Position Title: Livelihoods and SILC Project Officer Eritrean Refugee Livelihoods Project         


Duty Station: Addis Ababa


Employment term: One Year Period


Reports To: Program Manager, DRR and Emergency


 


Project Background:


Eritrean Refugee Livelihoods Project (ERLP) is a 12 months project running from August 2015 to July 2016. The project is planned to be implemented in two Eritrean Refugee camps (Mai- Ani and Adi-Harush) located at the Western part of Tigray Region close to Shire Town.  CRS in partnership with ECC-SDCOA and International Rescue Committee (IRC) will implement the project to benefit 720 beneficiaries through livelihoods enhancement and Savings Internal Lending Communities (SILC), CRS’ savings-led microfinance approach.


 


Position Summary:


The Livelihoods and Savings and Internal Lending Communities (SILC) Officer will report to the DRR and Emergency PM, and will be responsible for promoting, implementing, documenting and reporting on Livelihoods and SILC interventions.


 


Position Purpose:


The Livelihoods and SILC Officer will be responsible for promoting, implementing, monitoring, documenting and reporting on Livelihoods and SILC activities in the two camps.  He/she will work closely with the DRR and Emergency PM, CRS SILC Project Officer, Gender PM, MEAL team, ECC-SDCOA and IRC staff; local government staff and Refugee Central Committee (RCC). The position will play a critical role in beneficiary selection, facilitating in-kind startup capital provision, business establishment for refugee communities’ livelihoods enhancement and coordinating SILC interventions and financial management. The Officer will work towards linking SILC groups with range of different livelihood sectors. S/he will be responsible to ensure CRS Ethiopia meets government and donor requirements in implementing, documenting and reporting on livelihoods and SILC related indicators.




Summary of Duties and Responsibilities:


Provision of Support


Works closely with  CRS program and MEAL teams  to integrate Livelihoods and SILC in to  CRS/ET Integral Human Development Framework (IHD);Provides guidance and leadership to effectively develop, promote, integrate and expand  Livelihoods and SILC  activities among the refugee communities. ;Raises awareness, promotes and market the Livelihoods and SILC model within CRS program areas;Liaises relations among the different project actors; Organizes trainings to builds the capacity of  implementing partners and local government staff, SILC supervisors and  RCC  to deliver high quality results;Provides technical assistance through regular monitoring, analyzing and evaluation of the Livelihoods and SILC portfolio within the project.

 


Program Quality


Helps DRR and Emergency PM to manage the livelihoods and SILC activities of the project;Works closely with the ECC-SADCOA and other partners to achieve scale and excellence in operations; designs specific trainings to address weaknesses and integrate best practices into operations;Implements project activities as per project plans and schedule;Monitors the quality of the Livelihoods and SILC activities through regular site visits;Gathers, analyzes and studies information on Livelihoods and  SILC activities implementation;Provides guidance and supports  partners staff  in their efforts to collect and analyze data on a monthly basis; Prepares monthly/quarterly reports; submits activity and financial reports to the DRR and Emergency PM on progress and trends on regular basis;Advises on livelihoods options and savings-led  business development;Participates in the overall project review meetings and evaluations;Oversees the implementation of livelihoods and SILC activities and provides timely and detailed positive feedback to improve implementation;Actively participates in meetings with  DRR and Emergency unit and partners to discuss on progress and  challenges;Identifies areas for improvement related to Livelihoods and SILC

 


Learning Agenda


Incorporate lessons learned and innovations from partners to improve data gathering and MIS spreadsheets;Stay abreast of new developments in livelihoods and savings-led  business development;Performs other related duties as required.

Representation


The officer represents CRS at field level when he/she participates in different meetings with the different stakeholders while implementing the project.  

Required qualification:


Education:      

             Completion of 1st Degree (Social or Natural Science) or


             Completion of 2nd Degree in Social or Natural Sciences


Experience:


                   2 years for 2nd Degree or 5 years for 1st Degree


  Competencies /Knowledge, Ability and Skill        

Good knowledge and experience in facilitation, participatory planning, conducting training of SILC programs;


Analytical and planning skills;


Good communication and interpersonal skill;


Excellent knowledge to develop, promote, integrate and expand Livelihoods and savings-led microfinance programs (either SILC or Village Savings and Lending Associations).


Team player with good facilitation skills and objective oriented;


A high level of computer literacy;


Fluency in Tigrigna Language.
