JOB SUMMARY


The Programme Operations Manager line manages programmes and budgets which are implemented through a decentralised system of area hubs in Health, HIV/AIDS, Nutrition, Education, Child Protection, Water Sanitation and Hygiene (WASH), Food Security and Livelihoods and related areas


The Programme Operations Manager has overall responsibility for providing leadership which produces effective delivery and development of programmes in his/her area of operations. The POM is responsible for the efficient management of all area office resources and leads the representation of Save the Children with regional level authorities, INGOs, NNGOs and visitors. His/her management of programme implementation and operations will ensure the area office is in accordance with Save the Children’s policies and practices, its Vision, Mission and Values.


KEY AREAS OF ACCOUNTABILITY:


As a member of the Programme Operations Management Team,


  • Contribute to leadership of the Programme Operations Department

  • Support the development of an organisational culture that reflects Save the Children’s dual mandate, values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors

  • Help design and implement a coherent Programme Operations strategy that is consistent with agency practices and appropriate to program needs

  • Help establish, maintain, and improve active and regular working relationships with host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs

  • Ensure that the required support is provided promptly, at scale and in line with the rules and principles during emergencies

  • Responsible for pooling support services across the budgets

Oversight and Management of Program Operations


  • Responsible for overall coordination, line management and support of programmes in Health, HIV/AIDS, Nutrition, Education, Child Protection, Water Sanitation and Hygiene (WASH), Food Security and Livelihoods and related areas implemented in the respective geographical area

  • Line manages programmes and budgets which are implemented through the decentralised system of area hubs implemented in the respective geographical area

  • Delegated responsibility for field delivery of high quality programming in line with the objectives of the country strategy

  • In collaboration with the Senior Management Team (SMT) and the Programme Operations Director, develop and maintain One Save the Children vision for programming, as well as effective and efficient allocation of Country Office resources to achieve strategic goals and commitments

  • In close coordination with SMT and the Programme Operations Director, participate in program proposal process led by Programme Development and Quality department, liaise with donors, develop funding plans and proposals, and ensure that all programs progress in accordance with grant agreements, are completed within time and on budget

  • Working with SMT and the Programme Operations Director, participate in conceptualizing and designing cost effective, innovative and high quality programs to serve difficult to reach children

  • Line manage budget holders and staff for individual projects and grants in the areas of Health, HIV/AIDS, Nutrition, Education, Child Protection, Water Sanitation and Hygiene (WASH), Food Security and Livelihoods and related areas implemented in the respective geographical area

  • Ensure programs are implemented according to plans and budgets, following the requirements of donors and the rules of donor compliance, in ways responsive to the communities and children, in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO partners to strengthen national capacity

  • Ensure preparation of timely and high quality progress reports, program reports, and donor reports •

  • Work with colleagues to ensure that programs are monitored and evaluated, that lessons learnt about successes and failures are measured and recorded, and that evidence-based analysis leads to improved quality in advocacy, innovation, programme development and implementation

  • Ensure all Programme Managers have clear plans – Procurement, Work plan, Recruitment plan, BvA and Phased Budgets. • Coordinates the provision of technical assistance, support services and communications support to programmes

Oversight of Grants Management:


  • Work closely with the Program Operational Director, and the Awards manager to manage SCI’s grants portfolio, budget holder accountability, the allocation of funding to priority interventions, and fundraising for gaps and new program development;

  • Ensure compliance with all grant provisions and timely fulfilment of all project programmatic reporting requirements including donor reports and internal reports such as pipeline analyses and monthly reports.

  • Review and finalize grant reports ensuring that donor guidelines are followed and high standards met, prior to submission to the POD.

  • The POM, has a delegated budget authority for DFAB & JEOP programs, but must have the signatures of the relevant woreda program coordinator and or the RPM to effect expenses that are programmatic in nature. S/he would have independent responsibility of staff salaries and other costs that shall be pooled at Afar level.

  • Oversee the development and successful implementation of work plans linked to indicators and budget for the project ;

  • Oversee timely expenditure of approved budgets, avoiding both under spending and overspending on grant line items, and implementing plans for expenditure modification.

  • Coordinate activities and prepare annual results report, resource requests, quarterly reports and pipeline analyses

Representation


  • Work with the Program Operations Director to nurture strong relationships with Save the Children’s partners in country, national and regional level government and donors, as well as other key stakeholders in the country of operation

Staff Management, Mentorship, and Development


  • Ensure and manage appropriate staffing within area of responsibility

  • Ensure all direct reporting team have accurate and up –to- date JD

  • Sets standard and agreed performance objectives for all direct reports

  • Conducts at least 6 One-to-ones on monitoring meeting in a year and have documents as evidence

  • Conducts midterm performance review at midyear for direct reports

  • Conducts end line performance evaluation for direct reports, documents and submits to HR

  • Ensure all new recruited staff gets Fraud, SS and Child safeguarding training and monitor the progress

  • Ensure staff submit accurate time sheet on monthly basis on time

  • Ensure that all staff understand and are able to perform their role in an emergency as well as in development contexts

  • Manage the team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly

  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff

  • Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up

  • Manage the performance of all staff in the program operations work area through:

  • Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations (Coaching, mentoring and other developmental opportunities; Recognition and rewards for outstanding performance; Effective and timely management of poor performance; Documentation of performance that is less than satisfactory, with appropriate performance improvements / work plans

  • Perform any other activities based on Line manager’s assignment

MINIMUM QUALIFICATION AND EXPERIENCE REQUIRED


Qualification


  • Bachelor in development or other social sciences, Masters degree preferred

Experience


  • Recommended a minimum of 5 years management experience in a humanitarian and development environment, including significant field operations experience running both emergency and development programs • A very good understanding of at least 3 of the sectoral programs and a working knowledge of the program priorities of the Country Office

  • Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure • Previous experience of managing and developing a team and the ability to lead, motivate and develop others

Knowledge skills and ability


  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results

  • Significant knowledge of international humanitarian and development systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management

  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors

  • Ability to analyze information, evaluate options and to think and plan strategically

  • An in-depth understanding of national and international development issues in particular in relation to children • Fluency in written and spoken English

  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies

  • Ability and willingness to live and work in harsh and difficult physical conditions in an area of potential insecurity

  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.

  • Excellent interpersonal, communication and presentation skills
