Project summary


FANTA works to improve nutrition and food security policies, strategies and programs through technical support to the U.S. Agency for International Development (USAID) and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious and non-communicable diseases, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement from October 2012 to February 2017.

To ensure smooth transition and integration of Nutrition Assessment, Counselling and Support (NACS) services in to the national HIV and AIDS treatment, care and support program for PLHIV, as well as facilitate ownership of the program at each level of the health system, FANTA is providing technical assistance to the RHBs and FMOH.


This FANTA project, funded by USAID, is a five-year cooperative agreement from October 2012 to February 2017


The M&E Advisor–will work under the supervision of FANTA’s Project Director based in Addis Ababa, and the aim of this position is to provide support in four key areas;


Technical assistance and capacity building support in Monitoring, Evaluation and Learning to FMOH, RHBs, regional seconded staff and other key NACS stakeholders,
Monitoring and evaluation of the implementation of NACS services under RHB leadership
Monitoring and evaluation of FANTA technical assistance activities in support of NACS transition and integration into the health system, and
Support operational, training and capacity building activities of the project.
Technical Assistance & Capacity Building Support


Provide technical assistance in the area of monitoring, evaluation and learning to FMOH including reviewing and revising national policies, protocols and tools (e.g registers), as well as supporting national health management information (HMIS) technical working groups (TWGs),
Support the FMOH-Nutrition Case Team in the development of the National Nutrition Database, incorporating key NACS related indicators collected through the HMIS and other programs,
Support roll-out of revised ART Registers (ART and Pre-ART) for NACS data collection through documentation of register transitions in FANTA supported regions (i.e. availability and use)
Provide technical guidance to seconded nutrition advisors on standard NACS related indicators to be collected through the HMIS, as well as in the incorporation of NACS related questions into RHBs’ supportive supervision, and clinical mentoring checklist.
Operational work plans; Regional data management and reporting systems
Oversee nutrition advisors to ensure adequate systems and processes are in place to monitor and report on key NACS related PEPFAR indicators
Support regional nutrition advisors to establish systems to monitor the use of TOTs and cascade trainings in NACS by RHBs and local training institutes.
Develop and support the implementation of a methodology to conduct Routine Data Quality Assessment (RDQA) on a sample of NACS implementing facilities
Guidance and support to RHBs and seconded staff to promote the use of NACS related data within integrated regional review meetings
Liaise with FMOH, ICAP, SCMS and other international and bilateral institutions to ensure coordination of FANTA M&E activities with related activities of these institutions, and establish collaborations where needed.
Support the project director and deputy project director in the development of standard operating procedures (SOPS), and these include NACS implementation SOP, NACS training SOP as well as NACS training quality assessment checklist.
M&E of NACS Implementation


Continuously monitor and analyse NACS service delivery performance standards for each region.
Routine analysis and reporting of regional performance against standards to FANTA country program manager
Identify and implement targeted M&E technical assistance based on routine analysis of regional NACS performance standards
Support USAID commodity quantification and assessment exercise for RUTF and RUSF
Coordinate the compilation of PEPFAR APR and SAPR reports among RHBs and seconded staff
Participate in operational research and rapid assessments as need arises
M&E of FANTA Technical Assistance


Lead the development of a results framework and corresponding indicators for MEL of FANTA’s technical assistance activities
Develop and manage a data storage mechanism to support monitoring, evaluation and learning of FANTAs technical assistance activities,
Continuously monitor progress of FANTA technical assistance activities,
Prepare and deliver written and oral reports to and on part of FANTA on the progress and results of FANTA technical assistance to USAID and FANTA-HQ, as well as to FMOH and RHBs.
Provide technical support for nutrition advisors to document promising and/or best practices regarding NACS implementation for sharing and dissemination by FMOH and RHBs so that the practices can be scaled up/out across regions.
Conduct desk reviews on the validity and reliability of the NACS related indicators for sharing with the FMOH and USAID so that more and better NACS indicator will be included into national HMIS during future revisions by the FMOH.
Operations, training and capacity building support


Coordinate and facilitate NACS TOT trainings planning, budgeting, and availing training materials, training site selection up to documentation of post training reports and evaluations.
Monitor the implementation and quality of NACS trainings at national and RHBs, and provide means of improving quality of the training.
Prepare monthly budget projections used for the project planned activities
Support on facilitation of travel authorizations, time sheets and per diem settlements and carry out any other admin issues of the project staff,
Liaison country office to RHB seconded staffs for any job related issues.
Support any other task as requested by supervisors
Job Requirements


Education


Master’s degree in public health, M&E (epidemiology, demography, health/ applied economics, health services research), statistics or social sciences from recognized university.


Experience


Minimum of five years of professional experience in a senior M&E position responsible for implementing MEL activities of international development projects.
Proven success in designing, implementing, and operating project MEL systems from project initiation to closeout stages.
Experience designing and managing beneficiary monitoring and database systems.
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans.
Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
Experience in planning and managing surveys; developing and refining data collection tools; data quality assessments and oversight
Experience managing and providing on-going training to M&E field officers.
Experience working with PEPFAR (MER) indicators
Experience working on PEPFAR Expenditure Analysis (EA)
Experience in NACS program implementation, as well as demonstrated skills in facilitating technical assistance activities.
Skills


Knowledge of USAID regulations and reporting requirements,
Experience in designing and implementing MEL systems in low income and resource constrained settings
Strong interpersonal, communication, problem-solving, and team-work skills
Strong analytical, writing, and oral communication skills.
Proven ability to write well for technical and USAID audiences in English is essential
Demonstrated managerial, leadership, organizational, and interpersonal skills
Working knowledge of English
Ability to prioritize, meet deadlines and manage multiple tasks efficiently
Availability to travel to the field up to 20-30 percent of the time
Fluent Excel user preferred, with familiarity in the advanced use of filters, formulas, and other data manipulation functions to increase speed of data entry and cleaning of primary data
Experience in database management is highly preferred
Ability to work comfortably with statistical software for data analysis (SPSS, EPI info, and Stata)
