Title: Human Resources and General Services Manager
Reports To: Chief Financial Officer
Location: Mekelle, Ethiopia
SUMMARY OF POSITION
The Human Resources Manager is responsible managing recruitment, employee record, administrative issues, and training, performance management, and general services.
RESPONSIBILITIES
Organizational Development
Manage recruiting process as requiredManage employee orientation and set-up (computer, EVDO, policies)Prepare job descriptions for each role in consultation with each department manager and maintain organization chartPrepare HR Policy HandbookConduct survey of employee satisfaction and key areas for improvement; provide recommendations to CFO and GMConduct review of salaries based on market level salaries and benefits from other companies and living wage requirementsDevelop a performance management process for employeesDevelop a training program for employeesAdministration
Per diem and travel advance processingPayroll input data each month, including joiners, leavers, movers, overtimes, absenceCalculate employee bonuses based on agreements with department managers and inputs from financeManage pension and income tax paymentsPension: ensure that each employee has completed all pension formalities and has obtained a pension ID cardProper keeping of personnel records and building up of personnel filesAnnual leave trackingProcure employee ID cards for all employeesManage employee medical mattersManage all other employee related-issuesGeneral Services
Manage casual employees hiring and respective paymentsManage employee transportation servicesManage utilities and their payment processes (Electricity, Water, Telecom, Fuel)Manage housekeeping farm compound and offices including janitorialManage employee meals (canteen) servicesManage compound security – guardsDevelop and oversee employee safety requirements – managing protective clothing and devicesAnd other tasks as may be required from time to time.
