Ethiopia: M&E advisor (Emergency response programme), Ethiopia

Monitoring, evaluation and accountability advisor for Emergency Relief Programme, Ethiopia

Employer: Save the Children UK Location: Semera, Afar Region, Ethiopia Start date: ASAP Length: 9 months

Ethiopia, as the only African country to avoid colonisation, has a rich, diverse and resilient culture and history. However in recent years Ethiopia has been affected by poor rainfall and is currently experiencing emergency level drought conditions, particularly in the Afar region. VSO is working with Save the Children UK (SCUK) to deliver a multi-sector response aimed at reaching around 1 million children and family members within the next 6 months, including delivering emergency nutrition in the Afar region. This is an exciting opportunity for an M&E advisor to provide crucial support in Monitoring, Evaluation and Accountability (ME&A) to ensure that the response is as effective as possible.

What does the role involve?

You will work with the existing ME&A coordinators to:

Deliver on the monitoring requirements for the emergency responseCollect and analyse data on beneficiary reach and output trackers and produce regular monitoring reports based on this data and distribute to relevant staff across the alliance and SCUK.Produce detailed analysis of data, in order to identify emerging trends and develop a strategically planned response. Draft terms of reference for emergency response projects, conducting internal evaluations where needed.Develop and support the use of tools to evaluate the quality of programme work against international standards.Build the capacity of staff in conducting regular project monitoring.Deliver training on quantitative and qualitative data collection methodology, data entry, analysis and database management.Assist the ME&A coordinators and the Monitoring, Evaluation, Accountability and Learning (MEAL) advisor to integrate accountability systems within emergency programmes and to implement an accountability framework.Support the establishment of a pilot complaints response mechanism.Support the programme to develop systems which meaningfully engage beneficiaries in programme design, implementation and M&E.

Skills, qualifications and experience required

You will have a degree in a relevant field (e.g. international development or social sciences) and significant experience of working in M&E specifically in a development or ideally an emergency context. You'll have hands on experience of developing and rolling out M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting, conducting evaluations, baselines and assessments, and/or other aspects of M&E. Through this experience you will have developed knowledge of accountability initiatives, including participation, information sharing and complaints response mechanisms. Experience of conducting statistical analysis and research for both internal and external stakeholders would be a bonus. You'll also be aware of and have a commitment to upholding international quality and accountability standards. To do all this you will need to have excellent IT and organisational skills and the ability to work cross-culturally. You'll be a confident, flexible and proactive person, committed to building relationships with others and the work of Save the Children.
