Capacity Building Officer


Private Health Sector Project (SHOPS) is a USAID funded five year project implemented by Abt Associates Inc. SHOPS have a goal to mitigate the impact of diseases of public health importance in Ethiopia through the active engagement of the private health sector. The major objectives of SHOPS are creating an enabling policy environment, increasing access to quality services for diseases of public health importance through the private health sector, strengthening the private health care system, and generating evidence. The goal and objectives will be achieved in collaboration with the government (FMoH and its agencies, the private health sector and its associations). SHOPS operates in Addis Ababa, Amahra, Afar, Benshangul Gumuz,Dire Dawa, Harari, Gambela Oromoiya, SNNPR, and Tigrai regions. The public health importance programs include PPM-DOTS, Comprehensive HIV/AIDS including HCT, ART and PMTCT; MNCH, Family Planning, STI and Malaria services.


Essential Job responsibilities:-


The Capacity Building officer will perform a combination of programmatic and technical assignments for the USAID/Ethiopia-funded SHOPS  program. The officer will engage in range of tasks the program undertakes to foster the inclusion and active participation of private health sector in the health services delivery, administration and health policy developments. Primary the support will be channeled through the private health facilities associations established for representing and promoting the interests of the private health sector at national and regional levels. The position holder together with the Capacity Building Manager will devise and implement capacity building strategy and support for the Private Health Facility Associations and  professional associations to enhance their organizational and operational efficiency and capably attempt their establishment objectives and strategic goals. The unit will also closely work with Federal and regional government offices and relevant actors in the health sector to create partnerships and strengthen operations of the provider and professional associations.


The Private Sector (PS) Capacity Building Officer tasks include:


1.  In consultation with the capacity building manager, facilitate technical and managerial support to be provided to the associations in order to enhance their organizational efficiency and performance.  This could entail their activities for supportive supervision of facilities, organizing provider training workshops, managing association budget and finances, marketing of the association to potential members, fundraising, contract or grant management and other areas to be determined.


2.  Share responsibilities in the SHOPS associations’ capacity building team in identifying organizational and operational needs of private health associations, in designing required technical assistances, preparation of annual work plans and program strategies and in administering SHOPS support interventions.


3.  Provide direct technical assistance to operational and programmatic activities of the associations especially in planning, resources and membership mobilizations, partnerships building, training and event organizations.


4.  Support the participation of private health sector associations at national and regional advocacy works and health policy discourse to foster the private sectors’ involvement in the provision of pivotal health services.


5.  Support participation of private health associations in USAID-funded projects; liaise with RHBs, other relevant associations, governmental and non-governmental entities for opening new cooperation and opportunities for their program implementations.


6.  Participate in the assessment and evaluation of the effectiveness of private sector capacity building efforts exerted to the private health sector; in initiating new and improved capacity building interventions.


7.  Identify short-term consultancy needs for capacity building of associations, develop scopes of work for consultants and then facilitate and supervise technical consultants work with associations.


8.  Liaise with other technical project staff (MNCH, TB, malaria, Comprehensive HIV, FP, STI, Lab, and Pharmacy) to ensure that associations are implementing activities in accordance with technical requirements of the project and the government.


9.  Follow up periodical performance of the associations per the partnership support and work plans agreed with the associations. Participate in the preparation of monthly and quarterly reports to be submitted to the client and government offices as may be appropriate.


10. Perform other relevant tasks in consultation with the Capacity Building Manager.




  Skills/Knowledge required


  • B.A Degree in relevant Social Science fields, postgraduate study an advantage;

  • At least 5 years of similar work experience in working with professional associations, private health sector, and government offices with particular experience in capacity building.

  • Demonstrated communication and facilitation with excellent presentation and writing skills.

  • Solid computer skills in word processing, spreadsheets, database management.

  • Experience identifying and managing technical consultancies
