Accounts, Personnel and General Service Head

Key duties and responsibilities:

Coordinates and ensures that the financial, human and material resources managed properly at the Community Development Program Office (CDPO).
Ensures that proper financial and administrative procedures installed to property manage the financial, human and material resources.
Leads the process of developing annual, quarterly, monthly and weekly budgetary plans to finance activities of the CDPO and report for the same periods on the financial human resource and material utilization.


Leads the process for recruitment, performance evaluation, promotion and transfer of employees in the CDPO.


Ensures proper books of account and personnel files maintained at the CDPO.


Ensures that training and other Human Resource (HR) development needs identified and personnel recruited as per the proper HR policy and timely undertaken.


Ensures placement of newly employed staff and appropriate job descriptions issued.


Approves release of timely budget for work Units of the CDPO and partners as
appropriate.


Receives individual or group complaints of employees/staff and take appropriate action in accordance with standing regulations or directives in consultation with the CDP Manager.


Ensures that all benefits and working condition provided to staff in accordance with directives of JeCCDO.


Monitors the material requests, procurement and storage process undertaken in line with the appropriate procedural manuals of JeCCDO.


Monitors and ensures that performance appraisal for all staff done at least twice in a year and checks whether staff performance is to the desired level of productivity


Regularly provides administrative and financial information and updates the CDP Manager on the same.


Checks for regular review and updating of existing financial, personnel and other manuals and request the Central Office (CO) in collaboration with the CDP Manager to make necessary adjustments if needed.


Assists the CDP Manager in the process of mobilizing resources from national and international sources to finance activities of the CDPO and partners.


Undertakes other responsibilities in compliance with appropriate professional standards as instructed by the CDPO Manager.


Education – BA Degree or Advanced Diploma in Accounting, Finance, Business Administration or related fields of study


Experience 4 years for BA, 6 years for Advanced Diploma


Skills:


• Computer literate and ability to use various accountancy and management software, like peach tree accounting Software.


• Special skills in supervisory, management, guidance, coaching of personnel with good social relationship.


• Influential, persuasive, contextual, gender balanced, decisive, negotiating, teem oriented and readiness to learn.


Place of work: Bahir Dar and Debre Zeit Community Development Programme Offices


Salary: Negotiable


Terms of Employment: One year contract with possible extension based on performance
