Operations Research Officer


Working with and reporting to the Operations Research /M&E Manager, the Operational Research Officer, is accountable for ensuring a high standard of programmatic research for The Foundation, in particular the Ethiopian Country Programme team.  Key areas of accountability include:


·         Develop and deliver the programmatic research component of the Foundation’s Research Strategy


·         Support Ethiopia Program teams to deliver high-quality programmatic research, Support the dissemination of research findings and contribute to the Country Program team’s research and programme development efforts.


Key Responsibilities:


Develop and deliver the operational research components of The Foundation’s research strategy


·         Working with the Research/M&E Manager in Ethiopia, Advocacy and Research team, prioritise relevant research topics and contribute to the Foundation-wide research strategy.


·         Working closely with Ethiopian country Programme team and Africa Regional team, identify and prioritise opportunities to undertake operational research to support best practice eye health programming and influence eye health policy and delivery.


·         Develop the Ethiopian Country Program’s annual research work plan and budget.


·         Co-ordinate the Foundation’s regular operational research requirements, such as RAAB (Rapid Assessment of Avoidable Blindness) studies.


·         Make effective use of existing program M&E information to yield direct, practical solutions to improve health care delivery, through structured observations, secondary analysis of routinely collected data, and targeted evaluation.


·         Support The Ethiopian country Program team to deliver high-quality programmatic research


·         Work with the Research/M&E Manager to support country team, to design, commission and deliver high quality operational research, in collaboration with research partners.


·         In conjunction with the Research/ M&E Manager, provide capacity building, training and mentoring to the Ethiopian country programme team and partners in eye research methodology as required.


·         In conjunction with the Senior Monitoring and Evaluation Co-ordinator, provide technical support to the preparation of program planning documentation, to ensure research approaches are effectively incorporated into programs.


·         Develop a network of suitable research partners to undertake operational research.


·         Undertake desk-based research of expert material to inform operational research policy and practice.


·         Undertake relevant operational research-related reporting.


Identify research funding opportunities in conjunction with the Regional Resource Mobilisation Coordinator and Ethiopia Research/M&E Manager.


Contribute to the dissemination of research findings broadly


·         Working with the Learning and Best Practice Co-ordinator, share research knowledge across the organisation, to ensure improved program quality and effectiveness.


·         Support the dissemination of research to the public and peer-reviewed publications, working with other areas of the Foundation (e.g.: Policy, Advocacy and Research team; Communications).


Represent the Foundation at National relevant research meetings.

Person Specification /Qualification and Experience  


 


Essential:


·         Postgraduate degree in a related field.


·          Minimum of 5 years practical experience in undertaking and co-ordinating applied research in a development setting.


·         Demonstrated high level understanding of a broad range of development, humanitarian and poverty issues.


Desirable:


·         Masters of Public Health or PhD in relevant field.


·         Knowledge of eye-health specific research tools


 


·         Extensive demonstrated epidemiological and statistical analysis skills


 


Skills and attributes

·         Demonstrated ability to develop targeted and ethical research that can influence change in development practice


·         Outstanding written and verbal communication skills


·         Strong analytical skills


·          


Desirable


·         Ability to contribute to strategic planning in a growing not for profit organisation


·         Knowledge of Afaan Oromo Language


Other


·       Preparedness to undergo background checks including Criminal records check and qualifications check


·       Preparedness to undergo an additional working with children check for positions which have been identified as having access to Children


·         Availability to travel domestically and internationally
