Newborn-CPAP coordinator (MNH) Job at Clinton Health Access Initiative - 2015


Background: CHAI Ethiopia carries out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. We are committed to increasing our effectiveness through innovative programming approaches that optimizes lasting impact. Being the largest CHAI field office worldwide, we currently have 150 staffs working in the following seven programs: The Ethiopian Hospital Management Initiative (EHMI), Maternal Newborn and Child Health (MNCH), Access to Medicine, Lab Services, Vaccines Introduction, Nutrition and Global Health Financing.


 


In Ethiopia over three million births occur annually according to Ethiopian Demographic and heath survey (EDHS) 2011. In 2013 UNICEF has estimated the prevalence of neonatal death to be 84,000 (i.e.: 28/1,000 live births) and this accounts for 43% of all under-five child deaths. Prematurity and related complications account for the majority (35%) of newborn deaths in Ethiopia followed by asphyxia and intra-partum related conditions (28%) and newborn sepsis (25%).


 


The government of Ethiopia has an aggressive plan to drastically reduce neonatal mortality to 15 per 1,000 live births to meet the MDG 4 target. CHAI is working closely with the government and partners to support this initiative through maternal and neonatal health project funded by Norad. This proposed on saving 100k newborns initiative will augment these efforts to reduce neonatal mortality.


 


Clinton Health Access Initiative (CHAI) plans to roll out saving 100K newborn lives initiative by intervening both at the health center and Hospital levels.  The project will equip health care providers at the health center level on Basic newborn care training to strengthen referral linkage with Neonatal Intensive Care Unit (NICU) of respective hospitals which will be provided with CPAP machines to support preterm newborns with Respiratory distress syndrome (RDS).

 


JOB SUMMARY: The Newborn-CPAP coordinator will work to ensure the effective implementation of the project in close collaboration with Regional Health Bureaus, Zonal Health Departments, and Woreda Health Offices and Ethiopian Pediatric society (EPS). S/he will be expected to organize trainings on basic newborn care and follow up the utilization of CPAP machines at the respective NICU rendering hospitals in collaboration with the pediatrics department and Hospitals heads. S/he will be expected to make regular reports to CHAI and the government partners on the achievements of the program.


 


JOB RESPONSIBILITIES:


Provide over all coordination and leadership for the day-today implementation of the activities related to the newborn care training in collaboration with Ethiopian pediatrics society (EPS). Follow and support the proper utilization of CPAP machines distributed to the selected 80 hospitals.

·         Facilitate the roll out of effective preterm newborn identification and timely referral to NICU rendering hospitals for CPAP treatment in collaboration with the government Hospitals and HCs.


·         Constantly communicate and maintain relationships with the Regional Health Bureaus, Zonal Health Departments and Woreda Health Offices as well as with the respective hospitals and Health Center Administrators in relation with the project.


·         Coordinate the Conduct of baseline assessments at each hospital and health center and document the findings.


·         Carry out monitoring and evaluation activities in line with the project’s M&E framework.


·         Coordinate and work closely with the MNH regional coordinators’ on training management as well as CPAP machine distribution.


·         Work with Ethiopia Hospital Management Initiative (EHMI) team of CHAI on the way of collaboration to improve the hospital management system to improve newborn health.


·         Regularly and frequently communicate with team using all communication outlets.


·         Conduct routine site visits to each PHCU site as a form of supportive supervision and maintain bi-directional communication and information flow with Program Manager.


·         Prepare regular reports on progress/ challenges identified and submit to the immediate supervisor.


Disseminate information from CHAI and other sources pertinent to Newborn health issues Document best practices and lessons drawn by the program in the implementation support of 100k babies alive and thrive project. Participate in the newborn health meetings  held at the national and sub national levels

·         Manage line items in the budget pertinent to work being done.


Carry out any other related duties assigned by the Program Manager.


 


 




QUALIFICATIONS, KNOWLEDGE & SKILLS:


·         A bachelor’s degree in health, BSc nursing midwifery/health officer and having master’s in public health management is an asset.


·         A minimum of five years of experience in the clinical practice in newborn care and NICU services out of which two years with overlapping management responsibility


·         Demonstrate experience in managing a team of professionals


·         Experience in newborn training and clinical mentoring


·         Experience on planning, budgeting and executing health care program and project M&E is preferred


·         Demonstrated strong verbal communication and writing skills in English language and Knowledge of one or more additional local languages will have an advantage.


·         Must be self-motivated and independently deliver expected tasks on deadlines.


·         Strong analytical skills and technical proficiency with MS Word, Excel, PowerPoint, is essential


·         Other additional responsibilities as per immediate supervisor’s direction.
