The World Food Programme (WFP) is the United Nations frontline agency in the fight against global hunger and the world’s largest humanitarian organization. In Ethiopia, WFP works to support Government programmes addressing hunger by using direct food assistance where it adds value and develop the Government’s capacity to implement hunger solutions. WPP Ethiopia oversees one of the biggest WFP operations worldwide currently targeting about 6.5 million people through its Protracted Relief and Recovery Operations and Country Programme. WFP has a total of about 710 staff at its Country Oftice In Addis Ababa and in 12 Sub/Field Offices.

Background:
 
The refugee section works within the programme unit of WFP Ethiopia and is located in Addis Ababa. It coordinates the WFP Ethiopia refugee programme. WFP Ethiopia is responsible for providing food assistance to all refugees based in camps in Ethiopia. About 600,000 refugees hosted in 23 camps receive on a monthly basis General Food Distribution under the form of fund and cash; nutritional support through Targeted and Supplementary Feeding; school meals in selected camps; as well as HEBs upon arrival in Ethiopia and for relocation purposes. The food distributions are performed by the Administration for Refugee and Returnee Affairs (ARRA), as well as by international NGO partners in some camps. The refugees come primarily from South Sudan, Somalia, Eritrea, Sudan and Kenya. The refugee section is composed of a Head of Section (International Professional); a Professional National Officer NOC; an International Junior Professional Officer focusing on the cash programme; as well as the present G6 programme assistant and another programme assistant focusing on livelihood activities.
 
 


The Programme Assistant will report directly to the Professional National Officer. His/her responsibilities are to: Liaise with government counterpart (ARRA), partners (UNHCR) and Cooperating partners (NGOs) as well as with sub-Offices and field offices to receive updated beneficiary figures for each programme (GFD, Nutrition, SF) to prepare monthly food release requests (DRQs); Prepared and send monthly delivery requests to logistics for all refugee programmes; prepare summary of allocation following monthly DRQs and share with pipeline and logistics; Timely response and follow-up on issues that may arise in regards to dispatch/ pipeline breaks; Coordinate programme/ pipeline/ logistics meetings in order to plan for allocations; Liaise with SOs and cooperating partners for timely submission of distribution reports; prepare summary of distributed commodities and process payment (Agreement/POs on WINGSII) for all activities in the refugee operation (food, cash, livelihood); Provide all requested statistical figures for the preparation of SPR, budget revisions as well as project documents; Monitor, update and track data related to project issues, commodity pipelines and financial allotment status reports, Informing the relevant divisions accordingly; ensure accuracy of data related to the above; Provide timely response to all partners and SOs on issues related to allocation, dispatch, payment, agreement; Prepare and share letter with partners on refugee operation matters, eg. Ration change; Attend refugee operation meeting with partners and share meeting minutes with refugee team; Assist the head of refugee section as requested;
