisor to the Zone Director, develop and manage the communications and advocacy strategy in an assigned geography, designed to profile National Societies and position the International Federation, raise awareness on global and zonal priorities, build the capacity of the membership, and enhance the success of humanitarian programmes. This mission will also require comprehensive and effective enhancements to media relations and emergency communications. The communications manager serves as a key member of the Humanitarian Diplomacy team, operates in pursuit of goals identified in Strategy 2020 and advocates in the interest of vulnerable populations.

Description of Duties:

Manage a comprehensive communications programme to include planning, implementation, evaluation, budgeting, resource mobilization, and team building.

Design and implement a zonal communication strategy that addresses key priorities and issues to support zonal and global Humanitarian Diplomacy agendas.

Implement effective emergency communications activities that include active outreach to international press, the production of high-quality communications materials, the development, deployment and utilization of trained spokespeople and enhanced communications with populations affected by disasters.

Build and sustain relationships with members of the international press and other professional communications networks in an assigned geography, to include serving - along with the Zone Director - as the official spokesperson for the Zone.

Build and sustain relationships with National Society Secretaries General, Heads of Communication or other appropriate counterparts to effectively build their capacity, increase their profile, and ensure improved implementation of global and zonal communications initiatives.

Build relationships with and coordinate the activities of IFRC communications and information personnel throughout the zone to ensure global alignment, enhanced support and improved performance, in cooperation with relevant stakeholders.

Lead the zonal input to and implementation of global communications and advocacy priorities and initiatives such as annual campaigns, World Red Cross Red Crescent Day, the launch of the World Disasters Report, and the development of professional communications products with global relevance.

Influence and support integrated communications planning, budgeting and implementation process for zonal and regional programmes such as Disaster Management and Health.

Initiate and facilitate analysis of existing and emerging humanitarian issues in support of media and advocacy strategies, and produce high quality content related to those issues.

Lead efficient and effective internal communications, information and knowledge-sharing processes at the zonal level.

Duties applicable to all staff:

Required Qualifications

Education:

Relevant university degree (communications/journalism/public relations).

Advanced training in strategic communications, policies ,campaigns / advocacy and audiovisual products.

Experience:

5 years experience of working in communications, edition, production,
campaigns, research, media and public relations.

Professional experience in a National Society / Red Cross Red Crescent Movement.

Self-supporting in computers
Skills in training and developing staff
Highly organised, with ability to create a team approach
Excellent communication skills
Excellent relationship building skills; ability to build and strengthen internal and external networks, and establish effective partnerships, with National Societies
Demonstrated skills in analytical and strategic thinking
