Regional Coordinator, Tigray and SNNP Regions – Child Survival Program


Program Background: CHAI Ethiopia carries out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. We are committed to increasing our effectiveness through an innovative programming approach that optimizes quality, impact and scale. Being the largest CHAI field office worldwide, we currently employ over 150 staff working in the following 08 programs: The Ethiopian Hospital Management Initiative (EHMI), Maternal and Newborn Health (MNH), Access to Medicine, Lab Services, Vaccines Introduction, Nutrition, Child survival, and Global Health Financing. With government partner, CHAI Ethiopia is currently in process of starting up a program to address key drivers of child mortality with focus on improving access to live saving commodities. The program is positioned to address the challenges based on priority services delivery areas of Child health through optimization of procurement supply chain management in collaboration with the Government of Ethiopia with focus on pneumonia and diarrhea. As such, reducing pneumonia and diarrhea morbidity and mortality in under- 5 children in Ethiopia through sustained availability of life saving commodities will be the key focus with this CHAI program.


JOB SUMNMARY: The Regional coordinators are key personnel and will work towards this end by ensuring the effective roll out of the project in close collaboration with PFSA hubs, Regional Health Bureaus, Zonal Health Departments, and Woreda Health Offices in multiple regions and ensure the implementation of national child health related demand and supply related guidelines, tools and standards.


REPORTS To:  Program Manager


Duty Station: In respective regions with frequent travel to health facilities


JOB RESPONSIBILITIES:


  • Facilitate Regional level IPLS and DTC trainings, Supportive supervision and mentoring in relation to broader child health commodities including diarrhea and pneumonia

  • Prepare regional specific operational plans (weekly, monthly, quarterly and annual) to guide implementation of the project.

  •  Ensure that all project interventions are executed in an efficient, effective, and timely manner.

  • Constantly communicate and maintain relationships with the Regional Health Bureaus, Zonal Health Departments and Woreda Health Offices as well as with the individual Health Center Administrators in relation with the project.

  •  Coordinate in conducting baseline assessments in project regions and document and report findings.

  •  Carry out monitoring and evaluation activities in line with the project’s M&E framework.

  •  Manage and provide the required technical and administrative support to a team of Program Officers, their weekly activities, their budgetary requests, and their overall performance.

  •  Regularly and frequently communicate with team using all communication outlets.

  •  Manage line items in the budget pertinent to work being done in the Regions

  •  Frequently travel to the various, Hospitals, Health Center and Health Post sites for supportive supervision purposes.

  •  Maintain a thorough understanding of the HSTP and the key priorities, challenges and gaps in order to inform program design and improvement.

  • Support the organization of different workshops  and meetings at the Regional level during the implementation of the SCM related activities

  • Conduct  ongoing assessment of the gaps on SCM  at regional and facility level for the essential child health commodities and identify areas of intervention for the program

  • Participate in the SCM meetings  held at the Regional levels

  • Prepare regular reports of the SCM related interventions of the program for submission to direct supervisor

  • Carry out other duties assigned by the Program Manager.



QUALIFICATIONS, KNOWLEDGE & SKILLS:


  •  A Master degree in public health, Pharmacy, and related fields. Having masters in Supply Chain Management is advantageous.

  • A minimum of 7years of experience in the Health Sector and/or Supply Chain Management and out of which four years with strong management and coordination responsibility

  • Direct hand on experience in coordinating as well as providing IPLS and DTC trainings

  • Demonstrate experience in managing a team of professionals

  •  Strong knowledge and experience on child health especially on diarrhea and Pneumonia interventions

  •  Experience in training and Mentoring health professionals

  •  Experience conceiving, planning, budgeting and executing health care programs or projects with documented results

  •  Skill and knowledge in program/project M&E is preferred

  •  Strong background in facilitating training

  • Demonstrated strong verbal and communication skills and Knowledge of local languages based on the area of assignment is necessary

  •  Must be self-motivated  and independently deliver expected tasks as well as ability to work in a team

  • Strong analytical skills and technical proficiency with Ms Word, Excel, PowerPoint, is essential

  • Work in a team to handle other joint responsibilities of the scale up program

  • Strong writing skill in English

  • Other additional responsibilities as per immediate supervisor’s direction.
