Job Description


Concern Worldwide is an Irish-based non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern Worldwide-Ethiopia would like to invite dynamic and creative applicants for the following positions.

Position: WASH and Infrastructure Manager


Duty Station: Tigray Programme Area, Mekele with frequent travel to project sites


Employment Duration: One year with possible extension


Number required: 1(one)


Reports to: Area Manager


Job purpose:



  • To plan, design and implement various WASH and infrastructure development projects with the best satisfaction of the community without compromising the desired quality and service value.

  • To develop WASH and infrastructure designs and monitor to ensure that the work is in line with the overall requirement of the programme/project.

  • To support the planning of the WASH programme, specifically the development of infrastructure and hygiene promotion (which may include sanitation and behaviour change) in collaboration with relevant stakeholders; government, NGOs…etc.)

Main duties & responsibilities;


  • Design, plan and implement WASH and infrastructure activities in the organization for both development and emergency interventions in consultation with relevant departments and technical staff.

  • Actively participate and involve in the Project Cycle Management of programs/ projects, multidisciplinary study teams and provide professional and technical support.

  • Prepare Bill of Quantity, Specifications, tender documents for any water & construction works based on organizational guideline and follow up to ensure quality and proper utilization.

  • Conduct and compile baseline and end line data for WASH and Infrastructure related activities.

  • Provide technical support, direction and supervision on the hardware and software parts of WASH and Infrastructure related activities to ensure programme quality.

  • Undertake research and provide professional advice on low cost, technically sound, feasible and acceptable technologies for the implementation of WASH and infrastructure works.

  • Prepare documents and manage external work contracts with contractors and closely follow-up and supervise the implementation in order to meet the required quality of work.

  • Prepare detailed budget for WASH and infrastructure works and closely manage its utilization.

  • Build technical staff capacity through training, mentoring and coaching and provide professional advice to management.

  • Represent Concern Worldwide at inter-agency, and coordination meetings pertaining to WASH

  • Monitor and evaluate WASH and Infrastructure projects, document learning and share for others across the organization.

  • Ensure that the sanitation and behaviour change services address the special needs of the beneficiaries.

  • Contribute to the preparation of realistic work plans for the WASH team, partners in particular and government departments and benefitting communities when necessary, based on initial and subsequent assessments and monitoring throughout the project.

  • Monitor implementation of activities on WASH and behaviour change in the work plan and update the plan if required.

  • Work with the national staff, local partners and government authorities such as Water Authorities and relevant departments

  • Adapt and implement appropriate participatory approaches for local capacity building for WASH.

  • Systematically assess the quality of work and its impact, whether completed or not, and if necessary make changes to ensure that quality standards are met.

  • Ensure key commitments with communities and partners are achievable and respected Report regularly, orally and in writing to the Emergency Technical Support Manager on the progress of implementation and challenges encountered against targets set, highlighting constraints and proposed solutions to resolve the issues

  • Monitor implementation of the programmes and update regularly the work plan as required.

  • Apply flexible modalities for working with technical partners according to their capacity and experience

  • If necessary, the WASH Manager will be relocated to support the response to other emergency projects.

Qualification and experience
Essential;


  • Masters or Bachelors degree in Water Engineering, civil engineering and related fields with mm. 3 years and 6 years relevant experience respectively

  • Min 3 years NGO Experience

  • Technical background in Public Health Engineering and Public health promotion? sanitation

  • Computer Literate; fluent spoken & written English

  • Report writing skill and ability

  • Good management and communication skills

  • Good administrative experience and capacity

  • Excellent financial management capacity

Desirable;


  • Additional training or qualification in WASH, strategic planning, Project Cycle Management,

  • Ability in flexible programming and working in both emergency and development.

  • Special skills, aptitude or personality to work in a stressful situation and with diversified team


Salary: As per the organization scale
