BACKGROUND:


The Agricultural Transformation Agency (ATA) has


been established by the Government of Ethiopia (GoE) to identify and address


systemic bottlenecks to Ethiopia’s agricultural development. The Agency does


this through problem-solving, implementation support, and capacity building of


stakeholders involved in implementation of interventions that address the


systemic bottlenecks. The Agency reports to a Transformation Council chaired by


the Prime Minister and whose co-chair is the Minister of Agriculture. 


The programmatic focus of the Agency responds to a core set of


needs identified by the Ministry of Agriculture and the Transformation Council.


Within the Agency, issues are divided into three different verticals; Systems which includes seeds, soil


health and fertility management, cooperatives, input/output markets, household


irrigation, agricultural mechanization, and extension/research; high priority Value Chains
including tef, wheat, maize, pulses and oilseeds, and livestock; and Cross Cutting


Initiatives
that include
gender


mainstreaming, climate adaptation and environmental sustainability, and


monitoring and evaluation. Across these programs, the ATA engages public,


private and non-governmental stakeholders to support strategic planning, manage


and strengthen implementation capacity and test innovative models. The ATA will


be financed by the GoE and a range of development partners.

POSITION SUMMARY:


The Partnerships Officer


(PO) has the overall responsibility of building and maintaining partnerships


between ATA and its partners, namely development partners, GoE organizations,


non-governmental organizations and the private sector. The PO will also be


responsible for making sure that annual planning and programmatic reporting


are executed on time and for monitoring the performance of funded activities


against objectives and targets. The PO will coordinate with all ATA Program


Team to consolidate and provide comments on both the technical and cost


components of project proposals and provide inputs for project appraisals to


secure funding from partners. Moreover, the PO will liaise with program teams, procurement, and finance to


track relevant information, such as progress of planned activities, new


institutional partnerships and sub grantee processes.


 


The


position holder will report to the Partnerships Manager.


ESSENTIAL DUTIES:


The specific duties of


the Partnerships Officer will include the following:


a.      Support partnership proposal development


processes in collaboration with program teams to ensure that they are


properly coordinated and consistent with internal program priorities and


donors’ priorities


b.      Coordinate with ATA Program teams to develop


annual work plans and budgets in line with Development Partner prioritized financing


allocations


c.       Prepare and present quarterly, bi-annual and


annual reports and updates, summarize the results of program implementation


and identify potential areas of improvement


d.      Coordinate with teams to gather information


required for narrative reports to be submitted to Development Partners as


per the agreed timeframe


e.      Coordinate with finance team to keep


consistency between narrative and financial reports


Maintain up to date database of all engagements


with government, non-government and Development Partners


Draft different correspondences to government


organizations and development partners


Assist with establishing and managing processes for


working with sub grantee partners


Work with Program Teams and Legal Department to


facilitate and track institutional partnership agreements


Perform any other duties as assigned by the


Partnerships Manager


 




REQUIRED QUALIFICATIONS:


     a.     Bachelor’s degree in Economics, Finance, Business Administration, Development or                  other relevant field of study, obtained from a recognized University


At least five years of experience in managing donor relationships and institutional partnershipsExperience in international development, including working in resource mobilization for multilateral and bilateral agencies, private foundations or NGOs; experience within agricultural sector is a plusStrong organizational, interpersonal, and communication skillsAbility to establish priorities in a time sensitive environment and meet deadlinesAbility to cooperate effectively and harmoniously with all stakeholders including different teams within ATA, government organizations, development and implementing partners and other organizationsFluency in English and Amharic, both verbal and writtenExcellent skills in Microsoft Office Suite (Word, Excel, power point etc.)Willingness to respect and adhere to ATA values
