Introduction


Save the Children International is a leading child wellbeing organization in the World. Save the Children has been a pioneer supporting girls and boys to learn about their rights and to engage in decision making and action planning processes on issues that affect their lives.


In diverse contexts children and young people have been involved in a wide range of programme and project developments across different thematic areas contributing to: research, situational analysis, awareness-raising, action planning, advocacy, practice and policy developments, monitoring, evaluation, learning and accountability.  Save the Children has actively supported the formation and strengthening of child led organisations, initiatives and networks, to empower children as active citizens and contribute to development. Through their participation children and young people have constructively influenced local practices, social norms, services, policies, laws, budgets, and other important decision-making processes affecting them.


Background


In 2007, Save the Children Sweden undertook an analysis of children’s participation working methods and materials. The project examined how different countries and regions promoted children’s participation, the approaches used and the lessons learned. The report also included an overview of existing gaps and recommendations for moving forward.[1] Eight years later and as a result a several organizational changes (including the transition to SCI, country/regional office changes, Global Campaigns, etc.) it is necessary to once again map our progress and re-examine our efforts to support children’s participation. It is important to map key developments, innovations and successes that have been made in the past 8 years, while also identifying key challenges and critical issues faced in diverse contexts. Save the Children Sweden remains committed to supporting the meaningful, ethical and inclusive participation of children and young people across the full spectrum of humanitarian to development work.


This mapping and analysis provides an exciting opportunity for countries and regional programmes to map, document and analyse their children’s participation work, and to apply the learning and recommendations to strengthen meaningful children’s participation through their existing country strategies and thematic programmes.


Objective


The overall objective of the consultancy is to undertake a comprehensive assessment on the overall environment to map key developments, innovations and good practice that have been made in the past 8 years, while also identifying key challenges and critical issues faced in diverse contexts.


Specific objectives of the assessment


To map the types of participation work supported in thematic programmes in country and regional programmes (particularly those supported by Save the Children Sweden). To analyse and document examples of good practice, innovation, success factors, challenges and critical issues across thematic sectors including humanitarian and emergency.To reflect on “then and now” changes in the way Save the Children has provided organisational support to children’s participation over time (comparing 2007 ChP analysis findings to now). To develop recommendations to support mainstreaming and sustainability of meaningful children’s participation in Save the Children strategic planning and thematic programming at country, regional and global levels.

Time period of children’s participation work that will be reviewed:


The mapping will gather information on children’s participation work that has been supported by Save the Children since 2008, but will primarily focus on current efforts to support children’s participation in recent years (2010 – 2015).


Expected results


Comprehensive baseline information  and  evidence  on the overall environment in CSOs, children groups, media, academia, private sector, democratic institutions and government organs to  ensure and promote children’s participation.


Deliverables


Assessment  tools designed in line with  overall and specific objectives of the assessment,Filled out questionnaire and recorded interviews with transcription /raw data/, Draft report of the assessment in English in soft and hard copy,Final report of the mapping and analysis report in English language undertaken as per the above objective and frameworks in hard as well as soft copies.Summary Briefing of key learning and recommendations



The consultant should encompass the following competencies;


Degree in governance, sociology, social works and developmental sociology; other social sciences and/or development Studies;Proven experience in applying participatory tools especially when interviewing/collecting  information;Proven experience with CSOs/NGOs, government, academia, media and private sector;Fluency and proficiency in written and spoken English, excellent communication and analytic skills.

From the TOR; applicants can get full information on what to incorporate in the proposal.


Interested applicants should submit two separate sealed documents in which one document should include the technical proposal including curriculum vitae of the proposed professional(s) with supporting document that shows previous work experience. The second document should include professional fee on the bases of daily rates, VAT and per diem costs, as well as transport costs separately for the stated work along with copy of renewed Consultancy License to Save the Children Ethiopia Country Office in Addis Ababa, situated around Bisrate Gabriel Church, Dire Complex Building, before Monday July 27, 2015,  at 4:30 P.M in person.


Only proposals from individuals will be accepted. Proposal from firms will not be accepted.
