HR & ADMIN OFFICER


HR System:


·         Provides interpretation of HR policy and practice to ensure minimum standards are maintained and best practice encouraged


·         Provides day-to-day advice to the programme teams, on the implementation of HR policies and procedures to ensure compliance and consistency.


·         Advises managers and programme teams on the interpretation of the country HR hand book and participates in any necessary reviews of the handbook


·         Participates in reviews for improving the HR function and systems.


·         Ensure that the staff understand and respect Oxfam GB Code of conduct


·         Is the focal point in case of court case, link with the lawyer, the court and with Addis coordination office


·         Co-ordinates and monitors completion of performance reviews, performance objectives and personal development plans


·         Supervise the implementation and maintenance of the filing system for National staff by ensuring that staff files are up-to-date( both GOLD and physical files), that proper documentation procedures were followed; and conduct regular audit of the Dire Dawa staff files


·         Participate in all conflict resolution and disciplinary sanction procedures


·         Develop and implement policies on issues like working conditions, performance management, equal opportunities, disciplinary procedures and absence management;


Recruitment


·         Ensures that Oxfam GB recruitment is transparent and in line with Oxfam GB principles.


·         Provide full operational HR support to Siti Zone programme to ensure that they are able to quickly recruit good quality national and international staff with appropriate skills for humanitarian work (liaise with country HR team). Ensure that all staff involved in the emergency response are properly briefed upon arrival and debriefed, including handover, when ending assignment.


·         Ensure that the welcome and induction packs are updated


·         Make sure Code of Conduct are known and followed by all staff ( National and Expatriate)


·         Manages the recruitment processes including ensuring prompt long listing and short-listing; facilitating the interviewing process and taking part in the interviews, as may be required.


·         Develops and maintains a recruitment database.


·         Ensures that all vacancy bulletins are widely circulated among programme teams as per standard.


·         Maintain the overall HR  files appropriately


Staff Welfare:


·         Promoting equality and diversity as part of the culture of the organization;


·         Liaising with a wide range of people involved in policy areas such as staff performance and health and safety;


·         Be in charge and focal person for Health and Safety processes, Medical Plans management and staff benefits.


·         Manage all medical bills as per confidentiality principles.


·         Ensures that all staffs are aware of medical entitlements / services provided and issued with Cigna cards as per OGB policy.


Office Administration:


·         Ensure smooth management of day to day administrative function and requirement in the office


·         Coordinate with logistics department for ensuring timely procurement of supplies related to general office administration


·         Prepare & maintain file for various letters for external and internal communication


·         In case of emergency response, undertake additional responsibilities related to respective functions


Oxfam general:


·         Actively participate in the implement of Performance Management. Including objective setting, performance review, upward feedback and personal development plans. Ensuring relevant aspects of Oxfam GB’s work in Ziti Zone e.g. gender equity is reflected in your objectives.


·         Ensure implementation of Oxfam GB’s operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work.  With support from technical advisors and programme service staff as needed.


Be a member of Oxfam’s SMT team in Dire Dawa; participating in appropriate staff meetings, planning sessions and on-going liaising as needed




·         A University degree in Human Resources Management and Administration or Business Management with 4 years relevant experience


·         Strong interpersonal skills and the ability to communicate clearly both verbally and in writing, coupled with the professional credibility required to influence and motivate others to achieve results


·         Excellent skills in handling and advising on complex people management issues


·         Excellent interpersonal skills, the ability to communicate clearly and effectively at all levels, and to maintain this under pressure.


·         Experience in conflict resolution.


·         Cultural awareness and ability to build relationships quickly with a wide variety of people.


·         Patient, adaptable, flexible, able to improvise and remain responsive under pressure.


·         Proven ability to plan, organize and prioritize work, together with the ability to remain calm under pressure often in difficult circumstances and not lose sight of operational priorities.


·         IT skills are essential as is the ability to use word processing packages, electronic mail and databases.


·         Gender and cultural sensitivity, commitment and an understanding of the values of Oxfam and the principles of equal opportunities.


·         Fluency in written and spoken English is essential


Previous development or humanitarian work experience, ideally with similar organization. Influencing and negotiation skills with internal and external audiences and confident representation skills. Proven experience in gender analysis and integrating gender & diversity into programmes
