The MERL Manager will work closely with program teams and the MERL team in Delhi to assist Monitoring, Evaluation, Research and Learning (MERL) related activities that will try to assess progress, performance and research opportunities for the various Digital Green programs in Ethiopia. The MERL Manager will be expected to bring innovative ideas/solutions and an ability to work proactively and independently to help fulfill the overarching MERL annual agenda. He/she should also be able to manage tight deadlines and multiple deliverables.
Reporting To: Director Africa and a technical dotted line reporting to Deputy Director of Monitoring, Evaluation, Research and Learning
Roles & Responsibilities:
- Responsible for assisting in operationalization of MERL framework within Digital Green projects in Ethiopia
- Responsible for monitoring of program activities, ensure quality of data collected and facilitate use of data for program management.
- Undertake and support studies such as bottleneck analysis, cost-effectiveness studies
- Design and execute various research and evaluation studies such as third party quality assessments of program activities. Provide management oversight to research firm to ensure good quality research outputs in time.
- Coordinate with and support research partners (like IFPRI) in conducting feasibility studies and impact assessments.
- Deliver high quality analysis and reports based on secondary and primary data collection activities that are carried out as part of MERL team’s work plan
- Participate and contribute to workshops, conferences and other dissemination events that relate to the area of Digital Green work
- Contribute to developing research funding proposals and contributing to the research section within program funding proposals
- Work closely with the system’s team for any database related activities
- Coordinate with the Digital Green MERL team in Delhi and manage day-to-day operations of MERL activities in Ethiopia that are assigned as per work plan
