The International Federation of Red Cross and Red Crescent Societies (IFRC), in partnership with Ethiopian Red Cross Society (ERCS), has launched an emergency appeal to respond to the needs of refugees entering the Gambela region. The appeal is for 1.05M Swiss francs and is nine (9) months in duration (to be reviewed) with multiple donors. This position is part of the emergency operation, funded by the appeal and based in the IFRC Country Representation Office in Addis Ababa. The position may require occasional travel to the operation site to support financial management requirements. The position reports to the Country Representative and functions within a IFRC finance team requiring technical line management and collaboration.

Job Title: Finance Officer

Duty Station: Addis Ababa (with frequent travel to project areas)


Position Purpose:


The Finance Officer will provide support to the Country Representative (CR) by carrying out financial control and support functions within the direction and parameters set by the Secretariat and Zonal Finance Department. Her/his main responsibility is to provide financial management support to the Gambella Population Movement Appeal under the Country Representation Office and in accordance with IFRC procedures and practices. Additionally, the Finance Officer will work closely with Ethiopian Red Cross Society (ERCS) programme departments and also with ERCS finance on issues of financial concern emphasizing on accountability, transparency, efficiency and capacity building.


Key Roles and Responsibilities:


• Ensure that a Letter of Agreement for the Project exists between the IFRC and the ERCS which includes the Terms and Conditions for the Project Support to National Societies before releasing Working Advance request.


• Monitor the utilisation of funds transferred, primarily by ensuring the ERCS meets the reporting requirements set out in the Letter of Agreement for the Project and in accordance with the Terms and Conditions for Project Support to National Societies, including the submission of supporting documentation.


• Follow up with the ERCS to secure the acknowledging receipt of the working advance payment and ensuring the monies are properly spent in accordance with the budget in order to achieve the project objectives.


• Monitor the budget with the actual expenditures.


• Ensure that the expenditures are according to Donor requirements.


• Enter ERCS Working Advance financial data into the IFRC financial System (CODA) ensuring compliance with the IFRC Chart of Accounts and financial procedures.


• Ensure the report has been made in accordance with the IFRC standard working advance report format and ensure all supporting documents are attached and translated into English.


• Follow up on submission of a Working Advance report in accordance with the deadlines agreed in the letter of agreement for the project.


• Report any anomalies in the Working Advance or financial interactions with ERCS for immediate resolution.


• Work closely with ERCS to develop the financial management and reporting capacities of the EFCS, in terms of using the Working Advance system within an emergency operation.
