Job description:

The IRC is seeking a Finance Manager (Contracts) for an anticipated USAID-funded multi-million dollar Water, Sanitation, and Hygiene (WASH) project in Ethiopia, which will focus on WASH interventions for enhanced resilience, including a natural resource management (NRM) component. The Finance Manager will be responsible for overseeing all aspects of financial management, including financial systems development and implementation, budgeting, accounting, expenditure tracking, and financial reporting and accounting for both the IRC and any sub-contracts. The Finance Manager, working closely with the Chief of Party (COP) and in coordination with the country program’s Finance Controller (FC), will be responsible for ensuring compliance with IRC and USAID financial management policies and procedures.


Essential Responsibilities:


Monitor contract compliance with contract deliverables and with rules and regulations of both USAID and the IRC.


In collaboration with the COP and FC, establish finance and supporting function policies, systems and procedures for contracts, and direct or perform their development, documentation, and implementation.


Ensure balance sheet reconciliations are completed monthly and on a timely basis and review final reconciliations and trial balances with the COP.


Maintain current knowledge of local government requirements related to financial matters and ensure compliance with tax regulations and other legal requirements.


Assist senior management to organize and conduct periodic contract performance and administrative compliance reviews of programs. This may require internal expenditure verification and reviews of partners and grantees.


Provide assistance to project managers on contract inception, implementation and closeout activities; including preparation of required approvals, allowances, and funding, as necessary.


Serve as liaison with subcontractors and provide guidance to assist partners to complete necessary budget forms in a timely manner. Track subcontractor invoices, monitor subcontract status, draft modification request as needed.


Document and maintain written procedures on how the required financial reports are to be prepared and completed.


Develop program budgets, checking for consistency with current year-to-date results, prior year results, and available existing contract information. Attend budget meetings with project managers as requested or required.


Maintain an updated calendar of financial reporting due dates.


Work with the Finance Controller to upload the monthly budget information into accounting system. Insure that the approved monthly and annual budgets are uploaded correctly and completely.


Review cost and personnel allocations in accordance with contract budget and resolve any issues identified with appropriate staff.


Work with project managers and accountants to ensure that expenses are properly posted to the correct project, are in compliance with contract requirements for each project, and that expenses are being incurred in a timely manner to maximize contract reimbursements where applicable.


Assist the Finance Controller and other senior finance staff in preparing budget revision requests, budget amendments, negotiation packages, and interim and year-end cost reports as necessary.


Assist in the preparation of journal entries to adjust expense coding to accurately reflect program financial results. Coordinate with the FC and other finance staff to ensure this process happens accurately.


Prepare annual audit schedules and donor reports when applicable and as per set schedules.


Attend required contract monitoring meetings.


Initiate changes to processes and procedures that standardize and streamline contract management for improved efficiency and automation.


Perform other duties as assigned.


Required Skills:


Experience managing large USAID contract budgets, and supervising finance and contract staff in ensuring USAID contract compliance; specific training in USAID regulations, budgeting, and/or budget management for USAID projects is required.


Experience administering USAID grants under contracts (GUC).


Strong analytical skills and extensive experience working with computerized accounting systems, standard spreadsheet and database programs (SUN System and Vision); and practical knowledge of generally accepted accounting and auditing procedures.


Experience in project start-up, including establishing financial systems and processes in compliance with USAID and contractor policies and procedures.


Strong interpersonal skills and talent for productively interacting with a wide range of organizations (e.g. government, private sector, NGOs, and research institutions).


Effective organization skills and ability to work with minimal supervision.


Ability to work effectively and professionally and multi-task while paying attention to detail in a fast-paced environment.


Experience/Qualifications:


At a minimum: Master’s Degree in accounting, business administration, commerce, or finance and six (6) years of experience as a senior financial manager; or a Bachelor’s Degree in accounting, business administration, commerce, or finance with a recognized professional certificate in accounting (such as a CPA) and eight (8) years of relevant experience.
