Norwegian Church Aid (NCA) is a diaconal and International Non-Governmental Organization with humanitarian and development programs in 20 countries around the world.
In Ethiopia, NCA established its county office in 1974. Program areas for 2016-2020 include WASH, reproductive health, climate resilience and humanitarian aid.

Title: Humanitarian Program Manager
Area of Specialization/Focus: Emergency Response/WaSH sector; Food Security and Livelihoods; RH; Disaster Risk Management
Reporting to: Program Director
Duty Station: Addis Ababa with frequent field travel
Length of Contract: One year (with possibility of extension)

NCA Ethiopia would like to invite interested applicants for the following vacant post:
Humanitarian Program Manager (located in Addis Ababa with frequent field travel)

The Humanitarian Program Manager is responsible for all aspects of coordinating and managing NCA’s humanitarian efforts both for refugees and Ethiopians. He/she is an expert on the humanitarian system and existing and emerging crisis, leads the development of new projects and plans, and supervises and monitors emergency responses in line with quality standards for the sector, grant requirements and changing circumstances. The Humanitarian Program Manager works closely with the humanitarian community in Ethiopia, partners and other NCA staff.

Responsibilities
Provide technical leadership on humanitarian/emergency preparedness and response by remaining up-to-date on crisis, assessing gaps, developing plans and projects
Carry out assessments of partners and NCA’s capacity and organize accordingly capacity development measures on fast humanitarian responses
Coordinate, and as assigned, lead the development of plans and responses with other humanitarian actors, partners and different NCA offices and departments
Identify funding opportunities and develop new proposals, budgets and plans
Prepare and follow-up agreements with partners and relevant government offices
Ensure effective management of and reporting on humanitarian grants in accordance with plans, budget, government and donor requirements
Conduct and document monitoring and evaluation efforts, and integrate identified results, gaps and lessons learnt in further actions
Actively contribute to improved complementary of efforts and adherence to agreed policies and standards by participating, as delegated, in various coordinating mechanisms and sharing all relevant information with partners and other NCA staff.

Education on preferably Masters’ level in a relevant profession from a recognized university
Minimum 7 years’ of experience with managing various emergency response projects
Demonstrated project management skills including for planning, organization and supervision
Understanding of the humanitarian system and of emergencies and refugee crisis in Ethiopia
Experience with donor compliance and from working with local partners and authorities
Knowledge of humanitarian standards and principles
Ability to work under pressure and to meet deadlines
Excellent communication skills including proficiency in English, written and oral
Able to work both independently and in team and to maintain motivation of self and others
Strong personal integrity and commitment to accountability.
