This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION

Youth employment is an issue of concern in countries across the world, and in particular in Africa, which has seen an Arab Spring at least partially motivated by the lack of opportunities for young people and which has more than 20% of its populations between the ages of 15 and 24, making it the youngest continent in the world. There are many initiatives to move the youth employment agenda forward. Governments have endorsed a number of commitments to underpin the primary importance of youth employment in the Continent; including the Ouagadougou Declaration and Plan of Action on Employment Promotion and Poverty Alleviation , the African Youth Charter, the African Youth Decade 2009-2018, the Malabo Declaration and Decision on Youth Empowerment.

To provide better and more systematic support to the commitments made by many Governments to address the youth employment challenge, the ILO is leading the formulation and initiation of a regional Joint Initiative on Youth Employment for Africa (JI-YEA) bringing together the African Development Bank, the African Union, the Economic Commission for Africa, and the ILO

The ILO has responded to the youth employment challenge in several ways. It has established a Youth Employment Programme (YEP), which provides a wide range of services, including advocacy, research, policy advice and technical assistance to ILO constituents. The 2012 International Labour Conference will assess progress made by member states in addressing the youth employment challenge since 2005 and will spell out the way forward.

A recent inventory in Africa indicates that the ILO has youth interventions in 24 countries, with a budget of 45 million US dollars, and the overall portfolio is rapidly increasing. Youth employment features in more than 75% of Decent Work Country Programmes (DWCPs) either as a priority, outcome or output area. In the current biennium, twenty one countries identified youth employment CPO as either a 'target' or 'pipeline', which means they require technical support in order to be able to deliver concrete reportable results at the latest by end of 2015.

There are also a number of project operations that do not have explicit resource allocations for technical backstopping and support but where the need for it clearly exists.

Swedish-funded partnership on Youth Employment : this is a global partnership with an African component, which will be implemented in Zambia;
Work for Youth project which is funded by the MasterCard Foundation: this project contains a component on school-to-work transition surveys, and a component for the implementation of specific activities to increase youth employment in Africa.

Under the overall supervision of the Deputy Regional Director for Management, Administration and Operations (responsible for Youth Employment and for RBSA and Technical Cooperation ), and the technical supervision by the YEP in Geneva, the incumbent will perform the role of Regional Coordinator for Africa on Youth Employment related TC projects.

Description of Duties

- Provide technical support to ensure that outcomes stipulated under CPO's of Gabon, Liberia, Uganda, Zimbabwe are achieved.

- Provide additional technical support to Target and pipeline CPOs including Zambia, Somalia, Malawi, Chad, Burundi, Senegal, Morocco and other countries as appropriate and when called upon.

- Technically backstop the YE project in Zambia.

- Develop and initiate the JI-YEA, and backstop and coordinate the preparatory phase between the ILO and the African Development Bank. This involves analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognized technical specialization.

- Be responsible to deliver the regional aspects of the follow up to the ILC discussion on Youth Employment , 2012.

- Monitor the overall status of the Youth Employment Programme related TC projects in Africa and prepare information notes, policy briefs or other contributions to broader reports and publications.

- Provide technical support to the management of evaluations of Youth Employment Technical Cooperation Projects in the region and make sure that the lessons learned are drawn and well disseminated.

- Provide technical support to and facilitate the implementation and monitoring of the regional outcome on Youth Employment .

- Respond to related requests for the region and provide technical support when requested. This will involve: (i) Preparing and developing good practices, lessons learned and technical contributions on youth employment; (ii) Supporting training and capacity building of Governments, employers and workers organizations seeking to achieve productive employment and decent work for young women and men in the region; (iii) Providing policy advice to ILO constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities on youth employment.

- Build strategic partnerships with other regional, sub regional and national organizations / bodies working towards youth employment/empowerment.

Required Qualifications

Education

Advanced university degree in economics, social science, political science , international studies or other relevant field.

Experience

At least seven years of professional experience in the formulation, management, implementation, evaluation or funding of technical cooperation programmes, of which at least three years at the international level.

Languages

Excellent command of English and good knowledge of French.

Competencies

Sound knowledge of the roles of and interrelationships among, international organizations and national governments in the technical cooperation process and/or sound knowledge of socio-economic conditions in several countries. Excellent knowledge of technical cooperation principles, concepts and techniques. Knowledge of economic and social conditions of various countries. Demonstrated skills and ability to perform complex analyses on a wide range of factors, requirements, policies and priorities for the assessment and implementation of projects. Excellent trouble-shooting and problem solving skills. Ability to advise national governments and donor agencies on technical cooperation processes and requirements and project formulation and feasibility. Ability to successfully mobilize resources. Ability to represent the office. Ability to plan and organise work and to provide guidance and training to staff members.

Job specific competencies also include the ability to design, monitor and evaluate technical cooperation activities and projects; develop training and sensitization materials, project proposals, policy; provide advice on good practices; synthesize research and reach empirically based conclusions on related subjects; formulate new concepts and methodologies; design and synthesize strategies for programme development in member States; produce reports.
