QTIPS Manager


The Transformation Triggering Facility is EU Funded pilot project to support Ethiopia in its


economic transformation through targeted interventions in selected manufacturing industry


sectors and institutions for five years /2013-2017/ based in FDRE Ministry of Industry. One of the


main intervention areas is a matching grant, which is QTIPS;Quality, Technology, Innovation and


Productivity Scheme, and administered by a General Manager at FDRE Ministry of Industry;


through the Annual Work Plan (Program Estimates-PE). Therefore, Ministry of Industry,


Transformation Triggering Facility project would like to recruit qualified applicants on the vacant


positions noted below.


General Duties:


 


The QTIPS Manager will take overall responsibility for the day-to-day coordination of the QTIPS


Grants Project working closely with the team in Ministry of Industry /secretariat staff members


and Imprest Officers and KE4 responsible for supporting the work, eg, programming,


communications/advocacy, travel, contracts, finance, etc/. The Project Manager will ensure that


the funds are disbursed on time and on budget avoiding ineligible expenditures according to


European Development Fund Procurement Procedures, adhering to key mile stones established by


the Supervisory Committee and Management T earn.


Reporting:


The post holder will report directly to the Project Imprest Administrator and Imprest Accounting


Officer.


 


Specific Duties:


 


Management


 


•       Plan, Implement, Monitor and Control, and Close the Project using an agreed project


management methodology within the EDF framework with delegated responsibilities to the team


•       Translate the strategic v1s1on provided by the Supervising Committee into a project


Time table with key milestones and deliverables


•       Establish clear lines of internal communication between all team members to ensure that information flows in a coordinated fashion. This will include establishing regular team meetings, assigning tasks as required, and ensuring timely delivery of tasks assigned;


•        Establish clear lines of external communication. This includes developing letter templates for different groups, describing clearance processes required for high-level communication with ministries, heads of agencies etc, associations and private enterprises.


•       Maintain a check on the budget process and contracts, to ensure the implementation is in line with plans;


•       Draft text as required QTIPS websites, promotion, publicity e-blasts, etc.


•       Manage integration and coordination of the project work with TTFI project components according to the rules and procedures established in the Project Management Methodology and Plan; the Project Agreement and the EDF PRAG guidelines.


•       Manage integration of work being carried out by Consultants/Specialists, project staff Engaged to the project


•       Monitor & Control the implementation rate of the project to ensure that project targets are achieved in accordance with the Project Work Plans and the TTF Financing Agreement and the project’s Results Framework and its specific indicators of success


•       Apply change/adaptive management strategies to improve the project work


•       Manage the Project Delivery Schedule to ensure timely delivery of outputs/deliverables


•       Manage the execution of all contracts, Memoranda of Understanding and Guidelines and Agreements related to all proposals, consultants, specialists, project staff and subcontractors engaged to the project


•       Manage logistics related to project workshops and events


•       Manage project procurements


•       Manage project resources: staff; assets, etc


•       Manage project stakeholders; ensure information flow, discussions and feedback among the various stakeholders of the project


•       Manage project communication; ensure proper record keeping of all plans, reports and correspondences, etc


•       Manage project risks


•       Manage project quality


•       Manage the timely recruitment and procurement of quality services and equipment and for implementation of project activities of in accordance EDF rules, regulations, guidelines and standards


•       Lead and represent the project at Project Management meetings, Project Steering Committee Meetings; Technical meetings and other required meetings or events


•       Prepare and implement a project Exit Strategy beginning 6 months before Project Closure


•       Manage project costs; ensure Project Budget is maintained for all activities and prepare revisions as required.


•       Liaise with project partners to ensure their related financing contributions are provided within the agreed terms without overlaps or duplicating recipients


•       Facilitate external evaluations and financial audits as required by the Contracting Authority


Report Management:


•       Ensure that minutes and action plans of all official meetings are prepared


•       Ensure that notes and action plans of all other meetings are prepared


•       Prepare monthly updates for presentation to the TTF Management Committee


•       Prepare quarterly procurement monitoring report


•       Prepare annual asset inventory report


•       Prepare monthly, quarterly and annual progress report as agreed


•       Prepare, quarterly, annual and final project progress report as per agreed templates.


•       Prepare quarterly, annual and final project financial report as per agreed templates.


•       Facilitate six monthly consolidated TTF Reports


•       Prepare the Annual Operations Plan for the Project as per the Annual PE budgets


Technical:


•       Manage the quality of outputs/deliverables prepared by project team and


•       consultants/Specialists: format, layout, edits


•       Support the development Terms of Reference for engagement of project personnel,


•       consultants, specialists and contractors


•       Foster and establish best-practice links with other related project initiatives locally and or


•       internationally


•       Oversee the development of system-wide networks and partnerships for the project


•       Provide guidance for developing and maintaining the project website; seek and


•       incorporate data from all project partners for input to website;


•       Provide guidance for development of web-based mechanism for peer-to-peer training and


learning of lessons;




Qualification and Experiences:


•       Masters degree or equivalent in areas of professional competence from recognized


•       tertiary educational institution(s)


•       Documented training or certification in programme/project management


•       Ten (10) years demonstrated experience as a senior manager


•       Five (s) years demonstrated experience in successful management of large, multi-faceted


•       projects


•       Working knowledge of the goals and procedures of international donor organizations such


•       as EU


•       Working knowledge of Ethiopian SME sector and constraints and needs


•       challenges/opportunities


•       Demonstrated ability to work with multi-disciplinary and multi-cultural groups and


•       environment


•       Demonstrated ability lead and manage a diverse group of professionals and paraprofessionals


•       from public bodies, private industry, research institutions, and nongovernmental


•       organizations


•       Demonstrated ability to understand and work with senior level government officials


•       Demonstrated team player and team builder


•       Professional approach with strong work ethic


•       Excellent communicator in English – oral and written


•       Demonstrated competence in delivery of presentations using various audio-visual or


•       electronic formats •


•       Proficiency with Microsoft Office Suite – inclusive of MS Project, and MS PowerPoint


•       Ability to travel extensively in the country


Location:


•       The Project Manager will be based in the Ministry of Industry.
