Job Description



Private Health Sector Project (SHOPS) is a USAID funded five year project implemented by Abt Associates Inc. SHOPS have a goal to mitigate the impact of diseases of public health importance in Ethiopia through the active engagement of the private health sector. The major objectives of SHOPS are creating an enabling policy environment, increasing access to quality services for diseases of public health importance through the private health sector, strengthening the private health care system, and generating evidence. The goal and objectives will be achieved in collaboration with the government (FMoH and its agencies, the private health sector and its associations). SHOPS operates in Addis Ababa, Amahra, Afar, Benshangul Gumuz,Dire Dawa, Harari, Gambela Oromoiya, SNNPR, and Tigrai regions. The public health importance programs include PPM-DOTS, Comprehensive HIV/AIDS including HCT, ART and PMTCT; MNCH, Family Planning, STI and Malaria services


Essential Job Responsibilities /Percentage of Time 


The Policy Advisor will perform a combination of programmatic and technical assignments for the USAID/Ethiopia-funded SHOPS Program.  The Advisor will be the key point person on all policy and advocacy related to provision of HIV/AIDS, Malaria, RH/FP and TB services in the private sector.  The Advisor will be responsible for understanding and working with all USAID-funded private health sector projects and initiatives as well as other USG-funded efforts by CDC and the government of Ethiopia.  The Policy Advisor will serve as a resource person for USAID/Ethiopia with other donor and government entities working in private sector HIV service provision to identify and address common policy and regulatory issues.


As the senior staff person for SHOPS, the Policy Advisor will:


  • Under the direction of the Private Health Sector Development Advisor, provide technical management for all policy and advocacy related activities supporting the private provision of HIV/AIDS, Malaria, RH/FP and TB services. Responsibilities include: i) defining, in collaboration with selected institutions, the program of policy and advocacy activities, ii) assessing partner organizations’ policy and advocacy needs, iii) coordinating field level technical assistance for policy and advocacy, and iv) developing work plans, monitoring implementation, tracking performance indicators and providing technical oversight of policy activities.

  • Build capacity of private health facility associations and national associations to design and implement policy and advocacy activities.

  • Set technical direction and lead policy and advocacy activities. Coordination with government at national and at some regional levels. Range of policy activities include, i) assessing the policy environment related to private provision of HIV/AIDS, Malaria, RH/FP and TB services, ii) together with all teams of SHOPS identifying key topics for policy for policy dialogue on private provision of HIV/AIDS, malaria, RH/FP and TB services, iii) designing and implementing advocacy and communication strategies to raise awareness on and promote different options on private provision of HIV/AIDS, Malaria, RH/FP and TB services, and iv) conducting or facilitating a process to develop new policies and regulations by closely working with FMOH-PPP to facilitate private sector provision of HIV/AIDS, Malaria, RH/FP and TB services.  Policies which impact the general operating environment for private health providers should also be assessed and identified for possible reform and advocacy.  The policy advisor will work closely with the DCA Officer and the network of private entrepreneurs supported through the project to identify and prioritize such issues.

  • Assist in defining technical assistance needs for identified institutions for all work related to policy and advocacy including developing scopes-of-work, and participating in the recruitment, hiring and management of STTA consultants.

  • Present results of technical work at conferences and meetings.

  • Prepare annual work plans, as it relates to policy and advocacy, as well as annual reports and other project documents.

  • Undertake other related tasks as directed by and in consultation with the private health sector development director.



Skills and Knowledge Required


  • MD, health sciences, or social sciences combined with demonstrated expertise in public health.

  • At least 10 years of similar work experience in  public health policy and research, advocacy design and implementation, policy planning and implementation, health sector reform,  systems strengthening, institutional capacity building, private health sector development with focus on HIV/AIDs, Malaria, RH/FP and TB services.

  • Demonstrated communication and facilitation skills with ability to lead high-level meetings, forums, conferences.

  • Strong policy analysis and some health economics preferred.

  • Excellent presentation and writing skills.

  • Solid computer skills in word processing, spreadsheets, database management.

  • Experience identifying and managing technical consultants.
