Livelihoods Program Coordinator Job at Zoa Relief I HopeI Recovery - 2015


I.              Job Summary


ZOA Relief Hope Recovery is seeking a qualified and committed individual to join the Gambella team as a Livelihood Program Coordinator. Based in Gambella, the Livelihoods Program Coordinator will be a full-time ZOA Gambella team member and will play a crucial role in the provision of technical, financial and strategic management of food security and livelihoods programs and program staff. The position will require extensive travel to all program offices in Gambella region (approximately 40% of time). The person will also lead in the development of ZOA specific program framework for the Livelihoods sector as well as development of strong staff capacity in undertaking assessments and data analysis, planning, organizing, and coordinating.

 II. Detail duties and responsibilities


 · Coordinate the development of an appropriate Food Security and Sustainable Livelihood intervention strategy within Gambella context that includes early recovery, disaster risk reduction and community development.

· Coordinate a team of livelihood technical staff to ensure that the strategy is implemented to the highest quality standards.


·  Develop a thorough analysis of the food security and livelihoods situation through primary and secondary assessments and with due consideration for women and objectives of the programs.


· Oversee and directly advise food security and livelihoods projects in the provision of technical support, development of logical frameworks and appropriate indicators, development of project proposals and budgeting, and project narrative in line with donor requirements including monitoring expenditure.


·  Co-ordinate surveys and rapid assessments, including training, planning, analysis and report writing. Ensure appropriate field supervision is undertaken and that protocols are adhered to.


·  Plan and co-ordinate ZOA’s response as indicated by the results of surveys/situation analysis and related data.


· Lead in using the findings of surveys and ongoing analysis to ensure optimal program performance and design modifications as appropriate.


· Coordinate and network with other stakeholders to promote appropriate humanitarian and development programming within the framework of ZOA’s Food Security and Livelihood policies


· Design, manage, analyze and communicate technical information across the programme team.


· Identify and assess the capacity needs of the national staff, partners and counterparts involved in the programme. Plan and implement capacity building activities relating to livelihoods.


·  Coordination of the Food Security and Livelihood project officers


·  Coordinate and supervise the implementation of the food security and agricultural projects 


·  Coordinate and supervise the livelihood activities; which includes amount others the set up and/ or monitoring of VSLA group and set up of small tender projects


·  Ensure technical quality and accuracy of ZOA agricultural, food security and livelihood projects.


·  Conduct regular field visits to project sites to verify quality/progress of food security, agricultural and livelihood program interventions.


· Performs other related tasks as required (since ZOA Gambella has limited staff the Coordinator can be requested to assist in other types of projects if needed).




III. Position Requirements


  Bachelors degree required but a post graduate degree is preferred in agriculture, animal science, or other discipline that provides an understanding of food security and livelihood programming /or equivalent practical experience..    Minimum 5 years’ relevant professional experience regarding agricultural and business, preferably in insecure or transitional environments. Experience in designing or managing programs aimed at increasing cooperation in resource use between groups with a history of violent conflict. Have experience in monitoring and evaluation of programs, in particular livelihoods analysis Experience in Disaster Risk Reduction and vulnerability analysis

Other Requirements


o   Commitment to the vision and mission of ZOA Relief |Hope| Recovery;


o   Excellent understanding of local context preferred;


o   Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a cross-cultural environment.


o   Ability to work in hardship conditions.
