Invitation for Consultancy Service - WASH Job at SNV - 2015


Consultancy Advertizement for Study on Formative research on behaviours affecting sustainable sanitation and hygiene practices, and development of BCC strategy and IE/BCC materials


1. Introduction


SNV Netherlands Development Organisation is a not-for-profit international development organisation founded in the Netherlands 50 years ago. We have built a long-term, local presence in 38 of the poorest countries in Asia, Africa and Latin America. SNV equips communities, businesses and organisations with the tools, knowledge and connections they need to increase their incomes and gain access to basic services to break the cycle of poverty and guide their own development. 


SNV is active in Ethiopia since 1973. In Ethiopia, we are active in Amhara, Oromia, Tigray and SNNP regions focusing on Agriculture, Renewable Energy (RE) and Water, Sanitation & Hygiene (WASH). In WASH, we are supporting the Government of Ethiopia in scaling up rural sanitation and hygiene approaches. SNV is implementing Sustainable Sanitation and Hygiene for All Results Program, which aims to reach hundreds of thousands of people in hygiene and sanitation promotion, in Waghimra zone to help communities sustainably wash their hands with soap, properly utilise and maintain their toilets and treat household water. 


SNV Ethiopia, therefore, is seeking the services of a consultancy firm to undertake a formative research on behaviours affecting sustainable hygiene and sanitation practices towards toilet utilisation and its maintenance, Hand washing with soap(HWWS) at critical moments and Household Water Treatment and Safe Storage (HWTSS); develop an integrated Behavioural Change Communication (BCC) strategy and produce IE/BCC materials. 


2. Background 


Sustainable Sanitation and Hygiene for All results program is a project implemented in Amhara regional state Waghimra Zone in six woredas: Dehana, Sekota Zuria, Gazgibla, Abergele, Ziquala and Sehala Woredas. SSH4A aims to reach 391,440. The project aims to ensure 100,000 people practice hand washing with soap at critical times by the end of 2017 in rural areas of the project woredas. 


To achieve the objectives of the Project, SNV plans to investigate the behaviours and factors affecting the practices of the community to practice risky behaviours such as open defecation, avoidance of hand washing with soap/ash after defecation or physical contact with faeces and utilisation of water treatment. 


3. Objective of the consultancy 


The main objective of the consultancy is to develop IE/BCC materials to help communities sustainably wash their hands with soap and other substitutes at critical moments, properly use toilets and maintain the facilities regularly, and treat and safely store household water before utilisation in the six woredas of Waghimra zone in Amhara regional state. 


4. Scope of the assignment 


This assignment will be conducted at Woreda, kebele, village and household level in the six project woredas of Waghimra Zone in Amhara Region: Dehana, Aberegelle, Ziquala, Sehala, Gazgibla and Sekota Zuria woredas. 


5. Deliverables 


The consultant firm is expected to deliver four major outputs i.e. inception report, the report of the formative research, the BCC strategy and IE/BCC materials. All the deliverables submitted to the client shall be submitted in English in electronic and in hardcopy format. 


The methodology for the study shall be developed by the selected consultant at the outset of the work and presented in detail in the inception report. However, it is anticipated that the study will include a range of methods including desk review of relevant documents, key informant interviews, focused group discussions and field-based observations. 




The consultant team shall be composed of professionals from several of fields to effectively execute the assignment. The research team shall be composed of experts who have demonstrated experience in conducting similar studies, if possible on hygiene and sanitation, and in quantitative and qualitative research techniques, particularly as applied to rural populations. Experience in working in geographically challenging environment and managing large rural population-based studies is essential. 


The team responsible for undertaking the BCC activities shall have extensive experience in producing similar strategies and materials. 


Knowledge of English and Amharic language for all staff members is a must but knowledge of Himetegna, the local language spoken in Waghimra zone, is a plus.



All interested firms/ should submit the technical and financial proposal.
