Sr. Monitoring and Evaluation Specialist Job at Save The Children - 2015


Job Description



ROLE PURPOSE: 


 


The Senior Monitoring and Evaluation Specialist (M&E) will be responsible for providing technical guidance on participatory M&E systems for project activities both at national and regional levels. S/he will have overall responsibility for data collection, collation, analysis and reporting. The Sr. M&E Specialist will be responsible to build and manage databases, to analyze data in collaboration with project teams, to draft internal (save the Children) and external (donor and government) reports and to collaborate with program teams to use data and information to strengthen interventions and improve their quality and efficacy. She/he will also be actively involved in promoting learning through documentation of lessons-learned and developing community-based approaches to analyze and use data for decision-making.


 


KEY AREAS OF ACCOUNTABILITY:


 


In collaboration with the relevant program staff, COP, IPs, SCIT MEAL staffs and DCOP, s/he will:Monitor the overall M&E framework for the project against specified results. Strengthen tools for data collection, collation and analysis for the project.Coordinate development of the project’s annual work plans; as well as quarterly, semi-annual and annual reports according to the donor requirements. Prepare detailed performance monitoring and evaluation plans for the project.Ensure that M&E data is incorporated into program planning and review processes.Lead M&E system and process development, creating a framework and procedures for the monitoring and evaluation of project activities.Oversee data collection to ensure high-quality results for learning and donor reporting – both at the field and national level.Document and disseminate findings on project activities and innovations including what works and what doesn’t work. Provide technical assistance on implementation of project-related surveys and assessments. Oversee evaluations and assessments, including reviewing and/or writing of evaluation reports, and dissemination of results and recommendations.Provide technical guidance through regular meetings and site visits to the field; ensure adequate staff capacity building; conduct trainings and workshops, as appropriate.Assist COP in establishing log frames, M&E work plans, PMPs and targets during the drafting donor project proposals, redesigns/amendments as well as throughout project implementation.Coordinate and conduct national level review meetings and joint supportive supervision. Develop innovative approaches for strengthening the M&E capacity of regional M&E staff and in-country implementing partners especially the Ministry of Health. Ensure that all project M&E documents, data, and other information required for program strategic planning and reporting are documented, prepared and submitted on time and in compliance with the requirements of USAID.Ensure the timely submission of all internal and external reports especially to USAID in compliance with the requirements of USAID.Closely monitor appropriate M&E budget utilization for the national level Save the Children office. Coach, train, and mentor M&E Officers in the field with the aim of strengthening their technical capacity, exchanging knowledge within the M&E team and providing professional development guidance in conjunction with the DCOP, COP.Perform field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data


Job Requirements



QUALIFICATIONS AND EXPERIENCE


Masters or a Bachelor degree in  Statistics, Education Administration or M&E  including studies relating to research and statistical analysis with research experience in education or other related field from an accredited college or university.5-7 years of experience in monitoring and evaluating complex, large scale and integrated education and/or other community based development projects especially on reading/literacy. Minimum of 2 years of management experience.Extensive experience in the management of large scale data collections and training

·        Experience in the use and analysis of data by applying epidemiological models


·        Capacity to evaluate data for evaluation purposes


Experience in developing and implementing M&E tools and materials Strong knowledge of donor reporting – particularly for USAIDExtensive experience working in Africa, preferably EthiopiaCapacity to build the M&E skills of colleagues and community members.Excellent writing skills, and ability to produce high quality documents for external audiences with minimal editingProficiency in using standard computer software, especially MS Office programsProficiency in using statistical analysis software, such as SPSS.Ability to manage multiple tasks simultaneously and to meet deadlines under pressureExcellent interpersonal skills and demonstrated ability to lead and work effectively in team situationsExcellent oral and written communication skills in both English and Amharic language.
