Programme Manager- Surgery


Reporting directly to Deputy Country Manager, the Surgery Program Manager is responsible for the development and management of FHF’s project in Ethiopia, in line with FHF values, strategies, and policies.


The Program Manager will ensure the effective implementation and coordination of project activities focusing on the Surgery components of the SAFE strategy in line with agreed project guidelines and objectives. S/he will assist the Country Manager in providing strategic direction to the project team and will work with FHF’s partners to develop and implement strategies, plans and activities with focus on surgery aspects of the program per the Foundation’s mission to eliminate avoidable blindness in general and within the context of the Federal Ministry of Health of Ethiopia government’s TT backlog clearance- fast track initiative in particular.


Key Responsibilities:


Leadership and Collaboration


 ·         Ensure all direct reports have clear and agreed performance goals and development plans and provide coaching and support of individual career objectives and succession planning.


·         Demonstrate high levels of personal leadership effectiveness and collaboration within and across teams.


 Program/Project Management


 ·         Lead the development of standard operating procedures and protocols for the TT surgery program planning, implementation, review and monitoring, documentation and sharing of lessons learned across the Ethiopia program with in the WHO guideline and based on ICT recommended good practices


·         Provide supportive supervision and coaching to the team on the ground implementing planned project activities, in accordance with the project design document, work plans agreed with government and funding agents and donors.


·         Provide strategic direction and technical guidance on issues related to TT surgery to ensure quality of surgical outcomes.


·         Actively participate in training and operations research.


·         Works closely with the monitoring and evaluation team to ensure that surgical output data are adequately captured, analysed, documented and used not only for reporting purposes but also to inform decision making at management level and ensure lessons learned are reflected in project expansion and future project development.


·         Proactively manages and provides inputs not only  into the existing projects but also in the development and expansion new programs  by identifying and recommending viable new projects and developing appropriate concept documents and related Project Design Documents (in collaboration with the country and  International program development team.


Advocacy and Partnerships


 ·         Build strong relationships with key partners and stakeholders – especially program implementing partners, relevant government offices at national and regional levels in Ethiopia.


·         Raise the profile of preventable blindness as a health issue and build support for FHF’s programs and the Vision 2020 agenda.


·         Identify suitable partners with whom FHF can work to establish avoidable blindness prevention projects.


Provide support to fhf staffs, particularly those working in TT surgery related activities to ensure all activities are delivered according to budgets and plans.


Compliance


·         Actively participate in the preparation, implementation and reporting of plans and forecasts in line with agreed measures and timeframes.


·         Demonstrate compliance with all legislation and The Foundation’s policies and procedures.


·         Undertake trainings and research as required and agreed with manager.


·         Promote and model appropriate behaviour to support The Foundation’s culture, performance and brand.


Health Safety and Wellbeing


 ·         Identify, assess, prioritise and control risks arising from the operation of the division in relation to the impact on the health and safety of all staff, contractors and visitors; and


·         Ensure that a system of work is safe and without risk to health is developed, documented and followed by workers and others through appropriate training, supervision and monitoring; and


·         Ensure that the work for which they are responsible is carried out in ways, which safeguard the health and safety of workers or others in their charge including contractors whom they engage.


Ensure quality management and availability of equipment, instruments, supplies and consumables.


Other Responsibilities:


·         Assist the country coms officer and those in the region and at Sydney to ensure dissemination of positive stories that demonstrate the breadth and effectiveness of the Foundation’s work in Ethiopia.


·         Represent FHF Ethiopia in appropriate level discussions, meetings and conferences when required.


·         Duties assigned by the DCM.




Person Specification /Qualification and Experience  


Essential:


·      Minimum of 8 years’ experience in the NGO sector managing complex programs in public health or general development programs with significant experience in eye health programing


·      Experience in TT surgery activities including training, planning, research, monitoring/evaluation will be an asset.


·       Excellent project management skills, including working with partners and stakeholders at national and subnational levels.


·       Good knowledge of the context of Ethiopia’s health system.


·         Clear understanding of the political, economic, social and environmental issues and trends.


Desirable:


·           Proven experience and ability in the development of new project designs and proposals


·           Master’s degree in Public Health, International development or another related field


·           Work experience within a not-for-profit organization


·           Knowledge of international development


Skills and attributes 


·      Extensive work experience in an international development sector in Ethiopia


·       Supportive and encouraging management style, with demonstrated track record managing the performance and development of a small team of staff.


·       Strong skills in coaching and providing feedback


·      Strong conceptual and analytical skills to be able to develop new initiatives, identify critical issues, build capacity and standardize processes


·      Excellent interpersonal skills with the ability to manage a wide variety of relationships utilising collaborative consultation, communication and negotiation skills


·      Confident presentation and public speaking skills


·      Compelling writing skills


·      Conceptual, analytical and problem solving skills


·      Excellent communication skills, including fluency in written and spoken English In particular, must have a strong level of written English for preparing project reports.


·      Demonstrated capacity to work effectively in cross-cultural / mixed language environments.


·         Willing and able to travel regularly to project sites in various districts/ regions across Ethiopia.


Other


·         Proficiency in computer use in office applications and internet


·         Preparedness to undergo a police check for working with children


·         Availability and willingness to travel locally and internationally
