NEP+ is a National Network of eleven regional networks and one specialized women network. NEP is one of the principal recipients of Global Fund in Ethiopia. The mission of NEP is to lead, coordinate the contribution of PLHIV in the national response to networking partnership, capacity building, resource mobilization and relaying the voices of PLWHVs at all levels. Thus, it wants to recruit qualified candidates for the following positions.

Senior Monitoring and Evaluation Officer


REPORTS TO: Monitoring & Evaluation Manager


I. JOB SUMMARY:


The purpose of the Monitoring and Evaluation (M&E) Officer position is to assist the M&E Manager in overall management and output of the unit. S/he renders technical PME support to member networks and assists in demonstrating progress against strategic objectives of NEP+. The post holder is also responsible for assisting the generation of regular and ad hoc reports for external purposes.


II. RESPONSIBILITIES AND TASKS:


• Assists the development and/ or updating of monitoring and evaluation plans, guidelines, tools and systems for use by NEP+ and its members;


• Supports the identification of higher level indicators to assess progress and overall in NEP+ against NEP+’s strategic plan;


• Assists the development of effective results frameworks and subsequent indicators at project and members level(s);


• Participates in project proposal writing;


• Assists in designing baseline, mid term and final evaluation studies of different projects;


• Assists in organizing periodic ongoing evaluation and progress monitoring events by involving members;


• Prepares the unit’s work plan by identifying support requirements of other units;


• In collaboration with different units, periodically monitors the quality of data collected and reports produced, and agree on actions required;


Undertakes compilation of data for analysis and reporting requirements;


• Generates quarterly, biannual and annual tabular reports for reporting purposes;


• Assists the generation of data and compilation of quarterly reports for regular
Donor reporting purposes;


• Assists the production of quarter/and annual reports against Government annual plans;


• Facilitates compilation of regular monitoring reports prepared by different Projects along with evaluation recommendations;


• Provides data deemed important for concept paper or proposal development;


• Ensures the database of NEP+ is well designed, electronically maintained and made accessible to relevant staff;


• Updates Program database on a quarterly basis and ensures the backup filing is maintained;


• Provides statistical information for users within and outside NEP+;


• Ensures the communication of Participatory M&E concepts within the organization, with members and other stakeholders


• Participates in the documentation and dissemination of lessons learned and best practice;


• Performs other duties as assigned by the Supervisor


QUALIFICATIONS


EDUCATIDNITRAINING: MSc., MA, BA/BSc degree in Monitoring & Evaluation economics or related fields.


EXPERIENCE: 6/8 years work experience in program monitoring & Evaluation of Health related activities.


TECHNICAL AND OTHER SKILLS:


Application of software and data management and analysis;


Report writing and analytical skill;


Typing and computer knowledge;


Application of SPSS or other statistical software.


Training Officer


REPORTS TO: Sr. Capacity Building Officer/Program Manager


I. JOB SUMMARY:


Under the supervision of the NEP+ Program Manager, the training officer will develop and coordinate case management project training activities. The training officer will be responsible for training needs assessments, development of training materials, execution of training courses, and assessment/evaluation training activities. The officer will also be responsible for ensuring that training materials follow National guidelines and that training activities are coordinated with those of other partners.


II. RESPONSIBILITIES AND TASKS:


• Support development of training needs assessments for case management program implementation both for the secretariat and members at NEP+;


• Training need assessment both shall be given to the training officer;


• Support implementation of training monitoring and evaluation to ensure case management training meets the required standards;


• Maintain a roster of local training experts and support implementation of TOT to ensure that their performance meet the highest standards;


• Meet with government partners to ensure that case management training materials are consistent with national guidelines;


• Meet regularly with partners and other implementing partners for the purposes of coordinating training materials and activities;


• Meet regularly with partners’ technical advisors to ensure that trainings are implemented in accordance with the latest scientific knowledge, and programmatic best practices;


• Support implementation of training activities (including but not limited to scheduling trainings, engaging trainers, developing training materials, supervising training logistics, etc);


• Develop work plans that detail the steps necessary to implement case management training and revise on an as needed basis;


• Support site-level supervision by network and regional coordinators and ensure period mentoring of case managers;


• Carries out other duties and responsibilities as assigned by the Program Manager.


QUALIFICATIONS


EDUCATION/TRAINING


Bachelor’s degree in Health or management with previous experiences in health! HIV areas or equivalent


Prior experience in health care program providers training


EXPERIENCE: 5 years work experience in the area of her/his expertise work and health/HIV related activities.


TECHNICAL AND OTHER SKILLS:


• Excellent oral/written communications skills


• Familiarity with HIV/AIDS care and treatment programs


• Expertise in training program development, coordination, and evaluation


• Ability to coordinate activities negotiate with government and funding partners


• Ability to develop new training plans as well as establish new program staff support


• Ability to independently develop and implement the responsibilities stated in the job description.


Duty station for both posts: Addis Ababa
