Protection Thematic Expert - National - Addis Abeba, Ethiopia

Background



iMMAP ethiopia works on a project funded by ECHO aiming at providing IM support tailored to the needs of humanitarian actors responding to the crisis in Ethiopia. To help achieve this, iMMAP will conduct three core activities: 1.support to multi sectoral needs assessments, 2.production of humanitarian situation analysis reports through secondary data review, 3. provide dedicated IM support to the Protection Cluster as well as its sub-sectors (Child Protection, Gender Based Violence and House, Land and Properties Working Group).



As part of its collaboration with the National Protection Cluster (NPC) and its sub-clusters, iMMAP is seeking a national Protection Thematic Expert to support its Information Management Officers deployed in the above-mentioned cluster and sub clusters, contribute to build their capacity and understanding of the Protection sector in Ethiopia and assist in the production and delivery of Information Management products and services.



Description of Duties



Under the supervision of the iMMAP Technical Advisor and working in close collaboration with the IMO in charge of providing technical IM support, the Protection Technical Expert will be expected to provide technical knowledge and support the implementation of data management and data analysis in accordance with humanitarian, professional and ethical standards, including the do no harm principle.



Ø Support the iMMAP Protection Cluster and Sub-cluster IMOs with data collection, management and analysis, as well as the design and update of information products (5Ws/assessments);



Ø Design and develop Protection Focused Capacity Building Sessions to manage Data Protection , databases, spreadsheets, infographics/maps, and other data sources to support operational analysis, planning, monitoring and decision-making;



Ø Contribute to the data interpretation and operationalisation of the Protection Analytical Framework (PAF).



Ø Enforce Data Protection Good Practices and spread its use amongst iMMAP staff in Ethiopia.



Ø Work closely with Protection actors to identify their needs and advise on the information products and services that iMMAP can offer to enhance their work;



Ø Coordinate, share information and develop strong links with other IM staff in the humanitarian community, including the national Information Management Working Group and the Information and Analysis Working Group of the Global Protection Cluster (GPC);



Ø Participate in coordination meetings to identify information needs and provide technical support, including in connection with the Humanitarian Planning Cycle (HPC);



Ø Develop and maintain a network of key informants for the purpose of attaining and triangulating sensitive information pertaining to the local context;



Ø Perform any other related duties as requested by the iMMAP Technical Advisor or Country Director



Requirements



• Education



• Advanced degree in economics, international relations or related field required (Protection, Child Protection, Gender Based Violence)



• Experience



• A minimum of 5 years of work experience, experience with the humanitarian ecosystem is desirable



• At least 5 years of experience in at least 2 of the specified sectors required (Protection, Child Protection, Gender Based Violence)



• High level of proficiency in English written and spoken (required)



• Demonstrated sectorial expertise, in line with the hereby Terms of Reference, in regards to needs assessments and mobile data collection



Skills and Knowledge



• Excellent analytical capacity



• Excellent writing and secondary data analysis skills



• Effective communication skills to work among clusters, agencies and the government



• Good organisational skills to deliver products on time and with quality



• Capacity to work under tight deadlines



• Excellent written and spoken English



• Demonstrated qualitative and quantitative data analysis skills



• Ability to operate in cross-cultural environment and work independently



• Advanced prior knowledge of local context required



• Familiarity with the humanitarian cluster system and an understanding of donor requirements



• Prior experience in humanitarian context required, especially in Protection Deployments and Contexts



• Strong skills in humanitarian emergency needs assessments and sectorial needs assessments (Protection, Child Protection and/or Gender Based Violence), including mobile data collection and survey design



Software



• Knowledge of Microsoft Office package with strong skills in Excel is mandatory;



• Knowledge of The DEEP platform (https://www.thedeep.io/) is an advantage;



• Knowledge of Premise (https://www.premise.com/) is an advantage;



• Knowledge of ODK and/or KoBo is an asset;



• Knowledge of ArcGIS or QGIS an asset.
