Job Description

WORK HOURS: Full-time; 40 hours/week


SALARY: Not-Ordinarily Resident: FP-05 (Starting salary to be determined by Washington)


Ordinarily resident: FSN -10 (Salary will be paid in local currency using the established exchange rate.)

The U.S. Mission Addis Ababa is seeking an individual for the position of PEPFAR Strategic Advisor within the President’s Emergency Plan for AIDS Relief (PEPFAR) Office of the Embassy. 


BASIC FUNCTION OF POSITION


The Strategic Advisor will be placed in the President’s Emergency Plan for AIDS Relief (PEPFAR) Coordination Office (PECO) in the U.S. Embassy under the supervision of the PEPFAR Coordinator. The incumbent will have a joint set of activities to provide full-time support for the interagency process to 1) strengthen PEPFAR’s Public Private Partnerships (PPPs), 2) strengthen PEPFAR’s coordination and harmonization with the Global Fund for HIV/AIDS, TB, and Malaria (GFATM) in Ethiopia, and 3) provide program-level support and strategic guidance for PEPFAR’s enhanced focus on data-driven decision making. PPPs provide opportunities to expand the reach and impact of HIV and AIDS interventions in Ethiopia in a cost-effective manner. Strong coordination with GFATM helps ensure better alignment of resources between key HIV/AIDS donor stakeholders.  Enhanced strategic use of epidemiological and financial data to make program decisions will help ensure PEPFAR funds, program-wide, are being directed in the most efficient manner and maximizing impact.

Job Requirements

Required Education:  A Master’s degree in an area such as sociology, public health, economics, or Business Administration (MBA).Required Experience: A minimum of 3 to 5 years working in HIV/AIDS and/or health and experience working with the private sector is preferred.  Language Requirement: Level 4 (Fluent) Speaking/Reading of English is required.    (English language proficiency will be tested.)Other Skills:  Knowledge and understanding of internal workings and structures of USG agencies preferred.  The position also requires a reasonable or medium understanding of PEPFAR, the GOE and HIV/AIDS global trends. The position also requires a good knowledge and understanding of the status and general characteristics of the private sector in Ethiopia, as well as PPP trends at the national, regional and international levels. The advisor should be proficient with computer programs particularly Word, and PowerPoint; high proficiency with Excel strongly preferred.   Strong analytic skills with experience in epidemiology, biostatistics, monitoring & evaluation, or economics is required.  Must have excellent interpersonal skills and be able to work constructively in a fast-paced, multi-disciplinary team structure.
