Public Private Partnership in Health (PPPH) Specialist


The USAID| SHOPS AA supports the Federal Ministry of Health (FMOH) and RHBs and facilitates the engagement of the private health sector in the delivery of high quality and affordable public health services. A clear strategic framework document on Public Private Partnership in Health (PPPH) is essential and in place to initiate PPPH projects and to direct a fair and appropriate participation and representation of the private health sector in an effective and sustainable partnership. A Comprehensive PPPH implementation Guideline and Operational Toolkits are drafted and need to be finalized soon.


The FMOH has, therefore, requested USAID| SHOPS AA to second a PPP professional to work on regional PPPH initiatives.


Job Requisition


The Public Private Partnership in Health (PPPH) Specialist will:-


1.     Report to the RHB head and the Private Health Sector Development Director at PHS.


2.    Be stationed at the Amhara/Oromiya/Tigrai RHB in Bahir Dar/Addis Ababa Mekelle to support the Implementation of PPPH initiatives in the region.


3.     Provide technical assistance to the RHB to successfully manage PPPH projects, coordinate training on PPPH to relevant RHB staff and support the PPPH unit in brokering PPPH and throughout all the phases of both solicited and unsolicited PPPH projects life cycle, including in identification of possible areas for PPPH projects, development of RFP, projects solicitation, feasibilities analysis and procurement, and in follow up and evaluation of awarded projects.


4.     Develop an annual work plan and clear timelines to be approved by RHB head


5.     Prepare and submit monthly plan to PHSP and RHB


6.     Create clear communication and work closely and in collaboration with the RHB head and other staff in the RHB


7.      Set agenda and organize regional PPPH TWG meetings, take minutes and maintain regular email communication with respective stakeholders, in consultation with the RHB.  Participate in national meetings of PPPH specialists to share best practices, common challenges and exchange strategies and knowledge.


8.     Interact with different departments in the RHB on formation and operation of PPPH desk, upon approval of the RHB head.


9.      Work closely with various experts at RHB, relevant stakeholders, partners, including Private Health Facility associations.


10.   Perform other activities and assignments as required by the Private Health Sector Development Director of PHSP and  RHB head.




 Required Qualifications:


  • Masters in Economics or Law and strong public health background

  • At least 6 years’ experience coordinating, implementing and managing programs in Ethiopia.

  • Experience in health systems if any

  • Knowledge of the national policy environment and Health Sector development Program (HSDP) and HSTP

  • Experience/knowledge in PPPs in Ethiopia

  • Strong interpersonal, team building and representational skills

  • Demonstrated ability to work and communicate with a range of stakeholders (UN, government, NGOs, indigenous organizations, etc…)

  • Strong ability to coordinate partners and program managers and teams

  •  Excellent oral and written communication skills in English

  • Experience in the development, implementation, monitoring and reporting of project

  •  Ability to work independently and completing jobs on time
