Development Credit Authority (DCA)

In the new project, SHOPS will continue administration of the health Development Credit Authority (DCA) scheme introduced in 2012 with a loan portfolio of $ 13.4 million to provide loan servicing to the private health sector through contracting two commercial banks (NIB and Abyssinia Bank). The DCA scheme aspires for strengthening public health services in the country by expanding access to finance for private health providers in the country. The project will engage a full time DCA advisor for functional administration of loan services for private health facilities in collaboration with the DCA banks.

The DCA advisor will be the focal technical staff to administer the application of the DCA loan scheme. Essentially the position holder function will focus in major tasks of overseeing and strengthening business skills and bankability of private health providers and the provision of technical assistance to loan applicant private health facilities and banks to increase lending to the private health sector.

The Development Credit Authority (DCA) Advisor Specific Tasks Include: 

1.  Promote the DCA lending program to private health facilities via their associations and describe  proposal processes, DCA Loan eligibility and bank loan requirements.

2.   Develop a brochure and other marketing materials about the opportunities of DCA to be distributed at business plan training sessions, health provider association meetings, the regional health events and other relevant channels.

3.   Develop a simplified and standardized business plan template to be used by private health providers in preparing their loan application that is acceptable to all DCA supported banks.

4.   Oversee the business planning and management courses as well as the individual counseling to loan applicants.  Develop scopes of work and supervise STTA consultancies to support providers who need assistance on finalizing or reviewing a loan proposal and packaging the proposal to DCA banks.

5.   Periodically monitor the DCA loan trends, document records on statistics of loan applications, approvals, produce required periodical reports, and share information with providers, banks, associations, and the project.

6.   Liaise and make regular communication with the DCA banks for timely and increased loan approvals and for introduction of better loan products for the private health sector.   Provide a business case for lending to the health sector to DCA and non DCA banks.

7.   Conduct post loan follow up on lenders and truck post loan utilization of funds and provide technical assistance for timely loan return.

8.   Keep track of DCA previous loan service clients and beneficiaries performances and collaborate with the communication unit to develop success stories and news in the health DCA application.

9.   Perform other related tasks in consultation with the private health sector development Director to support successful application of the health DCA in the country.  Participate in the design and implementation of strategies for Project Purpose 3.2 for resource mobilization and Project Sub purpose 4.3 for the development of innovative ventures for the private sector.

Skills/Knowledge required 

• Master’s in Business and finance fields.


• At least 15 years of work experience in business advisory and previous DCA experience advantageous.


• Demonstrated communication and facilitation with excellent presentation and writing skills.


• Solid computer skills in word processing, spreadsheets, database management.


•  Experience identifying and managing technical consultancies.
