Background: Established in 1922, Dan Church Aid (DCA) is a faith-based Danish international NGO with a long history of supporting emergency relief and development activities in Ethiopia. DCA is a partnership organization working with local NGOs. DCA would like to employ self-motivated and competent professional to fill the aforementioned position for its project entitled “To assist vulnerable South Sudanese refugee households with supplementary food through provision of fresh food vouchers in Kule refugee camp in Gambella Regional State, Ethiopia” which is under negotiation with the back donor, DFID; and the recruitment is conditional on securing the grant from DFID.


Key responsibilities:


  • Work closely with internal staff and relevant stakeholders to implement the CBP (Cash Based Programing) project with objective to ensure food insecure refugees have the capacity to access food markets throughout the life of the project.

  • Setup CBP project team and ensure each staff contributes to the project outcomes according to the plan.

  • Together with the Humanitarian Advisor and Emergency Coordinator setup monitoring indicators, revise project budget and monitor its implementation.

  • Ensure all expenditures are according to DCA financial policies and manual.

  • Ensure project is running according to the agreed timeframe and annual work plan.

  • Monitor the transfer-value to ensure its efficacy / relevancy to the current retail price. If transfer-value no longer relevant, revise the transfer-value by engaging relevant stakeholders and revise project budget accordingly.

  • Together with Humanitarian Advisor and Emergency Coordinator, identify area for research to deepen the learning around CBP.

  • Coordinate and communicate with internal and partner staff to promote integration and smooth project implementation.

  • Coordinate with external stakeholders including, but not limited NGOs, Government (ARRA), Private Sector, DFID, UNHCR and WFP in order to advance the learning goal of the project.

  • Maintain all documentation relating directly to Cash Transfer activities required to ensure accountability to DCA and the right bearers/ beneficiaries of this project.

  • Oversee administrative matters relating directly to Cash Transfer activities: time-sheets, payment schedules, required paper-work, liaison with finance department and reconciliation of records.

  • Prepare monthly reports and coordinate monthly reflection meetings internally with unit members and externally with the relevant sectors (ARRA, UNHCR and IPs).

  • Ensure reports are sent according to the agreed schedule to donor, and other relevant entities like ARRA, UNHCR.

  • Manage ad-hoc issues arise from day-to-day project implementation.

  • Receive additional task from supervisor.

Qualifications:


  • A postgraduate degree (MSc/ MA) in economics, Development studies , Social science, Agriculture or other relevant field

  • Background in nutrition is an asset

  • A minimum of five year experience in managing emergency projects

  • Considerable experience of planning and delivering cash transfer programs

  • Excellent theoretical and working knowledge of Cash-Based Programming.

  • Strong analytical and conceptual skills in humanitarian programming, with experience in assessing emergency needs, market analysis, response analysis and program design,

  • Skills and experience in mentoring, training and capacity building

  • Familiarity with humanitarian principles and the Code of Conduct

  • Excellent working knowledge of WFP ,DFID and UNHCR

  • Fluent in English

Preferred:


  • Understanding of basic economics i.e. elasticity of demand and supply
